As part of the City's Major Events Planning process, the City of Miami Beach has been working to
assure that planning and resources are appropriately allocated for all events associated with the
Source Hip Hop Music Awards beginning on Thursday, August 16 and concluding with the Awards
Show taping at the Jackie Gleason Theater of Performing Arts on Monday, August 20, 2001.
In connection therewith, several meetings will be held over the next week to brief area residents,
businesses and the entertainment district industries of the City's planned efforts. You are invited to
participate and attend these meetings, lIIl1ich include the following:

The Administration has undergone several initiatives in connection with this planning process,
including:
. Conducting an ongoing monitoring of hotel occupancy; monitoring special and nightclub events;
developing and maintaining ongoing community contact, including with nightclub and hotel
owners; researching internet information and websites; limiting off-duty police available for those
weekends to maximize the number of officers available; and developing appropriate
transportation plans.

. Pursuing an aggressive media campaign to advise area residents and nationwide visitors ofthe
City's plans and order maintenance laws including, attending at least 6 live radio segments on
WE DR (99.1 fm) hosted by Jerry Rushin, newspaper coverage by the Miami Herald, New York
Post, City Link Magazine, UPN Network, New Times and Wall Street Journal; and media
coverage by Channel 4 (CBS) and Channel 6 (NBC).
. Created and distributed 25,000 Welcome and Informational Pamphlest to be distributed to area
Hotels to advise visitors of the City's order maintenance laws and emergency contact telephone
numbers. Also distributed Taxi Guides, Safety Tip Pamphlets, Parking and Electrowave Guides
and Hotline Cards.
. Disseminated the attached notice to area residents and the entertainment district businesses
advising them of the City's traffic plans, Goodwill Ambassador Program and Information Hotline.
. Met with Miami-Dade County Manger Steve Shiver and other County representatives to discuss
the allocation of resources and support from the County (including police, fire, code, and parks)
for this and future special events weekends.
. Established the Goodwill Ambassador Program as part of our major events plan to assist the
City during certain major events. An information and training session was held on August 2 for
our volunteers lead by our Police Department and representatives from the County and the
Department of Justice. A follow-up training session is scheduled on August 14.
. Establishing a 24-hour Information hotline number (673-7400) and a rumor control hotline (673-
7222) from 4pm - 4am, that will be available for visitors and residents to call during the weekend
with any issues or concerns. Additionally, two separate Operation Centers will be established at
the Police Department and City Hall to monitor events and situations and allocate appropriate
resources over the weekend. A relief station will be established at the 10th Street Auditorium for
the Goodwill Ambassador Team.

