A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY
MANAGER OR HIS DESIGNEE: 1) RETROACTIVELY TO SUBMIT A
GRANT APPLICATION TO THE NATIONAL INSTITUTE OF JUSTICE,
SOLVING COLD CASES THROUGH DNA PROGRAM, FOR FUNDING,
IN AN AMOUNT NOT TO EXCEED $300,000 FOR A HOMICIDE COLD
CASE DNA INITIATIVE TEAM; 2) TO SUBMIT A GRANT
APPLICATION TO THE OFFICE OF THE ATTORNEY GENERAL,
VICTIMS OF CRIME ACT PROGRAM, FOR FUNDING IN AN AMOUNT
NOT TO EXCEED $100,000 FOR THE CITY'S DOMESTIC VIOLENCE
PROGRAM; 3) TO SUBMIT AN INVESTMENT JUSTIFICATION TO
THE DEPARTMENT OF HOMELAND SECURITY, EMERGENCY
OPERATIONS CENTER PROGRAM, FOR FUNDING, IN THE
AMOUNT OF $1,000,000 PREVIOUSLY AWARDED THROUGH A
LEGISLATIVE APPROPRIATION FOR THE CITY'S TECHNOLOGY
NEEDS; AND, 4) TO APPROVE THE EXECUTION OF A LOCAL
AGENCY PROGRAM (LAP) AGREEMENT WITH FLORIDA
DEPARTMENT OF TRANSPORTATION, FOR FUNDING IN AN
AMOUNT NOT TO EXCEED $1,300,000 FOR THE WEST AVENUE
BRIDGE PROJECT; FURTHER APPROPRIATING THE ABOVE
GRANTS, LEGISLATIVE APPROPRIATION AND LOCAL AGENCY
PROGRAM AGREEMENT, IF APPROVED AND ACCEPTED BY THE
CITY; AND AUTHORIZING THE EXECUTION OF ALL NECESSARY
DOCUMENTS RELATED TO THE GRANTS AND AGREEMENT BY
THE CITY MANAGER OR HIS DESIGNEE.
WHEREAS, the purpose and intent of the. City's application for funding from the
National Institute of Justice is to aid the Miami Beach Police Department in the
investigation of the Department's unsolved homicide cold cases; and
WHEREAS, due to the fact that many of the City's cases of unsolved homicides
are decades old, DNA represents the best avenue of pursuing these cold cases where
investigative leads have been exhausted and have a diminishing probability of being
solved as time goes on; and
WHEREAS, the program provides funds to allow for the review of case files and
evidence by the cold case team and for the testing of samples of DNA evidence from the
cold case backlog of homicides that may provide DNA evidence that can then be
analyzed; and
WHEREAS, the grant, if awarded, will primarily provide funding to cover salaries
for existing full-time City homicide detectives to work, on an overtime basis, on solving
the backlog of homicides, and no new. employees will be hired; and
WHEREAS, this grant does not require matching funds, and the project supports
the key intended outcome: Increase resident rating of public safety services; and
WHEREAS, retroactive approval is requested for the City Manager or his
designee to submit an application to the National Institute of Justice, Solving Cold Cases
through DNA Program, for funding, in an amount not to exceed $300,000, for a homicide
cold case DNA initiative team; and
WHEREAS, the Victims of Crime Act (VOCA) was enacted in 1984 to provide
federal funding to assist state, local and private nonprofit agencies to provide direct
services to crime victims; and
WHEREAS, the Miami Beach Police Department currently receives VOCA grant
funds to assist in funding the Department's Domestic Violence Unit; in submitting this
grant application, the Police Department seeks to continue funding of the Domestic
Violence Unit; and
WHEREAS, the Police Department's Domestic Violence Unit serves as a catalyst
for victims of crime and their families to receive effective legal and social intervention
services; and
WHEREAS, a 20% match is required of this grant and matching funds in the
amount of $20,000 will be provided by the City from the Police Department operating
budget; and
WHEREAS, this project supports the key intended outcome: increase resident
rating of public safety services; and
WHEREAS, the Administration requests approval to submit a grant application in
an amount not to exceed $100,000 to the Office of Attorney General for the Victims of
Crime Act (VOCA) grant for funding for the City's Domestic Violence Program; and
WHEREAS, the City has secured federal funding in the amount of $1,000,000
from a legislative appropriation included in the Department of Homeland Security
Appropriations Bill to continue the Administration's investment in enhancing the
interoperability and communication aspects of the City's homeland security initiatives;
and
WHEREAS, the grant funds will be used towards technology needs, including,
but not limited to a radio microwave link for remote control of radio base stations and
links between infrastructure components and other communication assets; and
WHEREAS, this funding requires a 25% cash or in-kind match, and matching
funds in amount of $250,000 will be in the form of cash (Information Technology funds
previously appropriated for CAD/RMS), and an in-kind match (City salaries related to this
project); and
WHEREAS, this project supports the key intended outcome: improve processes
through information technology; and
WHEREAS, approval is requested to submit an Investment Justification to the
Department of Homeland Security, Emergency Operations Center program, for funding,
in the amount of $1,000,000, previously awarded through a legislative appropriation, for
the City's technology needs; and
WHEREAS, the City Manager requests approval to execute a Local Agency
Program Agreement with Florida Department of Transportation (FDOT) in an amount not
to exceed $1,300,000 for the West Avenue Bridge Project; and
WHEREAS, the agreement does not require matching funds and the project
supports the key intended outcomes: enhance mobility throughout the City; and
WHEREAS, approval to execute a Local Agency Program Agreement with the
Florida Department of Transportation, for funding in an amount not to exceed
$1,300,000 for the West Avenue Bridge Project.
NOW THEREFORE, BE IT DULY RESOLVED THAT THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH hereby approve and authorize the City
Manager or his designee: 1) retroactively to submit a grant application to the National
Institute of Justice, Solving Cold Cases through DNA Program, for funding, in an
amount not to exceed $300,000, for a homicide cold case DNA initiative team; 2) to
submit a grant application to the Office of the Attorney General, Victims of Crime Act
Program, for funding in an amount not to exceed $100,000 for the City's Domestic
Violence Program; 3) to submit an Investment Justification to the Department of
Homeland Security, Emergency Operations Center Program, for funding, in the amount
of $1,000,000, previously awarded through a legislative appropriation, for the City's

