regarding Senate Bill 630 and similar legislation that would impose a moratorium on the
collection of impact fees by local governments and urging the Florida Legislature not to pass
such legislation.

WHEREAS, Senate l3ilt 630 ~socld impose a three (3) year moratorium nn the imposition
and collection of irtpacl fees Cor any purpose by o county or municipalitF form October 1, 2009
through September 30, 2012: and
~1'HER1/AS, road and school impact fees collected by A4iami-Dade County arc county~~~ide
in nature and set~c to enhance the quality o(life for all residents ofthe Cuunry; and
WHEREAS, Senate Bill 634 or similar legislation would have a substantial fiscal impact on
tiliami-Dade County, including more than $20 Million for road impact fees alone, as well as on (he
Cii•• of Opa-lochs ("City"); and
WHi:REAS, passage of Senate bill 630 or similar legislation would mean that fewer finids
are availabic for new infrastructure projects, with corresponding losses in potential jobs; and
WHEREAS, passage of SenatC bill 630 Or similar legislation also could have the etTect nI
slopping infrastructure projects already planned or being contracted, Keith further certesponding job

WHEREAS, a moratorium ort impac( tees for infrastructure improvement would create
concurrency deficiencies and therefore have the unintended consequcnec of impaling development;
and

taxes does not stimulate the economy and that the opposite is actually true; spending goverrunent
funds on needed i~frastnicture projects helps to stimulate the economy; end

llade County League of Cities.
Section 4 This resolution shall take effect imtnediatcly upon adoption.
