WHEREAS, there is a need to create certain classifications, transfer certain
classifications, change the titles of certain classifications, delete a certain classification and change
the salary range of certain classifications in order to ensure that the City has an employee
classification and compensation system which is fair representative of the functions performed in
the City.
NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA:

SECTION 2:
REPEALER.
That all ordinances or parts of ordinances in conflict herewith be and the same
are hereby repealed.
SECTION 3:
SEVERABILITY.
If any section, subsection, clause, or provision of this ordinance is held
invalid, the remainder shall not be affected by such invalidity.
SECTION 4:
CODIFICATION.
It is the intention of the Mayor and City Commission of the City of Miami
Beach, and it is hereby ordained that the provisions of this ordinance shall
become and be made a part of the Code of the City of Miami Beach, Florida.
The sections of this ordinance may be renumbered or relettered to accomplish
such intention, and the word "ordinance" may be changed to "section",
"article", or other appropriate word.
SECTION 5:
EFFECTIVE DATES.
Section I of Ordinance No. 1605, as referenced in Section I of this Ordinance
shall be effective upon final approval of the City Commission.

CLASSIFICATION OF SECURITY SPECIALIST; PROVIDING FOR A
REPEALER, SEVERABILITY, EFFECTIVE DATE AND CODIFICATION.

ADMINISTRATION RECOMMENDATION:
Adopt the Ordinance on the second and final reading.
ANALYSIS:
The Administration needs to provide appropriate titles and salary ranges for individuals performing
specific duties and facilitate the implementation of the provisions of the budget, including the
creation of new departments to improve the City. Incumbents in these positions have been
performing their functions using similar titles and grades, pending this approval. As a result,
classifications need to be established, abolished, transferred from the Communication Workers of
America Bargaining Unit to Unclassified and two classifications need to be amended.
The following classifications are being established or recreated:

Chief of Staff (grade 18)
CITY CLERK:
Records Manager (grade 14)
FINANCE:
Finance Manager (grade 18)
INTERNAL AUDIT:
Assistant Internal Auditor (grade 17)
GRANTS MANAGEMENT:
Grants Manager (grade 17)
BUILDING:
Chief Accessibility Inspector (grade 17)
Chief Engineering Inspector (grade 16)
Inspection Services Coordinator (grade 15)
CULTURAL AFFAIRS & TOURISM DEVELOPMENT:
Cultural Affairs & Tourism Development Director (grade 21)
ECONOMIC DEVELOPMENT:
Economic Development Division Director (grade 17)

The following classifications are being transferred from the Classified Employees Salary Ordinance
No. 789 to the Unclassified Salary Ordinance 1605, as a result of a joint petition of the City and the
Communication Workers of America (CW A) to the Public Employee Relations Commission:
Civil Engineer I (grade 12)
Civil Engineer II (grade 14)
Planner (grade 13)
Administrative Aide lIlRisk Management (grade 8)
Clerk TypistlRisk Management (grade 4)
The following classification is being abolished as a result of the duties being performed by other
classifications:
Housing, Community and Economic Development Division Director
The following titles will be amended as follows:
Finance Director 7
District Project Manager 7
Chief Financial Officer
Community Resources Coordinator
CONCLUSION
By establishing twenty two (22) new classifications, transferring five (5) classifications, recreating
one (1) classification, abolishing one (1) classification, and amending the titles of two (2)
classifications the Ordinance will ensure that the City has an employee classification system which
is represe~~~i~fthe functions performed in the City.
