Additional InformationADDITIONAL INFOl~:MATION SECTION 01026 -MEASUREMENT AND PAYMENT (FOR LUMP SUM PROJECTS) PART 1 -GENERAL 1.01 THE REQUIREMENT A. Payment for various items of the Bid Schedule, as further specified herein, shall include all compensation to be received by the CONTRACTOR for furnishing all tools, equipment, supplies, and manufactured articles, taxes, commissions, transportation and handling, bonds, insurance, overhead and profit and for all labor operations and incidentals appurtenant to the items of work being described, as necessary to complete the various. items of the WORK all in accordance with requirements of the Contract Documents, including all appurtenances thereto, and including all costs of permits and cost of compliance with the regulations of public agencies having jurisdiction, including Safety and Health Requirements of the Occupational Safety and Health Administration of the U.S. Department of Labor (OSHA). No separate payment will be made for any item that is not specifically set forth in the Schedule of Prices Bid. Hence, all costs therefore shall be included in the prices named in the Schedule of Prices Bid for the various appurtenance items of the WORK. B. Payment for the various items of the Bid Breakdown shall constitute full compensation for all professional and construction services to be provided by the CONTRACTOR as noted in the spec cations, drawings, and any other components of the Contract Documents. C. No separate payment for WORK OR MATERIALS will be made unless specifically stated on the plans or directed by the CITY. All bid items include, but are not limited to the following tasks: 1. ~ General Conditions 2. Fumishing and Installation of all Proposed /Requisite Stormwater System Components 3. Fumishing and Installation of all Proposed / Requisite Water System Components 4. Fumishing and Installation of all Proposed /Requisite Roadway Improvements 5. Fumishing and Installation of all Proposed /Requisite Landscape Improvements 8. Furnishing and Installation of all Proposed /Requisite Irrigation Improvements 9. Furnishing and Installation of all Proposed /Requisite Lighting Improvements. D. The CONTRACTOR's attention is called to the fact that the quotations provided for the various items on the Schedule of Prices Bid are intended to establish a GRAND TOTAL BID (Lump Sum Base Bid plus none, any or all alternates, including the allowances, which will be selected at the CITY's sole discretion) for completing the WORK in its entirety. Should the CONTRACTOR feel that the cost for any item of WORK has not been established by the Schedule of Prices Bid~in this Section, it shall include the cost for that Work in some other applicable bid item, so that its proposal for the project does reflect its total price for completing the WORK in its entirety. CMB ROW NP 01026-1 South Pointe Streetscape 1.02 SCHEDULE OF PRICES BID A. Payment for all services named in the Bid Breakdown, shall be in accordance with the agreed upon Schedule of Payment Values noted in Article 1.03 of this Section. B. Base Bid: Includes the Design and Construction of the Right-of-Way Infrastructure Improvement Program -South Pointe Phase II Streetscape Improvements, for the lump sum price noted for divisions 1, 2, 3, and 16. This WORK shall include perFormance of all site preparation, earthwork, storm drainage, gravity wells, road and walkway paving, curbing, pavement marking, signage, water, lighting, planting, irrigation, graphics and other elements included in the Contract Documents. C. Permit Fees (Base Bid): The CITY shall compensate the CONTRACTOR for the actual cost of all permit fees required from the various agencies having jurisdiction for design and construction of the project, all in accordance with the Contract Documents. The allowance permit fee amount shown on the Bid Schedule is an estimate of permit fees required for the project and is a cost pass through item, with no markup, administrative, and/or handling fee permitted by the CUNTRACTOR. The CONTRACTOR shall produce documentation verifying actual .cost. Only permi# fees substantiated and approved by the ' CITY will be paid as part of this bid item. Amounts remaining unused in this allowance shall be credited back to the CITY at project completion. The anticipated permits include: 1. DERM Drainage Construction Permit 2. DERM Tree Removal Permit '~"'' 3. FDEP NP,DES Permit 4. FDEP Class V Wel! Permit 5. South Florida Water Management District Dewatering Permit D. Consideration of Indemnification (Base Bid): The .CITY shall compensate the CONTRACTOR a payment of twenty-five dollars for consideration for indemn~cation named in the Bid Schedule and shall constitute full compensation for indemnifying the CITY, as specified on the Contract Documents. E. Add Altemate No. 1: The Encroachment Analysis for both Encroachment Type I (ET-1 } and Encroachment Type 2 (ET-2) are shown in detail on the landscaping drawings LA002-LA015. The analysis provides the encroachment number, type of encroachment, location of the encroachment, disposition of the encroachment as well as the classification as either a type ET-1 or ET-2. There arse approximately one hundred (100) encroachments