TO: Mayor Neisen Kudin and Memben of the City Commission Date: Oetober 21, 1998 FROM: The Miami Beaeh Commission On The Status Of Women SUBJECT: A RESOLUTION IN SUPPORT OF THE PASSAGE OF REVISION 9, "THE BASIC RIGHTS AMENDMENT II TO THE FLORIDA CONSTITUTION AND URGING THE VOTERS OF MIAMI BEACH AND OF THE STATE OF nORlDA TO VOTE IN FAVOR OF PASSAGE OF REVISION 9~ "THE BASIC RIGHTS AMENDMENT" TO THE FLORIDA CONSTI'lUTION, THIS NOVEMBER 3, 1998. RECOMMENDATION Approve the Resolution BACKGROUND The Florida Constitution Revision Commission has proposed a revISIon to the Florida Constitution that would recognize the equality of women and prohibit discrimination based on "national origin". It would also make a technical amendment to change the words "physical handicap" to "physical disability". The proposal will appear as Revision 9 on the ballot on November 3. 1998. The Florida Constitution currently prohibits discrimination based on race. religion or physical handicap, but makes no mention of gender or national origin. The Miami Beach Commission on the Status of Women strongly supports Revision 9 and is working to ensure its passaie in November. We believe that the Florida Constitution should be inclusive of all the diverse groups reflected in Florida's population. No one should be left out of its legal protections, especially women. It would be truly fitting and appropriate if in 1998, when the nation is celebrating the I 50th anniversary of the Women's Rights Movement in this country, the people of Florida approve an equal rights amendment for women. CONCLUSION The City Commission should approve the resolution in support of the passage of Revision 9, "The Basic Rights Amendment" to the Florida Constitution and urging the voters of Miami Beach and of the State of Florida to vote in favor of passage of Revision 9, "The Basic Rights Amendment" to the Florida Constitution, this November 3, 1998.
