RESOLUTION NO. 97-22285
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA APPROVING TEMPORARY
BANNERS ON AND NEAR LINCOLN ROAD AND AT THE CROSS
STREETS BETWEEN 17TH STREET AND LINCOLN LANE SOUTH
PROMOTING LINCOLN ROAD.
WHEREAS, most of the capital construction work for Lincoln Road ("Road") projed s
complete, and the City needs to address signange and the visibility of the Road, particular!) f( r
tourists and business people visiting Miami Beach for the first time; and
WHEREAS, while new street signs have been installed, these are not sufficient to d ra' v
people's attention to the Road. However, in the interim, the Administration has concluded tha1 th ~
installation of graphic banners, developed by Marjorie Milberg, will draw the public's attention an j
enhance the Road's image; and
WHEREAS, pursuant to Section 9-3.C.4 of the Zoning Ordinance, the right to install, ,s
well as the number, location, and method of installation of banners in the public right-of-way: s
subject to approval by the City Commission.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND ClT'!
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the City of Miarr i
Beach's application for temporary banners as set forth herein is approved.

A Resolution Approving the Installation of Light Pole Banners for Lincoln Roac
SUBJECT:
RECOMMENDATION
The Administration recommends that the City Commission approve the placement of banners on ane
near Lincoln Road, of the design attached, hereto. More specifically, the banners would be plaeee
at those cross streets between 17th Street and Lincoln Lane South where they intersect Lincoln Road
as well as on Lincoln Road itself.
BACKGROUND
Now that most of the capital construction work for Lincoln Road project is complete, the City nel~d~
to address signage and the visibility of the street, particularly for tourists and business people visitn~
Miami Beach for the first time. While new street signs have been installed, these are not suffici:::n'
to draw people's attention to the Road. In the long term, a permanent comprehensive sign progrm
must be designed and installed to address this visibility issue.
In the interim, however, the Administration has concluded that the installation of graphic banner~
which will draw the public's attention and enhance the Road's image is needed. These banners sho'lie
be clean and simple in design, yet capture the essence of Lincoln Road as a place which has ar
emphasis on the arts. The proposed banner design, developed by Marjorie Milberg, does just that
ANALYSIS
The proposed banners would be white, with black lower case lettering. The brush stroke would b~
metallic, and, therefore, color neutral, with either a silver, gold or bronze metallic screening. SillC~
Lincoln Road already has much color in its buildings, awnings, signs and pedestrian traffic, a neum
approach to coloration of these banners has been purposefully chosen so as not to overwhelm OJ
conflict with the colors already present. Also, by selecting a neutral palette, the banners should b~
more easily readable and provide for a classic and identifiable image directing people's attentior. tc
Lincoln Road as a special place.

The Zoning Ordinance requires that the City Commission approve the installation of temporar: r
banners pursuant to Section 9-3.CA. While the fmal design specifications of the banners have yet
to be prepared, the Administration will ensure that their fabrication, installation and maintenanc,:
meet the requirements of the Code.
On Thursday, January 30, 1997, the design of these banners was presented to a Lincoln Road TCWl.
Meeting. The banner concept and the design, in particular, was endorsed by those in attendance. ''lbe .
Administration further advised those in attendance that once these banners are approved by the Ci~
Commission, the City is prepared to order their fabrication so that they can be put in place for thl
balance of the season.
CONCLUSION
The Administration has concluded that the City Commission should approve the installation of th(
proposed "Lincoln Road" banners for Lincoln Road and the streets intersecting Lincoln Roac
(between 17th Street and Lincoln Lane South.)
