HomeMy WebLinkAbout2001-24588 RESO RESOLUTION NO. 2001-24588 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AMENDING THE AGREEMENT WITH THE SALVATION ARMY, A GEORGIA CORPORATION, TO PROVIDE EMERGENCY SHELTER BEDS TO THE CITY OF MIAMI BEACH HOMELESS POPULATION, FOR THE AMOUNT OF $115,000 EXTENDING THE EXPIRATION DATE OF SAID AGREEMENT; AND AUTHORIZING THE CITY MANAGER, OR HIS DESIGNEE, TO EXECUTE ALL APPLICABLE DOCUMENTS; AND FURTHER AUTHORIZING THE CITY MANAGER, OR HIS DESIGNEE, TO DEVELOP A REQUEST FOR PROPOSALS FOR THE PURPOSE OF PURCHASING TRANSITIONAL TREATMENT HOUSING SERVICES. WHEREAS, on December 20, 2000, the City adopted Resolution No. 2000-24214 authorizing the Mayor and City Clerk to enter into an Agreement with the Salvation Army for $110,000 for the provision of emergency shelter beds with case management services; and WHEREAS, the implementation of the Agreement was delayed administratively by the Salvation Army, resulting in approximately $30,000 being available at the end of the contract term; and WHEREAS, the Administration considers that the continuation of this Project is of vital importance to the well being of the community and has identified an additional $50,000 from the FY 2000-2001 General Fund (City Manager's Discretionary Funds), $35,000 from FY 1999/2000 North Beach Quality of Life funds, together with the unspent $30,000 from the FY 2000/01 Resort Tax for the Salvation Army contract, provides for a total of$115,000 available for continuation of this Agreement; and WHEREAS, an Amendment to the Agreement is necessary in order to continue homeless assistance activities; this Amendment is a routine administrative procedure that will extend the Agreement's expiration date to September 30, 2002, and will allow Miami Beach clients currently in the continuum of care system to continue receiving services; and WHEREAS, in addition, the Administration has identified the need to contract with other providers for the provision of transitional treatment housing services to further expand the City of Miami Beach Continuum of Care necessary in treating the issues of homeless persons; and WHEREAS, the Administration has identified a total of $115,775 that had been allocated to diverse homeless programs that is currently available for transitional treatment housing services; and WHEREAS, instead of allocating these funds would be allocated through a Request for Proposals to homeless services and housing providers to provide for transitional treatment housing services to the Miami Beach homeless community; and WHEREAS, the Administration recommends that the City extend the expiration date of the Agreement with the Salvation Army and authorize the Administration to develop a Request for Proposals for Transitional Treatment Housing Services to expand the City of Miami Beach Continuum of Care. NOW, THEREFORE, BE IT RESOLVED BY MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission, amend the Agreement with the Salvation Army, A Georgia Corporation, to provide emergency shelter beds to the City of Miami Beach homeless population; for the amount of $115,000; extending the expiration date of said Agreement; and authorizing the City Manager, or his designee, to execute all applicable documents; and further authorizing the City Manager, or his designee, to develop a Request For Proposals for the purpose of purchasing Transitional Treatment Housing Services. Total available for Request for Proposals \\CH2\VOLl\DDHP\$ALL\L YSSETTE\HOMELESS\Comrnissioll\EXfllSIT B Sept 20.doc FIRST AMENDMENT TO AGREEMENT BETWEEN THE CITY OF MIAMI BEACH AND THE SALVATION ARMY, A GEORGIA CORPORATION This Amendment to the Agreement, dated December 20, 2000, by and between the CITY OF MIAMI BEACH, a Florida municipal corporation, having its principal office at 1700 Convention Center Drive, Miami Beach, Florida, 33139, hereinafter referred to as the "City", and THE SALVATION ARMY, A Georgia Corporation, having offices at 1907 N.W. 38th Street, Miami, Florida 33135, hereinafter referred to as the "Provider", is entered into this 20th day of September, 2001. WITNESSETH: WHEREAS, on December 20, 2000, through Resolution Number 2000-24214, the Mayor and City Commission authorized the Mayor and City Clerk to execute an Agreement between the City and the Provider, for HOMELESS ASSISTANCE PROGRAM, in the amount of ONE- HUNDRED AND TEN THOUSAND DOLLARS ($110,000), to provide EMERGENCY SHELTER BEDS TO THE CITY OF MIAMI BEACH HOMELESS POPULATION; and WHEREAS, implementation of the Agreement was delayed administratively by the Salvation Army, resulting in approximately $30,000 being available at the end of the contract term for continuation of the Project; and WHEREAS, the City believes that continuation of this