A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, SETTING A PUBLIC
HEARING FOR SEPTEMBER 20, 2001, TO CONSIDER A WAIVER
OF DEVELOPMENT REGULATIONS PURSUANT TO SECTION
142-425(d) OF THE LAND DEVELOPMENT REGULATIONS FOR
THE PROPOSED REGIONAL LIBRARY FACILITY, LOCATED IN
THE COLLINS PARK CULTURAL CAMPUS AREA, SAID WAIVER
REGARDING THE LIBRARY FACILITY'S REQUIRED PARKING
UNDER CHAPTER 130 OF THE LAND DEVELOPMENT
REGULATIONS.
WHEREAS, the new Regional Library facility, to be located on 22nd Street and Liberty
Avenue, Miami Beach is anticipated to commence construction in January 2002 and be completed
within 18 months thereafter; and
WHEREAS, this facility is an integral part of the Cultural Campus, which includes the
expansion and renovation of the Bass Museum, the new Miami City Ballet facility and a proposed
renovation of the Rotunda; and
WHEREAS, in order for the Library to obtain final approvals on the plans permitting
review, it is necessary to waive certain development regulalions pertaining to the Library facility's
required parking, pursuant to Chapter 130 of the City's Land Development Regulations, which has
been determined to be 82 parking spaces of which a waiver will be required for 24 parking spaces;
and
WHEREAS, pursuant to Section 142-425(d) and (e) the Mayor and City Commission may
waive development regulations following a noticed public hearing advertised in a newspaper at least
fifteen (15) days prior to the hearing, and in order to meet this noticing requirement, a public hearing
must be set at today's Commission meeting for September 20,2001.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that a Public Hearing shall
be held on September 20,2001, to consider the above request for waiver of development regulations
in the City Commission Chambers at 1700 Convention Cenler Drive, Miami Beach, Florida and the
City Clerk is hereby authorized and directed to publish and distribute the appropriate public notice
of said public hearing at which time all interested parties will be heard.

ANALYSIS
The new Regional Library facility, to be located on 22"d Street and Liberty Avenue, Miami Beach

CONCLUSION
The Mayor and City Commission should adopt the resolution to set a public hearing on September
20, 2001 to consider a waiver of development regulations pursuant to section 142-425 (d) of the
Land Development Regulations for the proposed new Regional Library Facility, located in the
Collins Park Cultural Campus; said waiver regarding the Library Facility's required parking under
Chapter 130 of the Land Development regulations.
