A RESOLUTION OF THE MAYOR AND CITY COMMISSIONOF THE CITY OF MIAMI
BEACH, FLORIDA, APPROVING AND AUTHORIZING THE MAYOR AND CITY
CLERK TO EXECUTE THE PROFESSIONAL SERVICES AGREEMENT WITH
COASTAL SYSTEMS INTERNATIONAL, INC., IN THE AMOUNT OF $581,140, FOR
THE ARCHITECTURAL, ENGINEERING AND CONSTRUCTION MANAGEMENT
SERVICES FOR THE DESIGN, PERMITTING AND CONSTRUCTION OF THE NORTH
BEACH RECREATIONAL CORRIDOR AND RENOVATION OF THE ADJOINING
ALLISON AND BAND SHELL PARKS, AND APPROPRIATING $500,000 FROM THE
GENERAL OBLIGATION (GO) BOND SERIES 2000 FOR THE PROJECT.
WHEREAS, on February 12,2001, the City issued RFQ No. 20-00/0] for Architectural and
Engineering Services required for the Design, Permitting and Construction Management of the North
Beach Recreational Corridor and Renovation of the Adjoining Allison and Bandshell Parks; and
WHEREAS, on February 27, 2001 the following individuals were appointed to serve on the
Evaluation Committee for the project:
Roberto Sanchez, North Beach District Representative, G.O. Bond Oversight Committee
Joyce Meyers, North Beach Planning Coordinator
Bruce Henderson, Environmental Resources Management Director
Dale Bryant, Parks and Recreation Department
Jae Manzella, Resident, and Bicycle/Pedestrian Coordinator for MPO
Brian Kraus, Board Member North Beach Development Corporation
Amelia Johnson, Transportation Concurrency Management; and
WHEREAS, DemandStar.com issued 67 RFQ notices to prospective individuals/firms and
six qualified responses were received; and
WHEREAS, the Evaluation Committee convened to evaluate all responses received; and
WHEREAS, the Evaluation Committee unanimously selected Coastal Systems International,
Inc. as the first qualified firm, C3TS as the second, and Kimley Horn and Associates, Inc. as the third
most qualified firm; and
WHEREAS, at their meeting on March 18, 2001 the Mayor and City Commission
authorized the Administration to negotiate a contract with the most qualified firm of Coastal Systems
International, Inc. for the Architectural and Engineering Services required for the Design, Permitting
and Construction Management of the North Beach Recreational Corridor and Renovation of the
Adjoining Allison and Bandshell Parks; and
WHEREAS, Mr. James Pappas, P.E., of Pappas and Associates, Inc. assisted the City
staff in negotiating the terms ofthe project contract; and
WHEREAS, those negotiations have been successfully concluded and the resulting
Agreement is attached for your review and approval; and
WHEREAS, a copy ofthe letter from Mr. Pappas indicating his determination that the
fee proposal from Coastal Systems International is reasonable and complete is also attached for
your review; and
WHEREAS, at their meeting on May 14,2001, the General Obligation Bond Oversight
Committee unanimously recommended $500,000 in available revenues from the General Obligation
Bond Series 2000, be appropriated by the Mayor and City Commission for the North Beach
Recreational Corridor Project; and
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the attached Resolution,
approving and authorizing the Mayor and City Clerk to execute the Service Agreement between the
City and Coastal Systems International, Inc. for the Architectural and Engineering Services required
for the Design, Permitting and Construction Management of the North Beach Recreational Corridor
and Renovation of the Adjoining Allison and Bandshell Parks and appropriating $500,000 from the
GO Bond Series 2000 for the Project, is hereby adopted.

We have concluded fee negotiations regarding subject project. The revised fee proposal
from Coastal Systems International, Inc., in the amount of $581,140.00, is acceptable.
The contract for professional services should be for TIME AND MA TERlALS NOT TO
EXCEED $581,140.00. A copy is attached for your information and use. The man- hours
proposed for the performance of each task, which formed the basis for the proposal, is
also deemed acceptable.
While the fees are higher than a routine engineering/landscape project, it should be noted
that this project requires extensive permitting. A two page summary paper titled Critical
Elements for a Successful Project details the complexities associated with this project, A
copy is attached for your information and use. The fees negotiated are reasonable and
should be sufficient to satisfactorily complete the project, without seeking additional
professional services fees.
Your assistance throughout the negotiations was most helpful and is most appreciated.