Project is of vital importance to the well being of the community and has identified an additional $85,000, for a total of $115,000 available for continuation of this Agreement; and WHEREAS, the parties now wish to amend the aforementioned Agreement to extend the expiration date to September 30, 2002; and WHEREAS, this Amendment does not change the purpose, scope of services, location or beneficiaries of the activities as reflected in the Agreement. NOW, THEREFORE, the Agreement is hereby amended as follows: (1) Subject to the approval of the Mayor and City Commission, the Project shall continue as operational as of September 20, 2001, and shall be completed by September 30, 2002. The term specified herein may be subject to any applicable term restrictions and limitations as may be otherwise prescribed herein. (2) Section 3: Compensation is hereby amended to include an additional $50,000 from the FY 2000-2001 City Manager's Discretionary Funds, $35,000 from FY 2000/01 North Beach Quality of Life funds, together with the unspent $30,000 from FY2000/01 Salvation Army Agreement, for a total of $115,000 available for continuation of this Agreement, to be used in furtherance ofthe Services to be performed by Provider. (3) All other terms and conditions ofthe Agreement between the City and the Provider shall remain the same in full force and effect. ANALYSIS On December 20,2000, the City adopted Resolution No. 2000-24214 authorizing the Mayor and City Clerk to enter into an Agreement with the Salvation Army for $110,000 for the provision of emergency shelter beds with case management services. The implementation of the Agreement was delayed administratively by the Salvation Army, resulting in approximately $30,000 from FY 2000/2001 Resort Tax being available at the end of the contract term. The Administration considers that the continuation of this project is of vital importance to the well being of the community and has identified an additional $50,000 from the FY 2000-2001 General Fund (City Manager's Discretionary Funds), $35,000 from FY 1999/2000 North Beach Quality of Life funds, together with the unspent $30,000 from FY 2000/2001 Resort Tax for the Salvation Army contract, provides for a total of $115,000 available for continuation of this Agreement (See Exhibit A.) AGENDA ITEM C!.7J 9-c)() -0 I DATE Budget COMMISSION MEMORANDUM SEPTEMBER 20, 2001 PAGE 2 This Amendment is a routine administrative procedure that will extend the Agreement's expiration date to September 30, 2002. This action will allow formerly homeless Miami Beach individuals and families currently engaged in the continuum of care system to continue receiving services. It will also allow for other Miami Beach individuals suffering from homelessness to receive assistance. The Police Department Homeless Outreach Team (HOT) has found the occupancy of the City's contracted beds at the Salvation Army to be at or near 100% on a daily basis. This indicates a strong need to continue this contract with the Salvation Army for emergency shelter beds. The current contract with the Salvation Army provides the City with the necessary resources to allow Miami Beach homeless to avail themselves of continuum of care services. The Continuum of Care is a model based on the understanding that homelessness is not caused merely by a lack of shelter, but involves a variety of underlying, unmet needs - physical, economic, and social. The Continuum is a coordinated community-based process that provides outreach and assessment, emergency shelter as an alternative to the streets, transitional housing with appropriate supportive services (such as job training/placement, childcare, substance abuse treatment, mental health services), and permanent housing. In developing the Miami Beach Continuum of Care, the Administration has identified the need to contract with other providers for the provision of transitional treatment housing services. In doing so, this would allow the City to further expand the continuum of care necessary in treating the issues of homeless persons. The Administration has identified a total of$ll5, 775 that had been allocated to diverse homeless assistance programs (see Exhibit A) and that is currently available to subcontract for transitional treatment housing services. These funds will be allocated through a Request for Proposals to homeless services and housing providers to provide transitional treatment housing services to the Miami Beach homeless community. The Administration recommends that the City extend the expiration date of the Agreement with the Salvation Army and authorize the Administration to develop a Request for Proposals for Transitional Treatment Housing Services to expand the City of Miami Beach Continuum of Care.
