A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, REQUESTING THE FLORIDA DEPARTMENT OF
TRANSPORTATION TO RESCHEDULE THE MILLING AND RESURFACING OF
THE MACARTHUR CAUSEWAY AND THE JULIA TUTTLE CAUSEWAY TO
LATER DATES SO AS TO PREVENT SIMULTANEOUS ROAD CLOSURES,
WHICH WOULD NEGATIVELY IMPACT MOBILITY AND THE ECONOMY OF
MIAMI BEACH.
WHEREAS, the City of Miami Beach (City) received notification from the Florida
Department of Transportation (FDOT) and Miami-Dade County (County) reference the
concurrent construction projects scheduled for 2009 and 2010 in Miami Beach; and
WHEREAS, these construction projects are along parallel major access roadways in
Miami Beach, which include the MacArthur Causeway, Venetian Causeway, Julia Tuttle
Causeway, and Dade Boulevard and require either lane closures or full closure of the
roadways; and
WHEREAS, the schedule of these projects overlap major special events in Miami
Beach, which include the Memorial Day Weekend, Miami International Pow Wow, South
Florida Auto Show, Art Basel, Miami International Boat Show and the Super and Pro Bowls
that attract approximately 200,000 visitors; and
WHEREAS, the transportation network of Miami-Dade County is very sensitive to
interruptions, which if not properly coordinated, causes significant mobility issues as well as
the potential for negative economic impacts for the entire region; and
WHEREAS, the City Administration has communicated the City's concern to the
FDOT, and recommends that the Mayor and City Commission approve its request to the
FDOT to reschedule the milling and resurfacing of the MacArthur Causeway and Julia
Tuttle Causeway to alternative dates in order to prevent simultaneous road closures, which
would negatively impact mobility and the economy of Miami Beach.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE
CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby requests that the Florida Department of Transportation reschedule the
milling and resurfacing of the MacArthur Causeway and the Julia Tuttle Causeway to later
dates so as to prevent simultaneous road closures, which would negatively impact mobility
and the economy of Miami Beach.

Adopt the Resolution
ANALYSIS
The City was recently informed by the Florida Department of Transportation (FDOT) and Miami-
Dade County (County) about concurrent construction projects in Miami Beach scheduled for
2009 and 2010 (see Attachment 1, Construction Schedule). These construction projects are
along parallel major access roadways in Miami Beach and include the following:
• MacArthur Causeway Terminal Island Milling and Resurfacing Project (FDOT)
• MacArthur Causeway Intelligent Transportation Systems Project (FDOT)
• Interstate 95 Express Project (FDOT)
• Julia Tuttle Causeway Milling and Resurfacing Project (FDOT)
• Venetian Bridge Rehabilitation Project (County)
• Venetian Causeway Streetscape Project (County)
• Dade Boulevard Right-of-Way Improvement Project (County)
The City is primarily concerned with impacts to the MacArthur Causeway and the Julia Tuttle
Causeway, which are both major east/west connectors from the mainland into Miami Beach.
The Venetian Bridge Rehabilitation Project is a necessity considering the condition and age of
the bridges, and impacts are expected to be minimal since the Venetian Causeway has low
levels of traffic. However, the maintenance of traffic (MOT) for this project will require vehicles to
utilize the MacArthur Causeway during full closures, which will exacerbate the impacts to
mobility on the MacArthur Causeway.
Several of these projects will require either lane closures or full closure of the roadways. The
schedule of these projects will also overlap with major special events in Miami Beach, such as
Memorial Day Weekend, Miami International Pow Wow, South Florida Auto Show, Art Basel,

Miami International Boat Show, and the Super and Pro Bowls, some of which attract
approximately 200,000 visitors. Of particular concern is the simultaneously programmed
construction of the MacArthur Causeway and the I-95 Express during the International Pow
Wow event, which is one of the largest generators of travel to the United States resulting in
approximately $4 billion in future business transactions in the Miami area.
The City must maintain effective access in and out of Miami Beach, especially during these
special events. tt is imperative to schedule closures so that they do not occur simultaneously to
mitigate additional overflow volumes and further deterioration of the current level of service of
these major access roadways, which is expecting to happen at best during regular traffic hours,
and at worst, during special events.
City staff has attempted to coordinate with FDOT and the County to ensure the projects comply
with appropriate MOT procedures. City staff will also coordinate with the City's Public Relations
Specialist to ensure the public is kept thoroughly informed.
CONCLUSION:
The Administration recommends that the Mayor and City Commission adopt and approve the
resolution requesting that the Florida Department of Transportation reschedule the milling and
resurfacing of the MacArthur Causeway and the Julia Tuttle Causeway to later dates so as to
prevent simultaneous road closures, which would negatively impact mobility and the economy of
Miami Beach.
