2009-27103 ResoRESOLUTION NO. 2009-27103 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO SUBMIT THE FOLLOWING APPLICATIONS FOR FUNDING: 1) CULTURE BUILDS FLORIDA FOR FUNDING IN AN AMOUNT NOT TO EXCEED $25,000 FOR THE CITY'S SLEEPLESS NIGHT 2009 EVENT; 2) JUSTICE ASSISTANCE GRANT FUNDS FOR FUNDING IN AN AMOUNT NOT TO EXCEED $116,000 FOR POLICE DEPARTMENT FOR THE CITY'S LAW ENFORCEMENT PROGRAMS; 3)UNITED STATES GOLF ASSOCIATION FOR FUNDING IN AN AMOUNT NOT TO EXCEED $15,000 FOR THE NORMANDY SHORES GOLF CLUB YOUTH CLINIC; 4) SAFE NEIGHBORHOODS PARKS BOND PROGRAM IN AN AMOUNT NOT TO EXCEED $2,500,000, FOR PARKS IMPROVEMENTS TO LUMMUS PARK AND BANDSHELL PARK; 5) MIAMI-DADE COUNTY BYRNE GRANT FOR FUNDING IN AN AMOUNT NOT TO EXCEED $15,000 FOR THE CITY'S RECORDS IMPROVEMENT PROGRAM; FURTHER APPROPRIATING THE ABOVE FUNDS, IF APPROVED AND ACCEPTED BY THE CITY, AND AUTHORIZING THE EXECUTION OF ALL NECESSARY DOCUMENTS RELATED TO THESE APPLICATIONS BY THE CITY MANAGER. WHEREAS, Culture Builds Florida is the only funding opportunity for organizations through the Division of Cultural Affairs for Fiscal Year 09-10, and the program has the following four key areas: learning and wellness; strengthening the economy; design and development and leadership; and WHEREAS, the goals of Sleepless Night 2009 are to strengthen South Florida's reputation as a top cultural tourism destination by becoming a major annual signature event, on par with Art Basel Miami Beach and the South Beach Wine and Food Festival; to build arts audiences, increase public awareness of the arts and educate the local arts practitioners; to create community through the shared experience of diverse audiences; to forge dynamic partnerships of artists, arts organizations and public and private industry; and to enliven both culturally and economically the previously depressed final month of hurricane season; and WHEREAS, Sleepless Night 2009 will present over 150 free arts and entertainment experiences at 100 different locations concentrated in four zones within the City, included in the event are free museum admissions, indoor and outdoor art installations and performances, architectural tours, dance and dancing, theater, music, slam poetry, film, fashion, acrobatics, comedy and other cultural offering; and WHEREAS, this grant requires a $1:$1 match which will be funded through corporate support for the event and this project supports the key intended outcome increase community rating of cultural activities; and WHEREAS, the Administration requests approval to submit an application to Culture Builds Florida for funding in an amount not to exceed $25,000 for the City's Sleepless Night 2009 Event; and WHEREAS, the Edward Byrne Memorial Justice Assistance Grant (JAG) Program is the primary provider of federal criminal justice funding to state and local jurisdictions; and WHEREAS, the Police Department plans to utilize these funds to support planning,. evaluation, and technology improvement programs; and WHEREAS, matching funds are not required to support this grant and the grant supports the key intended outcome increase resident ratings of public safety services; and WHEREAS, the Administration requests approval to submit an application to Justice Assistance Grant funds for funding in an amount not to exceed $116,000 for the City's law enforcement programs; and WHEREAS, the USGA provides grants through its Good for the Game program to organizations that introduce the game to people who would otherwise not have the opportunity to play, specifically children and youth from economically disadvantaged backgrounds and individuals with disabilities; and WHEREAS, the City was awarded funding earlier this year for a youth golf clinic at Normandy Shores Golf Course; the program was very successful and included three six- week sessions for youth from low-income backgrounds; and WHEREAS, the City is applying for funding to continue this program; and WHEREAS, the grant does not require a cash match; however, the USGA encourages applicants to develop a variety of individual, community and private funding sources, and may, at award, request that funds be raised by the program during the grant period, and this project supports the key intended outcomes: increase satisfaction with recreational programs and enhance learning opportunities for youth; and WHEREAS, approval is requested to submit a grant application to the United States Golf Association (USGA) for funding in an amount not to exceed $15,000 for the continuation of the youth golf clinic at Normandy Shores Golf Club; and WHEREAS, Miami-Dade County has released a request for proposals for 2009 Safe Neighborhoods Program Funding, and the funds may be used for capital development of public parks in the County; and WHEREAS, matching funds are required; matching funds are anticipated to be programmed for FY 2010/11 for Lummus Park in the amount of $1,000,000 in CDT agreement funding; and for Bandshell Park in the amount of $1,500,000 in Quality of Life and Building Better Communities Park funding; and WHEREAS, this project supports the key intended outcome ensure well designed capital projects; and WHEREAS, the Administration proposes applying for funds for park improvements to the Lummus Park and Bandshell Park; and WHEREAS, approval is requested to submit a grant application to Safe Neighborhoods Parks Bond Program for park improvements Lummus Park and Bandshell Park in a total amount not to exceed $2,500,000; and WHEREAS, the Edward Byrne Memorial Justice Assistance Grant (JAG) Program is the primary provider of federal criminal justice funding to state and local jurisdictions; and WHEREAS, Miami-Dade County is the coordinating agency for the FY2010 Edward Byrne Memorial Justice Assistance