A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER OR HIS
DESIGNEE TO SUBMIT THE FOLLOWING FOUR GRANTS, TO WIT: AMERICAN
RECOVERY AND REINVESTMENT ACT ("RECOVERY ACT") APPLICATIONS FOR
FUNDING AS NECESSARY: 1) U.S. DEPARTMENT OF JUSTICE, RECOVERY ACT
LOCAL YOUTH MENTORING INITIATIVE FOR SUCCESS UNIVERSITY AND THE
YOUTH EMPOWERMENT NETWORK; 2) NATIONAL OCEANIC AND
ATMOSPHERIC ADMINISTRATION, COASTAL MARINE HABITAT RESTORATION
PROJECT FOR BEACHWALK II; 3) STATE OF FLORIDA, DIVISION OF CULTURAL
AFFAIRS, FLORIDA ARTS RECOVERY PROGRAM FOR AN ARTS/CULTURE
RELATED POSITION; AND 4) NON-RECOVERY ACT APPLICATIONS FOR
FLORIDA INLAND NAVIGATION DISTRICT FOR SOUTH POINTE PARK
CONSTRUCTION AND PINETREE PARK SHORELINE IMPROVEMENTS;
FURTHER APPROPRIATING THE ABOVE FUNDS, IF APPROVED AND
ACCEPTED BY THE CITY; AND AUTHORIZING THE EXECUTION OF ALL
NECESSARY DOCUMENTS RELATED TO THESE APPLICATIONS BY THE CITY
MANAGER OR HIS DESIGNEE.
WHEREAS, the American Recovery and Reinvestment Act of 2009 (Recovery
Act) was signed into law by President Obama on February 17, 2009 with the purpose of
creating and saving jobs, jumpstarting the economy, and laying the foundation for a
robust and sustainable 21St century economy; and
WHEREAS, the Recovery Act includes measures to modernize the nation's
infrastructure, enhance America's energy independence, expand educational
opportunities, increase access to health care, provide tax relief, and protect those in
greatest need; and
WHEREAS, Recovery Act funds are being distributed through existing funding
programs through the following three categories: funds allocated as formula grants
directly to local or regional entities; funds allocated to the states for discretionary pass-
through or competitive grants; funds to be distributed at the Federal level through a grant
competitive process; and
WHEREAS, the City Administration has acted quickly to apply for funding as
announcements are made by the different federal agencies and departments, and
funding announcements and guidelines will continue to be released over the next few
months; and
WHEREAS, the City Administration will continue to pursue additional programs
under the Recovery Act as funding and guidelines are released; and
WHEREAS, at this time, the City Administration has identified and is in the
process of applying for the following Recovery Act funds:
1. US Department of Justice Recovery Act Local Youth Mentoring Initiative for
Success University and the City's Youth Empowerment Network
The Department of Justice, Office of Juvenile Justice and Delinquency
Prevention will make awards through the American Recovery and Reinvestment
Act of 2009 to support local organizations that develop, implement, or expand
local mentoring programs leading to measurable, positive outcomes for at-risk
youth.
The City Administration proposes submitting two applications for these funds.
The first application for funding for mentoring is for the City's Success University
(SU) program. SU is a collaborative involving the Miami Beach Service
Partnership. The request will be in an amount not to exceed $500,000. The
second application for funding will be for the City's Youth Empowerment Network
(YEN), also administered by the Office of Community Services. Funding will be
requested to add a peer mentoring component to the YEN program. The request
is also in an amount not to exceed $500,000.
Both of the above programs currently receive funding from the Children's Trust.
If awarded, the Department of Justice funding would provide funding, in addition
to the Children's Trust funds for these programs, bringing a valuable mentoring
component to the existing programs. These funds do not require a match. This
program supports the key intended outcome to enhance learning opportunities
for youth.
2. National Oceanic And Atmospheric Administration (NOAA), Coastal Marine
Habitat Restoration Project For Beachwalk II
The National Oceanic and Atmospheric Administration (NOAA) is providing
funding through the American Recovery and Reinvestment Act of 2009 for
projects that will restore coastal and marine habitats in an unprecedented effort
