SUBJECT: Evaluation Process and Committee for the Selection of a Landscape Architect
for Lincoln Park
As you are aware, the New World Symphony ("NWS") has advised the Citythat Frank Gehry
and Gehry Partners will not be available to serve as the Architectural Consultant for the
design of the proposed Lincoln Park. This has also been confirmed independently by
Commissioner Victor Diaz and me.
NWS, through its Development Manager, Hines, has issued a Request for Qualifications
("RFQ") for a Landscape Architectural firm to serve as the designer for the proposed Lincoln
Park. The Park is a planned amenity to the NWS project; the other components of which are
the Garage and the Campus Expansion building that is presently under construction. The
RFQ is due to Hines on Monday, June 1, 2009, by 3:00 PM.
The process is a two step process that is delegated to NWS through our Development
Agreement. The City Commission retains approval authority for the final selection and the
process provides for City input.
The initial step is the RFQ. An evaluation committee made up of three (3) representatives
from NWS and (3) representatives for the City will meet after the Qualification packages are
received to review them. This committee will recommend a shortlist to the City Commission
for review and consideration. We are currently projecting this shortlist to be before the City
Commission at your July 15, 2009 meeting.
Once the City Commission selects a shortlist, Hines will then issue a Request for Proposals
("RFP") to the shortlist firms and request these firms to provide a detailed proposal. These
proposals will be reviewed by the evaluation committee, negotiated, and then ranked. The
shortlist firms and their rankings will be provided to the City Commission for its review and
consideration. We are projecting that these final rankings will be before you at your
September 2009 meeting.

In addition, both Hines and City staff will be providing staff support and technical assistance
for the committee members, although neither will have any voting rights.
It is also important to acknowledge that this selection process is being handled by NWS in its
capacity as Developer under our mutual agreements. As such, the selection process is not
subject to the City's procurement process.