Critical Elements for a Successful Project
Planninl!: Elements
Catalyst for Urban Redevelopment: The North Beach Recreational Corridor (NBRC) project
must be designed as a catalyst for, and blended with, the North Beach neighborhood urban
redevelopment plans.
Consideration of Diverse Planning Needs: The NBRC must consider sllch diverse elements
such as beach access, parking, and entertainment issues, particularly relating to the Bandshell
Park, in order to create a "draw" to the region, which in turn will stimulate demand for services
in the Ocean Terracel7l 51 and nnd Street centers.
Successful Linkage of Uses: The NBRC must consider the important link between 641h and 791h
Streets to create shore-parallel and lateral access for members of the community and visitors,
increase security, and enhance one of the primary assets (the beach) of the area to create a project
which will serve to drive up real estate values and contribute to overall redevelopment/economic
growth in the North Beach neighborhood. Further, links with the proposed city/Related
Properties project at nnd Street and the $7 million Northshore Park renovation project as related
to the NBRC project must be evaluated and addressed,
Public Acceptance of Design: Public buy-in is critical to the success of this project, The
oceanfront property owners adjacent to the proposed NBRC have common law riparian rights
such as ingress, egress, and view. Affidavits of riparian property owners' support for this project
are required to avoid potential permitting delays or objections at the end of the design and
permitting process. 0,7% of our planning fees are targeted for coordination and ultimate
acceptance of the proposed NBRC design by the community.

DEP Jurisdiction: The NBRC project is proposed seaward of the Coastal Construction Control
Line (CCCL), the Florida Department of Environmental Protection (DEP) jurisdictional line
which requires a coastal construction permit, and seaward of the Erosion Control Line (ECL), the
DEP line seaward of which only erosion prevention structures are permitted.
DEP Permit Requirements: The NBRC location seaward of the CCCL creates a need to secure
permits from the DEP pursuant to Chapter 161 of the Florida Statutes and Chapter 62B-33 of the
Florida Administrative Code, requiring approximately nine (9) months of coordination with DEP
coastal engineers and administrators in Tallahassee. During this time period, assurance ofNBRC
project compliance with the above-referenced rules and regulations must be provided.
DEP Survey Requirements: The DEP regulations have specific requirement for the format and
content of survey data required as part of the coastal permit application. Aerial photographs and
topographic surveys are necessary to provide detailed elevations and vegetation characteristics
from the upland to wading depth in the ocean. Detailed survey data is also required for the
detailed coastal engineering analysis that must be conducted to evaluate susceptibility of the
NBRC project to hurricane (lOO-year storm) wave conditions and the potential impact of the
project to the beach/dune system (also see below). Aerial photography is also important for use
as a tool for agency and community presentations to secure acceptance of the proposed plans.
Environmental Impacts, Storm Susceptibility and Mitigation: The NBRC project path must
be placed in the vicinity of the landward toe of the dune, requiring that the project potentially
impact native vegetation, dune structure, and marine turtles (lighting issues). The DEP
permitting process is further complicated by the fact that structures are being proposed seaward
of the historic City of Miami Beach bulkhead line and ECL. Therefore, detailed coastal
engineering analyses and mitigation designs must be carefully planned and submitted to the DEP
10 demonstrate that the project will not adversely impact the beach/dune system, and, more
importantly, that the project will perform as a self-mitigating erosion prevention structure
through the proposed dune expansion and associated native dune vegetation planting.

ANALYSIS
On February 12,2001, the City issued RFQ, No. 20-00/01 for the Architectural and Engineering Services
required for the Design, Permitting and Construction Management of the North Beach Recreational
Corridor and Renovation of the Adjoining Allison and Bandshell Parks.
DemandStar.com issued 67 RFQ notices to prospective individuals/firms and six qualified responses were
received. The Evaluation Committee (the Committee) convened to evaluate all responses received. After
close examination of all proposals, three firms where short-listed for oral presentations. These three firms
included Coastal Systems International, Inc., CT3S, and Kimley Horn and Associates, Inc. On AprilS,
200 I, the Committee reconvened and heard oral presentations from the short listed firms. Each firm had 20
minutes for its oral presentation and 20 minutes for questions and answers.

recommended $500,000 in available revenues from the General Obligation Bond Series 2000, be
appropriated by the Mayor and City Commission for the North Beach Recreational Corridor Project.
In light of the successful completion of the negotiations, the Mayor and City Commission should adopt the
attached Resolution authorizing the Mayor and City Clerk to execute the Service Agreement between the
City and Coastal Systems International, Inc. for the Architectural and Engineering Services required for the
Design, Permitting and Construction Management of the North Beach Recreational Corridor and
Renovation of the Adjoining Allison and Bandshell Parks and appropriating $500,000 from the GO Bond
Series 2000 for the Project.
