98-22944 RESO RESOLUTION NO. 98-22944 A RESOLUTION OF THE MAYOR AND THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA TO FUND THE OFF-DUTY POLICE PROGRAM FOR WASHINGTON AVENUE THROUGH JANUARY 1999; APPROPRIATING THOSE FUNDS, IN THE AMOUNT OF $100,000, FROM POLICE FUNDS AS PART OF THE LAW ENFORCEMENT TRUST FUND, AND CONTINUING TO ADMINISTER THE PROGRAM THROUGH THE POLICE ATHLETIC LEAGUE (PAL) OF MIAMI BEACH. WHEREAS, the administrative responsibilities for monitoring and administering the Off- Duty Police Program for Washington Avenue have been performed by the Miami Beach Police Athletic League; and WHEREAS, the Administration recommends that the Mayor and City Commission approve funding, from a Police Law Enforcement Trust Fund allocation of $100,000 for three (3) months, to accomplish the provision of these necessary security services on Washington Avenue. NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission herein authorize the City to fund the Off-Duty Police Program for Washington Avenue through January 1999; appropriating those funds, in the amount of $1 00,000, from police funds as part of the Law Enforcement Trust Fund, and continuing to administer the program through the Police Athletic League (PAL) of Miami Beach. The curriculum has changed for DARE requiring the Department to purchase new and additional items in order to continue the program (including training for assigned officers) 10,000 CRIME PREVENTION UNIT: To coordinate costs of community programs such as Neighborhood and Business Crimewatch, Police Community Relations Team, Citizens on Patrol, Security Communications Assistance Network (SCAN) and the Citizens' Police Academy. There is no other funding for these programs 10,000 EXPENSES RELATED TO DIVERSITY RECRUITMENT/HIRING 5,000 ASSISTANCE TO TOURIST/VICTIMS OF CRIME This project will assist tourist/victims of crime during the hours/days after they have been victimized. Funds will be used on "an as needed basis" for tourist victims, to cover transportation (cabs, airline ticket re-issuance), hotel/motel rooms, food, clothing, medicine, etc. Each tourist/victim will be screened to determine if any other resources can be used. ADMINISTRATION RECOMMENDATION Adopt the Resolution. BACKGROUND For the past several years, the community has urged increased police presence on Washington A venue. While the majority of officers are assigned there on regular shifts, additional staff is placed through the Off-Duty Program. The Off-Duty Police administrative functions were initially provided by the Miami Beach Community Development Corporation (MBCDC). The City's agreement with MBCDC ended at the end of fiscal year 1997, and, at the Administration's request, was extended by the City Commission for an additional 60 days which lapsed at the end of November, 1997. MBCDC received a 10% administration fee for administering the Off-Duty Program. In December of 1997, the City Commission awarded the supervision of the Off-Duty Program for W ashington Avenue to the Police Athletic League (PAL). PAL has successfully monitored this program for the past 11 months. The Administration recommends that PAL continue to administer the Off-duty Program through January, 1999. The remuneration, approximately $22,000 per month, is available from funding identified by the Police Department as part of the Law Enforcement Trust Fund approved by the City Commission on October 7, 1998 (Commission Memo No. 671-98), in the amount of $100,000. The total cost of the Off-Duty Police Program through January, 1999 will be deducted from that $100,000. Continuance of the additional police presence on Washington Avenue is essential. It is anticipated that new police hires (on board in January, 1999) will be scheduled to reduce the necessity of this Off-Duty Program. DATE C,C to-'2..l-99 AGENDA ITEM ~ ANALYSIS The Police AtWetic League has administered the Off-Duty Police Program for Washington Avenue and has benefitted with the receipt of an administrative fee of 10%. (PAL is in the process of building a new state-of-the-art facility which, when completed, will greatly enhance available programming for our City's children.) PAL has validated all payroll reports and monitored the program on an ongoing basis. The program costs of the past 10 months ha\"e averaged $5,500 per week, and therefore approximately $70,000 in costs for the three month period from November I, 1998 to January 31, 1999 is anticipated. At the end of December, 1998, the Washington Off-Duty Program will be re-evaluated.