to jumpstart the economy, create save several thousand jobs, and restore
valuable coastal and marine habitats.
The City has submitted an application in the amount of $2,000,000 for the
Beachwalk II Dune Restoration project. The Beachwalk II project will involve the
development of an on-grade, bicycle/pedestrian pathway which is proposed to
run along the coast, west of the dune system and east of coastal properties
between 5th Street and South Pointe Drive in Miami Beach. This program does
not require matching funds. This program supports the key intended outcome to
ensure well-designed quality capital projects.
3. State of Florida, Florida Arts Recovery Program for Staff in Arts Organizations
The Florida Arts Recovery Program is the grant being administered by the
Florida Division of Cultural Affairs to distribute American Recovery and
Reinvestment Act (ARRA) funds from the National Endowment for the Arts
(NEA). The goal of the NEA program is help preserve jobs in the arts. Applicants
can request up to $25,000 for full or partial salary support for one or more
positions. The City has requested partial funding for an eligible position in the
Tourism and Cultural Development Department that works on arts programs.
There is no requirement for retention of positions or matching funds and this
program supports the key intended outcome increase community rating of
cultural activities; and
WHEREAS, the City Administration has identified the following non-Recovery Act
funded grants from the Florida Inland Navigation District:
4. Florida Inland Navigation District Funds for the Phase II construction of South
Pointe Park Pier and Pinetree Park Shoreline
In addition to the above, the City will also be applying for non-Recovery Act
funded grants from Florida Inland Navigation District (FIND). The City has
submitted two applications under this program. The first FIND grant application
is for the construction of South Pointe Park Pier. Last year, the City was awarded
funding in the amount of $323,077 for planning, design and engineering related
to rebuilding the existing pier. This request is for funding in the amount of
$400,000 for construction. Matching funds are required for this grant and are
available from previously appropriated South Pointe Capital Funds.
The second FIND grant application is for Pinetree Park shoreline restoration.
The project design includes a kayak launch at an existing low-lying and un-
vegetated opening in the shoreline at the northern end of the park and the
removal of invasive, exotic vegetation and the planting of native vegetation. The
City has requested funding in the amount of $74,766 the total project cost is
$248,090. Matching funds are available from 2003 GO Bond funding
appropriated for this project. Both projects require that the city execute Exhibit 1
(attached), which certifies that the City will maintain the properties and abide by
the program guidelines. This project supports the key intended outcome to
ensure well-maintained facilities.
WHEREAS, the City Administration continues to monitor daily the grant
announcements for additional programs, and is already working to determine the City's
eligibility for participation in upcoming programs, in preparation of the official agency
notice.
NOW THEREFORE, BE IT DULY RESOLVED THAT THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH hereby approve and authorize the City
Manager or his designee to submit the following four grants, to wit: American Recovery
and Reinvestment Act applications for funding as necessary: 1) US Department of
Justice, Recovery Act Local Youth Mentoring Initiative; 2) National Oceanic and
Atmospheric Administration, Coastal Marine Habitat Restoration project for Beachwalk II;
3) State of Florida, Division of Cultural Affairs, Florida Arts Recovery Program; and the
following non-Recovery Act applications: 4) Florida Inland Navigation District for South
Pointe Park construction and Pinetree Park Shoreline; further appropriating the above
funds, if approved and accepted by the City; and authorizing the execution of all
necessary documents related to these applications by the city manager or his designee.

