A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, ACCEPTING THE RANKING OF
RESPONSES RECEIVED AND AUTHORIZING THE ADMINISTRATION TO
ENTER INTO NEGOTIATIONS FOR A CONTRACT WITH THE NUMBER-
ONE RANKED FIRM, REG ARCHITECTS, INC., PURSUANT TO REQUEST
FOR QUALIFICATIONS (RFQ) NO. 58-97/98 FOR PROVIDING
ARCHITECTURAL/ENGINEERING SERVICES FOR THE BA YSHOREIP AR
3 AND NORMANDY SHORES COURSE CLUBHOUSES; AUTHORIZING THE
ADMINISTRATION TO NEGOTIATE WITH THE SECOND-RANKED FIRM,
CORZO, CASTELLA, CARBALLO, THOMPSON & SALMAN, P.A., SHOULD
THE ADMINISTRATION NOT BE ABLE TO REACH AGREEMENT WITH
REG ARCHITECTS, INC.
WHEREAS, the City issued a Request for Qualifications (RFQ) No. 58-97/98 to provide
Architectural/Engineering Services for the Bayshore/Par 3 and Normandy Shores Course
Clubhouses; and
WHEREAS, notices and specification packages for RFQ No. 58-97/98 were issued on May
7, 1998, resulting in five timely responses; and
WHEREAS, an Evaluation Committee recommended by the City Manager and approved
by the Mayor and Commission met on July 13, 1998, and recommended the firm of REG Architects,
Inc., as the first-ranked respondent; and the firm of Corzo, Castella, Carballo, Thompson & Salman,
P .A., as the second-ranked respondent; and
WHEREAS, the City Manager has reviewed the responses and the recommendation of the
Evaluation Committee and concurs with the Evaluation Committee's recommendation.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission herein accept the ranking of the responses received and now authorizing the
Administration to enter into negotiations with the first-ranked respondent, REG Architects, Inc.,
pursuant to RFQ No. 58-97/98, to provide Architectural/Engineering Services for the Bayshore/Par
3 and Normandy Shores Course Clubhouses; authorizing the Administration to enter into
negotiations with the second-ranked respondent, Corzo, Castella, Carballo, Thompson & Salman,
P.A., should the Administration not be able to successfully negotiate an agreement with REG
Architects, Inc.
PASSED and ADOPTED this 7th day of October, 1998.

Carballo, Thompson & Salman, P.A., Should the Administration Not be Able
to Reach Agreement with REG Architects, Inc.
ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
FUNDING
Funding is to be determined upon completion of a feasibility study which will explore the City's
options for funding the renovations of the BayshorelPar 3 and Normandy Shores Golf Courses and
Clubhouses.
BACKGROUND
The City of Miami Beach issued a Request for Qualifications for architectural/engineering firms to
prepare conceptual designs, plans, and specifications and construction drawings for the redesign Qr
renovation, or a combination of redesign and renovation, of the Bayshore/ Par 3 and Normandy
Shores Clubhouses and related facilities. Each course will be developed as a separate project.
Documents for the BayshorelPar 3 facilities are to be prepared with design options and cost estimates
for the redesign and renovation of the facilities and for the construction of new buildings. The
Normandy Shores clubhouse is a historically significant structure and design options and cost
estimates are to be prepared based only on renovation/restoration concepts.

Notices were mailed to one-hundred ninety-four (194) firms, and specifications were requested by
(25) twenty-five prospective proposers. A Pre-qualification conference was held May 19, 1998 at
2:00 p.m.. The responses for this Request for Qualifications were due no later than 2:00 p.m. on June
2, 1998. Proposals were received from the following five (5) firms:
Bermello, Ajamil & Partners, Inc.
Corzo, Castella, Carballo, Thompson & Salman, P.A.
REG Architects, Inc.
Swanke, Hayden, Connel Architects
The Russell Partnership, Inc.
An Evaluation Committee for this project, consisting of the following persons, was recommended
by the City Manager and approved by the Mayor and Commission:
Allan Weitzel, Region 6 Manager, Miami Dade Park & Recreation Department
Sandy Horwitz, Golf Course Ad Hoc Committee, selected as Chair
John Driggs, Golf Course Ad Hoc Committee, Miami Beach resident
Pam Elders, Golf Course Ad Hoc Committee, Golf Pro Westview Country Club
Dr. Russin, Golf Course Ad Hoc Committee, Miami Beach resident
Mayra Diaz Buttacavoli, Assistant City Manager
Julio Grave de Peralto, Director of Public Works
Kevin Smith, Director of Recreation, Culture and Parks
ANAL YSIS
The (5) five firms were invited for oral presentations before the Evaluation Committee on July 13,
1998. Committee members Allan Weitzel, John Driggs and Dr. Russin were unable to attend.
After the presentations, each proposal was evaluated in accordance with the criteria listed in me
Request for Qualifications:
Firm's Experience.
Project Manager's and Project Team's Experience.
Results of Previous Similar Projects.
The committee selected REG Architects, Inc. as the top-ranked respondent because of its experience
with both privately-operated and publicly-operated clubhouse facilities. It is a small firm that will
provide personalized attention, is flexible enough to study demolition versus restoration, has vision
and enthusiasm, has local municipal experience including past experience with the City of Miami
Beach, and has previous Historic Preservation experience. Additionally, REG Architects, Inc.
expects to heavily involve the community in the design selection and criteria, and has a local office
close to the project sites.

The committee selected the firm of Corzo, Castella, Carballo, Thompson & Salman, P.A., as the
second-ranked respondent because of its previous clubhouse experience, both in renovation and new
construction.
In accordance with the terms of the RFQ, the City Manager has reviewed the Evaluation
Committee's recommendation and concurs with its ranking of proposals.
The negotiated contract will be submitted to the Commission together with the feasibility study on
the Golf Course Project.
CONCLUSION
The Mayor and Commission should adopt the Resolution, accepting the ranking recommended by
the City Manager, and authorizing the Administration to negotiate a contract with the top-ranked
firm of REG Architects, Inc.
