A RESOLUTION OF THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA, APPROVING A SECOND AMENDMENT m
THE AGREEMENT BElWEEN THE CITY OF MIAMI
BEACH AND CAMP DRESSER & MCKEE INC., FOR
PROFESSIONAL ENGINEERING SERVICES FOR WATER
SYSTEM MASTER PLAN AND PROGRAM
MANAGEMENT OF CITYWIDE IMPROVEMENT
PROmers AND AUTIIORIZING THE MAYOR AND
CITY CLERK m EXECUTE THE AMENDMENT.
WHEREAS, on December I, 1993, the Mayor and City Commission approved
Resolution No. 93-20981, authorizing the Mayor and City Clerk to execute an Agreement
between the City of Miami Beach and Camp Dresser & McKee Inc. ("the Agreement"),
providing for engineering services for the development of a water system master plan and
to provide overall program management of citywide infrastructure improvements (the
Agreement); and
WHEREAS, on July 13, 1994, the Mayor and City Commission approved
Resolution No. 94-21221, authorizing the Mayor and City Clerk to execute Amendment No.1
to the Agreement adding Task 2, "Coordination of the Series A Bond Issue & Priority
Projects" to the scope of work; and
WHEREAS, the City wishes to proceed with Task 3, "Stormwater Utility Fee
Rate Study"; and
WHEREAS, prior to commencement of same, the Administration, through its
Public Works Department, has reviewed the scope of work for Task 3; and
WHEREAS, said scope of work has resulted in an Amendment to the
Agreement, the Amendment attached as Exhibit "A" hereto.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND
CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and
City Clerk are authorized to execute the attached Amendment No, 2 to the Agreement
between the City of Miami Beach and Camp Dresser & McKee Inc. for Professional
Engineering Services for Water System Master Plan and Program Management of Citywide
Improvement projects.

ADMINISTRATION RECOMMENDATION
It is recommended that the City Commission approve a resolution authorizing the Mayor
and the City Clerk to execute a second amendment to the Professional Services Agreement
for the Water System Master Plan and Program Management of Citywide Improvement
Projects between the City of Miami Beach and Camp Dresser & McKee, Inc. at a lump
sum fee of $29,858.
BACKGROUND
On December 1, 1993, the City Commission passed Resolution No. 93-20981 authorizing
the Mayor and City Clerk to execute an agreement between the City of Miami Beach and
Camp Dresser & McKee, Inc. to provide engineering services for 1) the development of
a water system master plan; and, 2) overall program management for coordinating the
Infiltration Inflow Program, the Storm Water Master Plan, the Pump Station Upgrades and
water main improvement projects with future State, County and City of Miami Beach
roadway improvements.
The Water System Master Plan was authorized at a lump sum fee of $289,775. Engineering
services for Program Management were authorized on a negotiated task basis, based on
scheduled rates. Task 1 - "Overall Program Mobilization and Data Collection" was
approved at a fee not to exceed $50,000.
On July 13, 1994, the City Commission passed Resolution No. 94-21221 which authorized
Task 2 - "Coordination of the Series A Bond Issue & Priority Projects" at a fee not to
exceed the sum of $85,000.

ANALYSIS
The City of Miami Beach operates and maintains a stormwater utility system which charges
the City's residents and property owners a monthly fee equivalent to the fee currently
charged by Metropolitan Dade County to its stormwater utility customers. The Finance
Committee reviewed preliminary costs and required rates to finance the project and
requested that a detailed rate study be accomplished.
The scope of work for Task 3 - "Stormwater Rate Study" will include determining the
revenue requirements; estimating the Equivalent Residential Units (ERU's); Developing
a Stormwater Utility Fee Schedule; and, preparing the Final Report. Camp Dresser &
McKee, Inc. will use the firm of Milian, Swain & Associates, Inc. as a subconsultant to
complete the analytical work. Milian, Swain & Associates, Inc. is a minority owned firm.
The Administration has reviewed the CDM proposal for Task 2 - and reco=ends
approval by the Commission.
CONn USION
It is reco=ended that the City Commission approve a resolution appropriating funds and
authorizing the Mayor and City Clerk to execute a second amendment to the agreement
between the City of Miami Beach and Camp Dresser & McKee, Inc. for Task 3 -
"Stormwater Rate Study" with funding to be obtained from the Stormwater Utility.

WHEREAS Task 1 (project Mobilwtion and Project Coordination) of Part 2 has been
completed, including a letter report c:onc:eming Bnandal aspects of program management for
infrastructure, prepared on April IS, 1994; and
WHEREAS the City of Miami Beach wishes to proceed with infrastructure improvements on
stormwater, which requites a refinement of the above report by means of a Rate Study.
NOW, THEREFORE, the aforementioned Agreement between the City of Miami Beach (CITY)
and Camp Dresser &: McKee Ine. (CONSULTANT) (the "Agreement) is hereby amended as
follows:
1. Schedule A (Scope of Services, Cumpdlsation and Schedule), page A-IS, above
, "Compensation" add; "The CONSULTANT will perform Tllllk 3, "Stormwa~r Rate
Study" per the scope of W01'k attached hereto as Schedule A-I."
2. Schedule A, page A-IS under "Compensation" add a second paragraph:
"Compensation of Task 3 "Stonnwater Rate Study" will be a lump sum of $29,858
(twenty-oine thousand eight hundred and fifty-eight dollars). Invoicing shall be on a
monthly basis, based 01\ the percentage of completion method. Compensation for
subsequent tasks ,haJJ be mutually detennined upon completion of the preceding
task, and impIemented via Amendment to this Agreement. Total compensation
including this nl;!w AJ11endment No. 2ls $454,633 (four hundred fifty-four thousand
IIix hundred and thirty-three doDars)."
3. Schedule A, page 15 under "Schedule"; add MOther paragraph. "Task 3 will be
completed by March 31, 1995".
4. AU other terms and conditions of the Agreement sha1l remain the same.

The City of Miami Beach (City) operates and maintains a stormwater utility system, and charges
its residents a monthly fee equivalent to the fee charged by Me1ropolilan Dade County to illl
stormwater utility customers. In a recenl study dated April 15, 1994, it was found that those fees
currently charged do not fully recover the stormwater utilily cosls in the City. A rule study should
therefore be performed to determine 1110 revenues required to fully recover 1I1e com, to fund the
stormwater capital improvement program, and to recommend 1I1e appropriate rates,
For this project, Camp Dresser & McKee, Inc. (CDM) will be the prime consultant, with Milian,

Task 2 - Determine Revenue Reouirement
Based upon the work performed in Task 1, Consultant will prepare calculations, work papers, and
schedules necessary to de1em1ine the revenue: requirement. This detenninll.tion will conllidcr, at a

. Renewal and replacement fund requirements,
. Debt service requirement,
. Capital expenditure projections,
. City growth projections
Task 3 - Estimate Eauivalent Residential Units
Consultant will estimate the number of Equivalent Residential Units billed in the city system based
upon eJristing data from City billing records and recent consultant reports, if applicable.

Within 30 days ofilie above meeting, Consullanl will issue ten (10) originals ofilie final report to
City, incorporating appropriate comments into Ihe final report.
Task 8 - Additional Meetin2s
Consultant will attend two additional meetings or public hearings as mllY be required subsequent