A Resolution authorizing the City Manager to apply for and accept American Recovery and Reinvestment
Act of 2009 funds and regular grant funds from four programs and execute all related documents.

Supporting Data - 2007 Survey: 1) Residents stated that supplementing school programs was the fourth
most important area for the city to spend its tax dollars; 2) recent capital improvements (Beachwalk I) was a
key positive finding and a key driver for overall quality of life for residents and businesses, this grant provides
funding to complete the Beachwalk II project; 3) Over 1/3 of residents state that there are too few family-
friendly activities, this grant provides funding for a position in the tourism and culture area; 4) While 76% of
residents and 75% of businesses rated the city's maintenance of parks as excellent or good, improving
infrastructure (repair) was rated as the fifth most important area that the city can address with regard to
public safety. Additionally, the survey states that many residents take advantage of natural surroundings
with about half indicating that they attend beaches or parks/recreational facilities at least once a week.

ANALYSIS
The American Recovery and Reinvestment Act of 2009 (Recovery Act) was signed into law
by President Obama on February 17, 2009. The purpose of the Recovery Act is to create
and save jobs, jumpstart the economy, and lay the foundation for a robust and sustainable
21St century economy. The Act includes measures to modernize the nation's infrastructure,
enhance America's energy independence, expand educational opportunities, increase
access to health care, provide tax relief, and protect those in greatest need.
Federal Stimulus funds are being distributed through existing funding programs through the
following three categories:
1. Funds allocated as formula grants directly to local or regional entities;
2. Funds allocated to the states for discretionary pass-through or competitive grants;
3. Funds to be distributed at the Federal level through a grant competitive process.
The Administration has acted quickly to apply for funding as announcements are made by
the different federal agencies and departments. Funding announcements and guidelines will
continue to be released over the next few months, and the Administration will continue to
pursue additional programs under the Recovery Act. At this time, the Administration has
identified and is in the process of applying for the following Recovery Act funds:

The Department of Justice, Office of Juvenile Justice and Delinquency Prevention will make
awards through American Recovery and Reinvestment Act of 2009 to support local
organizations that develop, implement, or expand local mentoring programs leading to
measurable, positive outcomes for at-risk youth. This program furthers the Department's
mission by enhancing the capacity of local mentoring programs to develop and implement
mentoring strategies to reduce juvenile delinquency and prevent violence.
The Administration proposes submitting two applications for these funds. The first
application for funding for mentoring is for the city's Success University (SU) program. The
Mentoring Years is a truancy prevention and mentoring program proposing to serve 150
youth attending high school in Miami Beach. The program, using concepts of the 7Habits of
Highly Effective People, offers its participants Family Group Conferencing, 7Habits ofHigh/y
Effective Teens training, entrepreneurship, tutoring, MB Helpers training, community service
and care coordination (case management). Families receive home-based care coordination
and are encouraged to attend 7 Habits of Highly Effective Families training. These services
are offered as a means of improving academic achievement, school attendance, family
cohesion, employment skills and community attachment.
SU is a collaborative involving the Miami Beach Service Partnership: ASPIRA of Florida,
Choices et al Inc, City of Miami Beach, Junior Achievement of Greater Miami, Miami Beach
Chamber of Commerce, Miami Beach Community Health Center, Teen Job Corps and
Unidad of Miami Beach. The request will be in an amount not to exceed $500,000.
The second application for funding will be for the city's Youth Empowerment Network (YEN),
also administered by the Office of Community Services. Funding will be requested to add a
peer mentoring component to the YEN program. The request is also in an amount not to
exceed $500,000.

4. Florida Inland Navigation District (FIND) funds for the Phase II construction of South
Pointe Park Pier and Pine Tree Park Shoreline
The Florida Legislature created s. 374.976, Florida Statutes in recognition of the importance
and benefits of inland navigation channels and waterways, as well as in acknowledgement
of the problems associated with the construction, continued maintenance and use of these
waterways. This law authorizes and empowers each inland navigation district to undertake
programs intended to alleviate the problems associated with its waterways. The program
that provides funding for these projects is called the Waterways Assistance Program. The
City has submitted two applications under this program.
The first FIND grant application is for South Pointe Park Pier, which is the last remaining pier
on the Atlantic Ocean side of Miami Beach. Located at the most southern end of Miami
Beach, the pier marks the beginning of Miami Beach. Based on the structural report
provided by the structural engineering firm, Moffatt & Nichol, the pier is in very poor structural
condition, and requires immediate repair.
Last year, the City was awarded funding in the amount of $323,077 for planning, design and
engineering related to rebuilding the existing pier. This request is for funding in the amount
of $400,000 for construction. Matching funds are required for this grant and are available
from previously appropriated South Pointe Capital Funds.
The second FIND grant application is for Pine Tree Park shoreline restoration. Pine Tree
Park is a 6.5 acre park located in the Middle Beach neighborhood and has approximately
700 feet of shoreline with Indian Creek Waterway, a part of the Biscayne Bay Aquatic
Preserve. This shoreline is unique in Miami Beach, as it is primarily vegetated with
mangrove species and provides habitat for various wading birds and tidal community
species. The Pine Tree Park Shoreline Improvements Project consists of a series of
environmental enhancements designed to improve habitat, biodiversity and water quality in
Indian Creek. The project design includes a kayak launch at an existing low-lying and un-
vegetated opening in the shoreline at the northern end of the park and the removal of
invasive, exotic vegetation and the planting of native vegetation. The intent of the kayak
launch is to provide a public access point to Indian Creek and support passive, non-
motorized activity in the park.

Florida Arts Recovery Program for anarts-related position; and the following applications: 4)
Florida Inland Navigation District for South Pointe Park construction and Pine Tree Park
Shoreline Improvements; further appropriating the above funds, if approved and accepted by
