2001-24593 RESO RESOLUTION NO. 2001-24593 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROPRIATING $285,500 FROM THE GENERAL OBLIGATION BOND SERIES 2000 FOR CITYWIDE SHORELINE AND WATERWAY IMPROVEMENT PROJECTS. WHEREAS, the issuance of a $92,000,000 General Obligation Bond was approved by Miami Beach voters on November 2,1999; and WHEREAS, the revenues produced by the sale of the bonds are to be used to fund infrastructure revitalization, neighborhood improvements, park renovations and other capital improvement projects Citywide; and WHEREAS, $4,800,000 of the bond revenues were budgeted for Citywide Shoreline and Waterway Improvements; and WHEREAS, $285,500 from the sale ofthe first $30,000,000 in bonds is available for the Citywide Shoreline and Waterway Improvement Program; and WHEREAS, on September 10, 200 I, the GO Bond Oversight Committee voted unanimously to recommend the Mayor and City Commission appropriate the $285,500 in available GO Bond revenues for the waterway projects; and WHEREAS, the City is now prepared to further implement the shoreline restoration and waterway improvement program through the issuance of contracts to coastal engineering consultants for the performance of several shoreline and waterway improvement projects. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the appropriation of $285,500 from the General Obligation Bond Series 2000 for the Citywide Shoreline and Waterway Improvement Program, is approved. FROM: ADMINISTRATION RECOMMENDATION Adopt the Resolution. FUNDING Funding is available from General Obligation Bond Series 2000. ANALYSIS On November 2, 1999, Miami Beach voters approved the issuance of a $92,000,000 General Obligation (GO) Bond. The proceeds produced by the sale of the bonds are to be used to fund infrastructure revitalization, neighborhood improvements, park renovations and other capital improvement projects Citywide. A total of $4,800,000 of the bond proceeds were budgeted for a citywide shoreline and waterway improvements in the GO Bond project list. The North, Middle and South Beach districts will each be allocated approximately $1,600,000 for restoration activities. The shoreline restoration and waterway improvements will include the repair or replacement of deteriorated City-owned seawalls, dredging of the waterways to improve stormwater drainage and navigability, and other shoreline stabilization and improvement projects. A total of $594,000 from the sale of the first $30,000,000 in GO bonds have been allocated for the citywide shoreline and waterway improvements. $300,000 was appropriated by the Mayor and City Commission on January 31, 2001, for the Collins Canal Waterway Revitalization Project. The City is now prepared to further implement the shoreline restoration and waterway improvement program through the issuance of contracts to coastal engineering consultants for the performance of the following proj ects: 1. Hydrographic Waterway Survey. 2. Repair of the seawall and boat docks adjacent to the North Beach Police Substation and Fire Station #4. 3. City-owned Seawall Structural Evaluation Survey. 4. Pinettee Park Shoreline Improvement Project. 5. Normandy Shores Bayfront Shoreline Improvement Project. $108,000 A survey ofthe bottom topography of the City's waterways and development of dredging specifications. Coastal Engineering services required for the renewal of the Florida Submerged Sovereign Lands Lease and the design, permitting and development of construction bid specifications for the repair of the existing seawall and boat docks. $59,000 Structural evaluation of the City's seawalls and development of restoration plans and bid specifications. $85,000 Coastal Engineering services for the design, permitting and development of construction bid specifications for the creation of a tide pool/reflecting pond, creation of a kayak/canoe launch and other shoreline improvements within the park. $25,000 Design, permitting and development of construction bid specifications for shoreline improvements within the small waterfront lot across from the golf course club house. $8,500 Shoreline Improvement Project Locations Normandy Shores Bayfront Park F:\WORK\1:ALL\BRUCE\COMM\W ATERWA Y,COM Pinetree Park Shoreline Therefore, the Administration recommends the Mayor and City Commission appropriate the remaining $285,500 in available revenues from the General Obligation Bond Series 2000 for these important projects.
