RESOLUTION NO. 2001-24594
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, APPROPRIATING $18,000 FROM
THE GENERAL OBLIGATION BOND SERIES 2000 FOR RESEARCH AND
DEVELOPMENT OF A BEACH ACCESS SYSTEM FOR PEOPLE WITH
DISABILITIES.
WHEREAS, the issuance of a $92,000,000 General Obligation Bond was approved by
Miami Beach voters on November 2,1999; and
WHEREAS, the revenues produced by the sale of the bonds are to be used to fund
infrastructure revitalization, neighborhood improvements, park renovations and other capital
improvement projects Citywide; and
WHEREAS, $225,000 of the bond proceeds were budgeted for the development of a beach
access system for people with disabilities; and
WHEREAS, the beach access system will be developed at the 5th Street street-end, at the
southern tip of Lummus Park; and
WHEREAS, the project will be developed as a collaborative effort between the City's
Environmental Resources Management Division, ADA Coordinator, a Coastal Engineering
Consultant and the City's Barrier Free Committee; and
WHEREAS, on September 10, 2001, the GO Bond Oversight Committee voted unanimously
to recommend the Mayor and City Commission appropriate the $18,000 in available GO Bond
revenues for the project; and
WHEREAS, the City is now prepared to begin development of the beach access system
through the issuance of a contract to a coastal engineering consultant for the design, permitting and
development of construction bid specifications for the project.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the appropriation of
$18,000 in available revenues from the General Obligation Bond Series 2000 for this important
project, is approved.

ANALYSIS
On November 2, 1999, Miami Beach voters approved the issuance of a $92,000,000 General
Obligation (GO) Bond. The proceeds produced by the sale of the bonds are to be used to fund
infrastructure revitalization, neighborhood improvements, park renovations and other capital
improvement projects Citywide.
A total of $225,000 of the bond proceeds were budgeted for the development of a beach access
system for people with disabilities in the GO Bond project list. The beach access system will be
developed at the 5th Street street-end, at the southern tip of Lummus Park.
Development of the beach access system will be challenging. In order to provide safe, reliable
access to the beachfront area, it is anticipated that some type of temporary decking or other structural
solution will be required, which could potentially be in conflict with the State's coastal construction
control regulations. In order to obtain regulatory agency approval for the proposed beach access
facility, hurricane storm surge impacts, sea turtle nesting, erosion control issues will have to be
addressed in the design process, in addition to engineering a safe and reliable access system.

development of the beach access system.
The City is now prepared to begin development of the beach access system through the issuance of
a contract to a coastal engineering consultant for the design, permitting and development of
construction bid specifications for the project.
On September 10, 2001, the GO Bond Oversight Committee voted unanimously to recommend the
Mayor and City Commission appropriate the $18,000 in available GO Bond revenues for the project.
Therefore, the Administration recommends the Mayor and City Commission appropriate the $18,000
in availa~A'~venues from the General Obligation Bond Series 2000 for this important project.
