SUBJECT: STATUS REPORT ON THE PAR 3 GOLF COURSE
On January 5, 2009, in response to requests from residents of the Bayshore neighborhood, the City
Manager contracted Bruce Howard & Associates, at a not to exceed fee of $25,000, to develop
several conceptual development plans for the Par 3 Golf Course. On March 31, 2009 at 6:00 p.m.,
the City will hold a publicly advertised meeting with the community at the Miami Beach Senior High
School located at 2231 Prairie Avenue inside the Media Center. The following attached conceptual
site development plans (see attached) will be presented:
^ a refurbished Par 3 Golf Course
^ a local park
^ a hybrid golf course /park space
The refurbished Par 3 option would retain a full nine holes golf course. This option could also
include a small lake with wetlands, a jogging trail around the perimeter of the site, a small grove of
fruit and flowering trees, a quiet area, and a tot lot in areas out of play.
The park option would be designed for the local neighborhood with educational and interactive
features. Possible elements could include a small lake with wetlands, picnic and pavilion areas, an
area for fruit and flowering trees, a tot lot with shade structures, tennis courts, a jogging trail, a skate
park, and open space.
A hybrid design would retain afve-hole golf course and lake but provide areas that could be used
for passive and active park activities. The same picnic and pavilion areas, fruit and flowering trees,
tot lot, tennis courts, jogging trail, and open space elements available in the park option would be
available in this option.
Following this community meeting, the various options will be presented to the Finance and Citywide
Projects Committee for its consideration.
At this conceptual stage, the capital costs of the three options are roughly estimated to be around
$2,000,000 to 3,000,000 each. Operating costs will be dependent upon the elements ultimately
included in the selected development plan. However, the operating cost of a golf course will be
higher than the operating cost for a park. Therefore, the Administration estimates that the operating
cost of the refurbished golf course would be the highest of the three, the park operating cost would
be lowest, and the hybrid operating cost would lie in between. It is not believed that revenue from
green fees would significantly offset the difference.