IMPORTANT NOTICE FOR WEEKEND PRIOR TO SOURCE AWARDS
AUGUST 17 - 20,2001
The City of Miami Beach has been working to assure that planning and resources are appropriately
allocated for all events associated with the Source Hip Hop Music Awards beginning on Thursday,
August 16 and concluding with the Awards Show taping at the Jackie Gleason Theater of Performing
Arts on Monday, August 20, 2001.
Traffic Plan
The City of Miami Beach has established a plan to improve traffic flow in the South Beach Entertainment
District for upcoming Special Events and Holiday Weekends. Traffic will be diverted in the evening hours
from 6:00 pm to 6:00 am, beginning Friday evening, August 18, 2001 continuing until Tuesday morning,
August 21, 2001, based upon travel demand.. Beginning at 6:00 pm on Friday, 8/17/01, vehicular access
will be closed on Ocean Drive from 5th to 15th Street until 6:00 am on the following morning and
vehicular access will be closed, if needed, Saturday, 8/18/01 at 6:00 pm until 6:00 am Sunday, 8/19/01
and vehicular access will be closed, if needed, Monday, 8/20/01 at 6:00 pm until 6:00 am, Tuesday,
8/21/01. Also closed will be Ocean Court (alley) to Ocean Drive from 5th Street to 15th Street, pursuant
to the same schedule. All numbered streets from 6th to 15th between Ocean Drive and Collins Avenue
will be opened onlv for residential parking. Access to the 13th Street garage will be maintained. Deliveries
will be permitted between 6:00 am and 6:00 pm and/or will be accommodated by the Police on Saturday,
8/18/01, on Sunday, 8/19/01 and on Monday, 8/20/01.
In addition, traffic on Collins Avenue, from 5th Street to 17th Street will be one way northbound only,
and traffic on Washington Avenue from 17th Street to 5th Street will be one way southbound. This
traffic loop was designed to facilitate the flow of traffic. The loop begins at 6:00 pm on Friday, 8/17/00 and
continues on a 12-hour basis daily (as described above), until 6:00 am on Tuesday, 8/21/01.
Beginning at 6:00 pm on Friday, 8/17/01, the Electrowave will contract with Coach USA to provide a Mini-
Shuttle Bus special weekend service. This free service will be running northbound on Collins Avenue and
southbound on Washington Avenue southbound between 5th and 17th Street and along Collins Avenue
from 16th to 23'" Street, until 6:00 am on Tuesday, 8/21/01. Electrowave shuttle system will resume
regular service along its Collins Avenue and Washington Avenue routes on Tuesday, 8/21/01 at 10:00
am.
Ocean Drive and Collins Avenue valet operations will be moved to the west side of Washington Avenue
between 6th and 11 th Street on Friday, 8/17/01. Taxi stands will be on the west side of Collins Avenue
between 5th and 15"' streets.

Due to the limited availability of parking spaces in Miami Beach and expected traffic congestion, it is
recommended that residents and employees utilize the Convention Center lots and garage for Park &
Ride using the Coach USA Mini-Shuttle Buses. The lots in operation will be: 42nd Street Garage,
*Convention Center (Preferred Lot), -17th and Washington Avenue lot, -17th Street Garage, *16111 Street
Garage, -13th Street Garage, -13th and Collins Avenue lot, -12th Street Garage, *1Oth and Collins lot,
and *7th Street Garage. (-Denotes facilities near Shuttle Bus stops.)
Miami-Dade Transit will also be providing transportation service from downtown Miami to Miami Beach
beginning at 3:00 p.m. on Sunday, 12/31/00 to 2:00 a.m. on Monday, 01/01/01. For additional

Goodwill Ambassador ProQram
The City has established the Goodwill Ambassador Program as part of our major events plan to assist
the City during certain major events. The Goodwill Ambassador Team is comprised of civilian
volunteers. The concept is a combination of several successful citizen involved crowd control concepts
which have been tried and tested in many cities and states throughout the country. These Goodwill
Ambassador Teams will work with the God Squad, a squad comprised of members of the clergy. These
teams will be utilized during the Source Awards and the weekend prior to the actual awards show.
Beginning on August 17 and continuing throughout August 21, there will be a God Squad and Goodwill
Ambassador Team working from 4:00 PM until 4:00 AM in the Entertainment District. Reverend Larry
Edwards will direct the "God Squad" and Reverend Willie Sims will head the "Goodwill Ambassadors."
Mr. Tom Battles of the U.S. Deptartment of Justice, Community Relations Division, will coordinate both
of these teams with Lt. Lynda Veski Of the Miami Beach Police Dept. The God Squad will wear bright
red t-shirts identifying them as members of the Miami Beach God Squad. Goodwill Ambassadors will
wear gold t-shirts identifying them as a Miami Beach Goodwill Ambassador.
The primary role of these two teams will be to serve as a buffer or liaison between the police and the
visitors to Miami Beach during major events and busy holiday weekends. It is important to understand
that these two teams will consist of volunteers from many segments of the community. It is also equally
important to know that none of the volunteers are law enforcement officers. They will have no authority
to detain or arrest and will not possess any weapons. Since Miami Beach has become a destination
venue for many, we believe that this goodwill ambassador concept will be ideal for the City of Miami
Beach.
