The purpose of this LTC is to provide the Mayor and City Commission with an update
regarding federal transit funding provided through the American Recovery and Reinvestment
Act (ARRA), also know as the Stimulus Bill. At the February 20, 2009 meeting of the
Metropolitan Planning Organization, the Board approved a motion by County Commission
Carlos Giminez to allocate 20% of the Miami-Dade share of transit funds from the Stimulus
Bill to Miami-Dade cities, based on a population formula. At the time, MPO staff expected
that Miami-Dade would receive $76 million.
On Tuesday, February 10, MPO staff sent email notice to all municipalities and agencies that
the County's allocation of transit funds was $69,802,389, of which 20%, or $13,960,474 was
set aside for municipal units. Furthermore, the email included a table that provided each
city's allocation based on the population distribution. The allocation for Miami Beach was
listed at $528.839. The email also stated that the deadline for the submission of transit
priorities by each city was two days later, on March 12, 2009.
The Administration reviewed the funding list provided by the MPO, and noticed that it
provided unincorporated Miami-Dade County with an allocation of $6,151,749, or44%ofthe
20% municipal set-aside. This action resulted in a net distribution of only 11.2%of the transit
funds to the cities, rather than 20%. On Wednesday, March 11, the Administration reviewed
the videotape of the February 20 MPO meeting to confirm the City's interpretation that the
intent of the motion was to distribute 20% of the funds to cities only, not including
unincorporated Miami-Dade County. The Administration then confirmed this intentwith staff
from County Commissioner Giminez' office, and also determined that application of this
interpretation to the $13 million set aside for municipalities would result in an allocation of
$945,461 to Miami Beach.
Following confirmation that the 20% set aside should be distributed only to incorporated
areas, the Administration contacted the Miami-Dade County League of Cifies (MDCLC).
Following a briefing of the issue with League staff and leadership, the League spent much of
Thursday discussing this issue with Miami-Dade County and MPO staff. On Friday morning,
the League sent an email (attached) to its membership that MPO staff and the Counly
Attorney's Office had confirmed that the League's (and City's) interpretation of
Commissioner Giminez' motion was correct. A follow up email from MPO staff was sent to
the cities at 3:52 p.m. on Friday, providing the updated transit amounts to be assigned to
each city. The email further provided the cities until Thursday, March 19, 2009 to submit
additional project information based on the new amounts, for inclusion in an addendum to
the agenda for the March 26 MPO Governing Board meeting.

The Administration's initiative and proactive efforts regarding this item enabled the Miami-
Dade League of Cities to restore over $6 million in stimulus funding for Miami-Dade County's
municipalities, including an additional $416,622 specifically for Miami Beach. The
Administration will continue to provide updates regarding the City's efforts related to the
American Recovery and Reinvestment Act. In the meantime, if you have any questions or

economic stimulus funding, please submit your prioritized transit projects according to your allocation
as contained in the attached "Federal Transit Stimulus Funds for Miami-Dade Municipalities" table to
Ms. Susan Schreiber of my office at susans@miamidade.gov.
Please note that the Stimulus Funds table has changed and is based on the latest available
information regarding the federal transit funds to be received in Miami-Dade County. The new total
amount is $69,802,389. The attached table shows the 20% of the latter amount assigned to
municipal units in the county. In submitting your transit priorities, please use the format from your
previous submittal.
The requested information is needed in order to provide the MPO Governing Board with the list of

It has been determined, after further review of the MPO Board action of February 20th regarding
transmit stimulus funds for the Miami-Dade portion of the tricounty Miami Urbanized Area, that the
"Federal Transit Stimulus Funds for Miami-Dade Municipalities" table should be modified. The 20
percent of the total funds approved by the MPO Board for distribution among county municipalities is
not to include the Urban Municipal Service Area, and therefore increased amounts are to be assigned
to each city. The modified amounts available to each City are now shown in the attached "Federal
Transit Stimulus Funds for Miami-Dade Municipalities -MARCH 13, 2009 Update" table.
We are therefore requesting that you revise your project requests to reflect more closely the amount
of funds shown in the attached new table and a-mail it to Susan Schreiber of my office at
susans@miamidade.gov by next Thursday, March 19th, 2009 at close of business. The new
information you submit will be part of an addendum to the March 26th MPO Governing Board meeting
agenda. The agenda is being mailed on Monday, March 16th with a clarification chat the addendum
will be provided at a later date and before the Board meeting.