classified as Type ET-2. CONTRACTOR shall provide a unit cost for the removal of the ET-2 encroachments as shown in the landscaping drawings and as per the requirements established by Section 02020 of the contract specifications. CONTRACTOR shall note that the cost of removal of ET-1 encroachments shall be included in the Add Altemate No. 1. F. Add Altemate No. 2 (Allowance): An allowance in the amount of $50,000.00 shall be included in the Bid Breakdown for the cleaning of the drainage system. CONTRACTOR shall pressure and vacuum clean of dirt, debris, etc., and remove all mollusks, seaweeds, or other marine life within or attached to all existing drainage structures and' pipes to remain within the project area and shown on this set of drawings. The WORK shall also include the all structures and pipes along the following corridor shown on the CMB ROW lIP 01026-2 South Pointe Streetscape Drawing Sheet No. PG&D 043 from the drainage structures at Jefferson Court & 2"d Street, north to 3"' Street, west to Alton Road, west to the bay including the outfall head wall and structure. Prior to bidding, the contractor shall become familiar with the existing conditions to ascertain the number of existing structures within the project area and along the aforementioned corridor; all of the existing structures may not be shown on the drawings. Contractor shall note that any amounts remained unspent in the Allowance Line items will be credited back to City at the completion of the Project, or never released for payment. G. Add Alternate Item No. 3 (Unit Price Allowance): CONTRACTOR shall provide a unit price in the Bid Breakdown to vacuum clean drainage well structures & reconstitute drainage wells. The unit price shall be for pressure and vacuum cleaning, testing and reconstituting one (1) drainage well, up to five (5) wells. Based on the unit price of one well, CONTRACTOR shall provide, under this allowance, the cost to reconstitute, as described above, up to 5 wells. After the completion of the project, and in the event that the drainage well structures or the disposal wells get clogged and lose their pertormance at no fault of the CONTRACTOR, the CITY shall direct the CONTRACTOR to pressure and vacuum clean the well structures and test and reconstitute to optimum attainable performance the failed drainage wells. Contractor shall note that any amounts remained unspent in the Allowance Line items will be credited back to City at the completion of the Project, or never released for payment. H. Add Altemate Item No. 4: CONTRACTOR shall provide additional isolation gate valves to the proposed water distrif~ution system at all new crosses and tees of the watermain (W M) improvements. Add Alternate Item No. 5: CONTRACTOR shall procure the services of a public relations firm for a period of two years for the purpose of acting of providing public information / liaison services in accordance with the Contract Specifications Section 01005. J. Add Altemate Item No. 6: The CONTRACTOR sha[I provide staging space as described below. CONTRACTOR may store construction materials within the public right-of-way (ROW) under the following criteria: said material stored in the ROW shall be located no further than one block away from its place of installation, shall consist of no more than a two-week supply of materials, and shall be stored in a manner where safe passage for pedestrian and vehicles is provided at all times around said storage area. If storage within the ROW is unsafe, impractical, insufficient or unfeasible, the CONTRACTOR shall provide a materials storage area at the contractor's own cost, and make the necessary arrangements for the transport of materials from such materials storage area to the project site. Such storage area may be remotely located as long as it is properly fenced and bonded as required by the Contract. K. For additional information, CONTRACTOR shall review the requirements of the Contract Specifications including Section 01010 -Summary of Work, Section 01590 - Contractor's Field Office, Section 0106D -Regulatory Requirements and Permits, Section 02020 -Encroachments and other applicable sections. 1.03 SCHEDULE OF PAYMENT VALUES A, The. CONTRACTOR shall submit a Schedule of Payment Values for review with the return of the executed Agreement to the CITY. The schedule shall contain the CMB ROW lIP 01026-3 South Pointe Streetscape compensation for all professional and construction services, and installed value of the component parts of WORK, in sufficient detail for the purpose of making progress payments during the WORK period. B. The schedule shall be given in sufficient detail for proper identification of WORK accomplished. The Schedule of Payment Values shall directly correlate to each activity outlined in the Project progress schedule and the network analysis (specified in the Section entitled "Submittals") to accurately relate Project ~ progress (permitting, construction, as applicable), to the requested payment. Each item shall include its proportional share of all costs including the ovefiead, contingencies and profrt. The sum of all scheduled items shall equal the total value of the Contract as awarded by the CITY.
