This Letter to the Commission is to inform you of a recent appointment I have made in
the Administration.
Effective Monday, August 13, 2001, Vivian P. Guzman joined the City of Miami Beach
as the Director of the Department of Neighborhood Services. The Neighborhood
Services Department was created in June!2001 to further develop the Commission's
desire to focus on the City's neighborhoods and their needs by building neighborhood
capacity, redesigning public services, and creating a sense of community. The
Neighborhoods Services Department includes the areas of Community
DevelopmentlCDBG, Housing, Homeless Coqrdination, Elder Affairs, Children's Affairs,
Civicall, Community Resources & Outreach, Code Compliance and Media Relations.
Vivian comes to us with extensive experience in public administration, including
overseeing citizen assistance, information and referral, outreach and code enforcement
programs for Miami-Dade County. Most recently, Vivian served as the Acting Director
for Team Metro, Miami-Dade County's umbrella organization for the delivery of County
wide neighborhood services. In this position, she was responsible for the overall
operation of Team Metro which included formulating department policy and procedures;
providing overall planning, direction, and supervision of all department operations taking
place within nine regional offices, two divisions, one central office and Team Metro
Answer Center, a $13.9 million deparfmentiilLbudget and 249 employees. Her overall
responsibility of departmental operations in.clu~ed: Outreach and Business Services,
Neighborhood Code Compliance, Information and Referral, Service Management,
Administrative Services and Code Complianc;:e,S::oordination.
Prior to serving as the Acting Director ofT~,aniMetro, Vivian held several positions
within Team Metro. Vivian served as theOtv)sion Director for the Code Compliance
Division of Team Metro. In this position, she was responsible for the day- to-day
operation and supervision of a staff of 34 and an annual operating budget of
approximately $2.2 million. This Division included the Lien & Collection Unit, Minimum
Housing and Remediation Unit. Vivian also held the position of Regional Coordinator
for Team Metro where she was responsible for the day-to-day operation and
supervision of one of seven neighborhood county offices that provide a wide array of
services to the Miami-Dade County commuflity.

Prior to her work with Team Metro, Vivian worked with the Metropolitan Dade County
Homeless Trust where she staffed meeting~ of the Homeless Trust and its various
subcommittees, monitored service providers "unqer contract with the Trust, and was
assigned to special projects that required extensive independent research and analysis,
negotiated the extension of the Homestead Air Force Base Transitional Housing
Proposal, and served as the Office liaison and coordinator for a $15 million U.S. HUD
Initiatives grant. Vivian also worked asa Case Manager and Supervisor for the
Metropolitan Dade County Office of Homeless Programs where she coordinated the
smooth transition of homeless families to temporary housing after Hurricane Andrew,
staffed overnight emergency shelters and coordinated the delivery of supplies. In
addition, she developed budgets for homeless projects, reviewed and edited funding
proposals, coordinated media events, organized special volunteer fund raising efforts,
and developed policies and procedures.
Prior to her career with Miami-Dade County, Vivian worked as a Resident Assistant at
the University of Miami, a Letters of Credit Negotiator for Commerce Bank, and an
Accounts Payable Supervisor for Banco~xterior de Espana. Vivian received a
Bachelor of Arts in English, Cum Laude, from St, Thomas University.

professional management, supervisory, communications and administrative experience. Most

WORK HISTORY
1998-Present Miami-Dade County, Team Metro, Division Director, Compliance Division
Responsible for the day-to-day operation and supervision of a staff of 34, including three
supervisors with an annual operating budget of approximately $2.2 million. This division includes
the Lien & Collection Unit, Minimurn Housing and Remediation Unit. Prepare annual operating
budget for division and track monthly expenditures. Experience in contract preparation, negotiation
and monitoring. Implemented and developed performance rneasures for both the lot clearing and
abandoned vehicle contracts. Structured these contracts to increase participation from
vendors/.contractors. Created Remediation Unit staffmg and budget. Significantly reduced
remediationllot clearing from 60 days to approximately four days. Represents department director
in zoning items that go before the Board of County Commissioners. Coordinate the distribution of
resolutions and enforcement histories for the zoning hearing packages. Performed audit of Team
Metro Caleb that led to performance improvements in that office. Drafted significant legislation
that increased revenue and improved enforcement processes for the department. Currently working
with Information Technology Department to implement a paperless systern for the preparation and
submission of remediation packages that will further reduce the lot clearing/abandoned vehicle
removal timeframe with the regional offices. Developed and implemented code compliance policies
and procedures for the department. Provide guidance to the nine offices with code cornpliance
enforcement action or interpretation of the Code of Miarni-Dade County. Exceeded projected
revenue for both the Lien and Collection Unit and Minimum Housing for FY 98-99 and FY 99-00.
Proposed and currently developing a long-term solution of donating the chronic, neglected lots that
require maintenance to Habitat for Humanity to develop affordable housing. Established monthly
meetings with Team Metro Neighborhood Compliance Supervisors to discuss departmental code
compliance issues. Implemented procedures to irnprove the tirnely and effective completion of
County Manager's Office correspondence assignments. Meet with residents, alleged violators and
media to handle matters not resolved at the regional level. Recommended the establishment of
monthly reports from the regional offices to advise the department director and county manager of
issues concerning the community. Developed curriculum and taught at Tearn Metro University.
Created several Team Metro fact cards and assisted in the developrnent of The Golden Guide.

1995-1998 Miami-Dade County, Team Metro, Regional Coordinator
Responsible for the day-to-day operation and supervision of one of seven neighborhood county
offices that provide a wide array of services to our community. Experience in working with four
diverse areas of Dade County: North West Dade, North East Dade, South West Kendall, and the
West Dade area. Opened an office providing community relations and outreach services to
residents, then transitioned and expanded to included enforcement of the county code for
environmental nuisance, solid waste, and residential zoning violations. Manage a staff of 19,
including two supervisors with an annual operating budget of approximately $1.0 million. Produce
monthly statistical reports of office productivity. Prepare and implement office operating
procedures and standards. Audit staff cases and office cash fund. Prepare annual operating budget
for regional office and track monthly expenditures. Coordinate and participate in code enforcernent
sweeps. Organize and supervise graffiti paint-outs with young adults completing community hours.
Respond and resolve complaints and concerns from commissioners, community groups and
residents. Educate the public through presentations at local meeting; interviews with the media;
and the production of a quarterly newsletter. Cross-trained and motivated staff to successfully
.increase employee productivity in each of the four offices assigned. Coordinate special events with
