98-22954 RESO RESOLUTION NO. 98-22954 A RESOLUTION OF THE MA YORAND CITY COMMISSION OF THE CITY OF MIAMI BEACH FLORIDA, RETROACTIVELY AUTHORIZING THE APPLICATION FOR A GRANT FROM THE STATE OF FLORIDA, DEPARTMENT OF TRANSPORTATION, IN THE AMOUNT OF $126,852.00, FOR CONTINUATION OF THE MIAMI BEACH POLICE DEP ARTMENT'S DRIVING UNDER THE INFLUENCE (DUI) ENFORCEMENT PROJECT; APPROPRIATING SAID FUNDS, AS AWARDED. WHEREAS, the Miami Beach Police Department was awarded a grant in October, 1996 from the State of Florida, Department of Transportation for the purpose of creating a Driving Under the Influence (DUI) Enforcement Project; and WHEREAS, the Police Department has applied for third year funding to continue this Project and the State of Florida Department of Transportation has funds available for the Project; and WHEREAS, the total funds for the grant are $l26,852.00, with the Department of Transportation funding $76,232, and the City providing matching funds, in the amount of $50,620.00, from the Police Confiscations Account; and WHEREAS, the funds will be used to pay sixty percent (60%) of the salaries and benefits for two (2) police officers; and WHEREAS, the deadline for submission of the grant was September 15, 1998, and therefore retroactive approval is necessary. NOW THEREFORE BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission retroactively authorize the application for a grant from the State of Florida, Department of Transportation, in the amount of $126,852.00, for continuation of the Miami Beach Police Department's Driving Under the Influence (DUI) Enforcement Project; and appropriate said funds, as awarded. ADMINISTRATION RECOMMENDATION Adopt the Resolution. BACKGROUND The Miami Beach Police Department has applied for a grant from the State of Florida Department of Transportation for a Driving Under the Influence Enforcement Project. This application is for the continuation of a grant that was first awarded in October 1996. The grant will fund 60% of the salaries and benefits for two (2) police officers for the 1998-1999 fiscal year. These two police officers are dedicated to DUI enforcement duties. The total funds for the grant are $l26,852.00, with the State funding $76,232.00 and the City providing matching funds in the amount of $50,620.00, from the Police Confiscations Account. The deadline for submission of the grant package was September 16, 1998. This deadline was met by the Police Department. Retroactive approval is necessary for the grant to be accepted. ANAL YSIS This grant gives the Police Department two (2) police officers dedicated to DUI enforcement duties. The Police Department has made significant efforts in DUI enforcement and education, which has resulted in the number of alcohol related traffic accidents being reduced to a level that is under the Statewide average. This is the first time in several years that the Police Department has reduced DUI related accidents to this level.