Grant program, and as in previous years, the Administration would like to use these funds for the records improvement initiative; and WHEREAS, this grant does not require matching funds and the project supports the key intended outcome: increase resident ratings of public safety services; and WHEREAS, approval to submit a grant application to the Edward Byrne Memorial Justice Assistance program in an amount not to exceed $15,000 for the City's technology needs. NOW THEREFORE, BE IT DULY RESOLVED THAT THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH THAT THE MAYOR AND CITY COMMISSION hereby approve and authorize the City Manager or his designee to submit the following applications for funding: 1) Culture Builds Florida for funding in an amount not to exceed $25,000 for the City's Sleepless Night 2009 event; 2) Justice Assistance Grant funds for funding in an amount not to exceed $116,000 for Police Department for the City's law enforcement programs; 3) United States Golf Association for funding in an amount not to exceed $15,000 for the Normandy Shores Golf Club Youth Clinic; 4) Safe Neighborhoods Parks Bond Program, in an amount not to exceed $2,500,000, for park improvements to Lummus Park and Bandshell Park; 5) Miami- Dade County Byrne Grant for funding in an amount not to exceed $15,000 for the City's records improvement program; further appropriating the above funds, if approved and accepted by the City, and authorizing the execution of all necessary documents related to these applications by the City Manager. JAG funds support all components of the criminal justice system, from multijurisdictional drug and gang task forces to crime prevention and domestic violence programs, courts, corrections, treatment, and justice information sharing initiatives. JAG funded projects may address crime through the provision of services directly to individuals and/or communities and by improving the effectiveness and efficiency of criminal justice systems, processes, and procedures. JAG funds may be used on the following areas: • Law enforcement programs. • Prosecution and court programs. • Prevention and education programs. • Corrections and community corrections programs. • Drug treatment and enforcement programs. • Planning, evaluation, and technology improvement programs. • Crime victim and witness programs The Police Department will utilize these funds to support planning, evaluation, and technology improvement programs. Matching funds are not required to support this grant. This grant supports the key intended outcome increase resident ratings of public safety services. 3. Approval to submit a grant application to the United States Golf Association (USGA) for funding in an amount not to exceed $15,000 for the continuation of the youth golf clinic at Normandy Shores Golf Club. The USGA provides grants through its Good for the Game program to organizations that introduce the game to people who would otherwise not have the opportunity to play, specifically children and youth from economically disadvantaged backgrounds and individuals with disabilities. Grant awards are directed to instructional programs, caddie or other work-based curriculums that make the game both more affordable and accessible as well as teach individuals the life values inherent to the game. The City of Miami Beach was awarded funding earlier this year for a youth golf clinic at Normandy Shores Golf Course. The program was very successful and included three six- week sessions for youth from low-income backgrounds. The USGA places great emphasis on providing affordable golf course access to program participants, both during scheduled programming and after programming is concluded. The city is applying for funding to continue this program. The grant does not require a cash match; however, the USGA encourages applicants to develop a variety of individual, community and private funding sources, and may, at award request that funds be raised by the program during the grant period. This project supports the key intended outcomes: increase satisfaction with recreational programs and enhance learning opportunities for youth. 4. Approval to submit a grant application to Safe Neighborhoods Parks Bond Program for park improvements to Lummus Park and Bandshell Park in a total amount not to exceed $2,500,000 Miami-Dade County has released a request for proposals for 2009 Safe Neighborhoods Program Funding. The funds may be used for capital development of public parks in the county. The grant has the following requirements: 1) the City shall complete each of the Projects in accordance with the terms of the grant agreement, the Ordinance, and the administrative rules authorized by the Citizens' Oversight Committee to implement the Ordinance. If the total cost of a Project exceeds the value allocated in the grant, then the City will provide any supplemental funds required to complete the project; 2) In the event that supplemental funds are necessary for the completion of the project, the city will demonstrate that the supplemental funds have been committed to the project prior to and as a condition of disbursement or further disbursement of grant funds. 3) The grant requires that the parks shall be open and accessible to the public without discrimination as to race, color, gender, age, religion, belief, residence, natural origin, marital status or disability. 4) the city shall commit any and all funds which may be required to operate, maintain and provide programming at each park project upon its completion. 5) No substitution in capital project funding by the City of Miami Beach shall occur as a result of the grant for which the City The Administration proposes applying for funds for improvements to Lummus Park and Bandshell Park.
