A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, AUTHORIZING, BY 517THS VOTE, A WAIVER OF
FORMAL COMPETITIVE BIDDING FOR THE PURCHASE OF THE UPGRADE
TO THE EXISTING 1987 ITRON MODEL #FS/2 HAND-HELD WATER METER
READING SYSTEM, AND AUTHORIZING THE AWARD OF A PURCHASE
ORDER, IN THE AMOUNT OF $24,560, TO ITRON, INC., AS THE SOLE SOURCE
PROVIDER FOR THIS UPGRADE.
WHEREAS, in accordance with Section. 2-367 (e) of the Code ofthe City of Miami Beach,
the Mayor and City Commission, upon written recommendation of the City Manager may, by
Resolution, adopted by a five-sevenths vote, waive competitive bidding when such waiver is found
to be in the best interest of the City; and
WHEREAS, upgrading to the Itron Enterprise 5000 with FS/3 units will replace aged and
failing FS/2 hand-held units; and
WHEREAS, the current system is not Year 2000 compliant and will be obsolete if not
upgraded; and
WHEREAS, Itron, Inc. is the sole source for this interface based on their proprietary
licensed software for this system; and
WHEREAS, accordingly, the City has complied with the requirements for sole source
purchases pursuant to Section 2-367 (c) of the Code ofthe City of Miami Beach.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby waive the formal competitive bid process, finding such waiver to be in the best
interest ofthe City, and authorize the award ofa Purchase Order, in the amount of $24,560, to Itron,
Inc., as the sole source provider, for the upgrade to the existing 1987 Itron Model #FS/2 hand-held
meter reading system.

Funding is available from the Public Works/Water Division Budget Account Number
425.0410.000674.
BACKGROUND
In 1987, the City of Miami Beach converted from manually written meter readings into journals, to
an Itron Data Cap hand-held computerized system. The current system is not ye~ 2000 compliant
and will be obsolete if not upgraded.
ANALYSIS
Upgrading to the Itron Enterprise 5000 with FS/3 units will replace aged and failing FS/2 hand-held
units. The use of the current Personal Computer System (P.C.S.) severely limits the upgrade of the
interfacing required between the City of Miami Beach Public Works/Water Division and
FinancelUtility Billing Division. Itron is the sole source for this interface based on their proprietary
Licensed Software for this system, and they will provide the new interface at no cost. This will
represent a $4,000 savings to the City as compared to pricing charged to Itron's new customers.
Additionally, this upgrade will make the existing system year 2000 compliant.

with an additional $l ,000 savings negotiated by the Procurement Division.

* The above chart shows the monthly maintenance cost of$298 to the City, after the fourteen (14)
month Warranty expires. This represents a savings of over 50% when compared to the current
monthly maintenance cost of $600.
CONCLUSION
The City Commission should waive the formal bid process and approve the award of a purchase
order to Itron, Inc., the proprietary owner of the Licensed Software required for the upgrade to the
existing system.
