The Plans arc intended to increase the mailability of affordable residential units by
combining local resources and cult ravine measures into a local housing partnershipand
using public and private funds to reduce the cost of housing. SHIP fiords may be leveraged
with or used to supplement other Florida l lousin; Finance Corporation programs and to
provide local match to obtain federal housing grants or programs.

The City of ~4 iami Beach is an P,ntitlement Community ~ehich receives HOM1'IE and CDBG
funds tram the C.S. Department of Housing alai Urban Development (HUD) that twill he
used, in combination with other local funds, to leverage the SH1P fiords and reduce the cast
of housing in the City.
G. Public Input:
Public input was solicited through face to face meetings with housing providers. social
service providers, local lenders and neighborhood associations through public hearings
conducted in conjunction with the City's Five Years Consolidated Plan. Public input was
solicited through the local newspaper in the advertising of the Local Housing Assistance
Plan and the Notice of Funding Avallablhty (IxUTA).
II. Advertising and Uutrcach:
The City advertises the?IOFA in a newspaper of general circulation and periodicals serving
ethnic and diverse neighborhoods, at least 30 clays before the beginning of the application
period.
I. lliscrimination:
In accordance cn ilh the provisions of ss.760.20-760.37, the City of Miami Beach does not
discriminate on the basis of race, creed, roligion, color, age. sex. sexual orientation, marital
sUttus, familial status, national origin, or handicap in [hc award application process for
eligible housing.
.1. Support Services and Counseling:
Support services are available from various sources..4vailablc support services may include
but are not limited to: homeownership counseling (pre and post), credit counseling, tenant
counseling, transportation, legal Counseling, health and psychological services, employment
and training, consumer credit and fair housing.
The City of Miami Beach, as a sponsor receiving SHIP Program funds, will be required to
offer Humc Uwnership'I'raining to prospective homebuyers. Home Ownership Training will
help to assist and prepare homebuycrs for the acyuisilion and ownership of a home.
Counseling services will be provided on a group and individual basis covering the following
topics: the home buying process; finding money for adown-payment; dealing with financial
crisis; how to set up a budget; the importance of good credit; dispute resolution; and how• to
maintain a home. Humc Owncrship'I'raining must meet the standards set by [1.S. HGD.
K. Purchase Price Limits:
Purchase Price Limits: The sales price or value of new or existine eligible housing may not
exceed 90% of the average area purchase price in the statistical area in which the eligible
housing is located. Such average area purchase price may be that calculated for any l2-
month period beginning not earlier than the fourth calendar year prior to the year in which
the award occurs. The sales price of new and cxistin~ units can be tower, but may not

accordance with Chapter 67-?7. Florida Administrative Code, the cost of administering the
plan does not exceed 5 percent ofthe local housing distribution moneys and program income
deposited into the tntst fund.
The cost of administering the program may not. exceed 10 percent of the local housing
distribution plus ~'% of program income deposited into the trust fund, except that small

Administration of the Local Housing Assistance Plan is the responsibility of the City oJ'
1tliumr Bauch. The City of Miami Beach's I lousing and Community Development Division
will be the primar}' agency responsible for carrying out the strategies under the S(IIP
housing Assistance Plan.'fhe City anticipates that it will use a sponsor w carry out program
activities. In orderto identify a sponsor, the City will issue a Competitive Notice ofFunding
Availability (KOFA) for various not-for-prolil and for-profit huilders/developers to
participate in the program. Through the 1\UFA process, the City will ascertain the highest