1. Retroactive approval for the City Manager or his designee to submit an application to
the National Institute of Justice Solving Cold Cases Through DNA Program, for

The purpose and intent of this application for grant funding is to aid the Miami Beach Police
Department in the investigation of the department's 106 unsolved homicide cold cases and
to solve these crimes. Due to the fact that many of the City's cases of unsolved homicides
are decades old, DNA represents the best avenue of pursuing these cold cases where

2. Approval to submit a grant application in an amount not to exceed $100,000 to the
Office of Attorney General for the Victims of Crime Act NOCA) grant for funding for
the City's Domestic Violence program.
The Victims of Crime Act (VOCA) was enacted in 1984 to provide federal funding to assist
state, local and private nonprofit agencies to provide direct services to crime victims. The
United States Department of Justice, Office of Justice Programs provides funds to support
the provision of services to victims of crime.
The Miami Beach Police Department currently receives VOCA grant funds to assist in
funding the department's Domestic Violence Unit. In submitting this grant application, the
Police Department seeks to continue funding of the Domestic Violence Unit.
The Police Department's Domestic Violence Unit serves as a catalyst for victims of crime
and their families to receive effective legal and social intervention services. The Unit has
formed a unique collaborative partnership with the Dade County BarAssociation, Legal Aid
Society, Safe Space, and Domestic Violence Intake Unit of Miami-Dade State Attorney's
Office.
A 20% match is required of this grant, matching funds in the amount of $20,000 will be
provided by the City from the Police Department operating budget. Grant funding provides
partial funding for salaries in the city's Domestic Violence unit. This is a recurring grant.
This project supports the key intended outcome: increase resident rating of public safety
services.

3. Approval to submit an Investment Justification to the Department of Homeland
Security Emergency Operations Center program for funding in the amount of
$1 000 000 previously awarded through a legislative appropriation, for the city's
technology needs
The City has secured federal funding in the amount of $1,000,000 from a legislative
appropriation included in the Department of Homeland Security Appropriations Bill. Funding
from this project will continue the Administration's investment in enhancing the

Florida Department of Transportation (FDOT) in an amount not to exceed $1,300,000 for the
West Avenue Bridge Project. The project will abate traffic congestion at intersections on
Alton Road and Dade Boulevard.
The agreement does not require matching funds. This project supports the key intended
outcomes: enhance mobility throughout the city.
CONCLUSION
The Administration requests approval to authorize the City Manager or his designee to: 1)
submit a grant application to the National Institute of Justice, Solving Cold Cases Through
DNA Program, for funding, in an amount not to exceed $300,000, for a homicide cold case
DNA initiative team; 2) submit a grant application to the Office of the Attorney General,
Victims of Crime Act program, forfunding in an amount not to exceed $100,000 forthe city's
domestic violence program; 3) submit an Investment Justification to the Department of
