Bower and Members of the City Commission FROM: Jorge M. Gonzalez, City Manager DATE: June 30, 2009 SUBJECT: Miami-Dade County Dade Boulevard Improvement Project and 23'tl Street Bridge Repairs The purpose of this Letter to Commission is to provide you with an update on the Miami-Dade County (County) Dade Boulevard Rightof-Way (ROW) Improvement Project along Dade Boulevard from Purdy Avenue to 23"' Street. Phase I, replacement and construction of new sidewalks, pedestrian ramps, and curbs, began on April 6, 2009 and is estimated to be completed by July 13, 2009. Phase II, the milling and resurfacing of Dade Boulevard from PurdyAvenue to 23rtl Street, is scheduled to begin on July 13, 2009. and is estimated to be completed by November 13, 2009. After the project is completed, there will be a three (3) year moratorium on road cuts or excavations, with the exception of emergency utility work on Dade Boulevard. The County developed a Maintenance of Traffic (MOT) plan to mitigate impacts to traffic that includes temporary one way lane closures. Dade Boulevard will remain open to pedestrian and vehicular traffic at all times. The County is developing a project fact sheet for the milling and resurfacing work and will distribute it to impacted residences, businesses, and Miami Beach High School. The County will also coordinate with the Citys Community Resource Coordinator to ensure the public is kept thoroughly informed. The Miami Beach Police and Fire Departments and the Special Events Office do not foresee an issue with the MOT proposed construction work. County and City staff are also coordinating the County's Dade Boulevard ROW Improvement Project with the City's Dade Boulevard Bike Path Project. As a result of this coordination, the County will conduct striping and roadway widening work to accommodate the construction of an eight (8) foot bike path on the south side of Dade Boulevard. The County is also managing a related but separate project to repair the 23"' Street Bridge over Collins Canal. The County will perform restoration and repair work to the 23" Street Bridge to damaged and spalled areas on the underside of the concrete arch. The project is estimated to begin construction in November 2009 and will be completed in approximately six months. The County is developing a MOT plan that will include lane closures on the bridge during construction. At least one lane of traffic in each direction is anticipated to remain open to vehicular traffic at all times. It is expected that at a minimum, one sidewalk will remain open for pedestrian crossings at either the north or south side of the bridge at all times.
