A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, APPROVING AN EMERGENCY
CONTRACT WITH EDD HELMS ELECTRIC FOR REPAIRS TO THE
BUSS DUCT IN HALL C, IN AN AMOUNT NOT TO EXCEED TWO
HUNDRED AND FIFTY THOUSAND DOLLARS ($250,000.00); AND
FURTHER REAPPROPRIATING TWO HUNDRED AND FIFTY
THOUSAND DOLLARS ($250,000) OF EXCESS FUNDS FROM FY
08/09 CAPITAL BUDGET FUND 442 -ESCALATOR REPLACEMENT
AND UPGRADE PROJECT FOR SAID REPAIRS.
WHEREAS, on October 8, 2008, the Miami Beach Convention Center (MBCC)
experienced the failure of an electrical buss duct in Hall C, which supplies power to the
Executive Offices, localized air-handling units in the west area, Exhibit Halls C and D,
pre-function areas, executive elevators, and the west (Halls C and D) meeting rooms;
and
WHEREAS, the repair of the buss ducts is an emergency situation; timely
prosecution and completion of the repairs is critical to meet the needs of clients currently
under contract at the MBCC; and
WHEREAS, on September 17, 2008, the City Commission approved funds, in
the amount of $1,600,000 for the Escalator and Elevator Replacement Project, as part of
the Fiscal Year 2008/2009 Capital Budget; funding for the repairs is available from this
source.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission approve an emergency contract with Edd Helms Electric for repairs to the
Buss Duct in Hall C, in an amount not to exceed $250,000.00; and further
reappropriating $250,000 of excess funds from FY 08/09 Capital Budget Fund 442 -
escalator replacement and upgrade project for said repairs.

On October 8, 2008, a major electrical power outage occurred at the Miami Beach Convention Center. Electrical
power was lost to the Executive Offices, localized air-handling units in the west area, Exhibit Halls C and D, Pre-
function areas, Executive elevators and the west (Halls C and D) meeting rooms. The electrical power outage
was preceded by a loud noise. Subsequently, electrical power supply to the buss duct was disconnected and
power routed via an electrical panel located in the old west kitchen. On pecember 12, 2008, Square D Company
(Square D) was contracted to perform a comprehensive test of the complete buss duct run and switchgear on this
service. During this test, it was determined that a total of four sections of exterior mounted buss duct failed and
the main 4000 amp switchgear breaker was damaged. Although the buss duct was manufactured for exterior
conditions and is approved by the National Electrical Code for exterior applications, an investigation has revealed
that the buss duct failed from water intrusion and corrosion.
Square D's report was received by Global Spectrum on January 19, 2009, who immediately issued a bid for
repairs to the electrical system. Three companies were contacted to provide proposals for the repairs: Bar
Electric, Edd Helms Electric and Tri-City Electric. Global Spectrum received only two responses. Edd Helms
electric for the sum of $193,000.00 and Tri-City electric for the sum of $222,700.00. Bar Electric did perform a site
visit but never submitted a proposal. Based upon the bids received, Global Spectrum and City Staff recommend
awarding the buss duct repairs to Edd Helms electric in an amount not to exceed $193,000.00. An additional
$57,000 is required to build an enclosure to house this portion of Buss Duct which is located on the roof of Hall C.
This enclosure is needed to reduce the potential of future system failures. These repairs are necessary to ensure
sufficient and consistent electrical supply for facility users and permanent repairs are necessary as soon as

Financial Impact Summary: $1,600,000 was originally appropriated in FY 08/09 Capital Budget
Fund 442 for the Escalator Replacement and Upgrade Project. The contract to Thyssen Krupp will

ADMINISTRATION RECOMMENDATION
The Administration recommends that the City Commission approve the proposed
resolution.
FUNDING
Funding in the amount of $250,000 is available from the Escalator/Elevator Replacement
Project in account 442-2619-069357, which was originally budgeted and appropriated in
the FY 08/09 Capital Budget Fund 442 for $1,600,000. A contract with Thyssen Krupp
for the Escalator/Elevator Replacement Project will cost approximately $1,000,000,
leaving a balance of $600,000 available for these repairs.
BACKGROUND
At approximately 6:05 p.m. on October 8, 2008, a major electrical power outage
occurred at the Miami Beach Convention Center. Electrical power was lost to the
Executive Offices, localized air-handling units in the west area, Exhibit Halls C and D,
Pre-function areas, Executive elevators and the west (Halls C and D) meeting rooms.
The electrical power outage was preceded by a loud noise.
Lloyd Siepser, MBCC Electrical Foreman, Angelo Grande, MBCC Chief Engineer and
Jess Goins, Supervisor for Edd Helms Electrical Services were on site at the time
working on the International Boat Builders Exposition (IBEX). Additionally, Edd Helms
was the electrical contractor who installed the electrical system at the Convention Center
during the last Convention Center expansion in the 80's. They were able to determine
that a section of electrical buss duct installed on the southwest roof was the cause of the
failure. Subsequently, electrical power supply to the buss duct was disconnected and
power temporarily routed via an electrical panel located in the old west kitchen. While
the re-routed electrical service is safe and complies with applicable electrical codes, it is
only a temporary repair. Edd Helms employees have been monitoring the temporary
installation by completing regular checks and taking instrument readings for power

consumption.
On December 12, 2008, Square D Company was contracted to perform a
comprehensive test of the complete buss duct run and switchgear on this service. During
this test, it was determined that a total of four sections of exterior mounted buss duct
failed and the main 4000 amp switchgear breaker was damaged. Failed/damaged
sections were removed by Edd Helms and are being stored in the old southwest chiller
room. Although the buss duct was manufactured for exterior conditions and is approved
by the National Electrical Code for exterior applications, an investigation has revealed
that the buss duct failed from water intrusion and corrosion. Water has been entering the
buss duct in at least one splice joint causing the catastrophic failure.
Square D's report was received by Global Spectrum on January 19, 2009, who
immediately issued a bid for repairs to the electrical system. Three companies were
contacted to provide proposals for the repairs: Bar Electric, Edd Helms Electric and Tri-
City Electric. Global Spectrum received only two responses. Edd Helms electric for the
sum of $193,000 and Tri-City electric for the sum of $222,700. Bar Electric did perform a
site visit but never submitted a proposal. Based upon the bids received, Global
Spectrum and City Staff recommend awarding the buss duct repairs to Edd Helms
electric in an amount not to exceed $193,000. An additional $57,000 is required to build
an enclosure to house this portion of Buss Duct, which is located on the roof of Hatl C.
This enclosure is needed to reduce the potential of future system failures.
It should be noted that, to date, Edd Helms has been paid $32,082 for emergency
repairs and work associated with the initial buss duct failure. This includes labor at the
time of the initial failure, supplying cables, monitoring of the temporary service, failed
buss duct removal, testing the entire length of buss duct by Square D, removal of
temporary cables and reassembly of the switchgear components. These costs are
additional to the permanent repairs that need to be made.
There were at least two shows (Boat Show and Sea Trade) where the available power
supply in the building was almost not sufficient for the needs of the shows. There are
some shows coming up in the next several months who may have need to exceed
supply of power currently available in the building. Therefore, the City Administration
supports these emergency repairs.
Finally, you should be aware that another buss duct failure occurred in 2007 which
prompted funding to be included in the FY 08/09 Capital Budget of $275,000 for testing
and maintenance only, and does not include replacement parts. Global Spectrum has
recommended a new capital budget item, which is not currently funded, to test the
electrical switchgears, preventative maintenance and replacement of required parts.
CONCLUSION
The Administration recommends that the City Commission approve the proposed
resolution.
