RESOLUTION NO. 2001-24604
A RESOLUTION OF THE MAYOR AND THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA, CONSENTING TO AND CONFIRMING
THE APPOINTMENT OF DONALD DE LUCCA AS
CHIEF OF POLICE FOR THE CITY OF MIAMI
BEACH.
WHEREAS, Ihe City Manager has appoinled Donald De Lucca as the Chief of Police of the
Cily of Miami Beach Police Department; and,
WHEREAS, pursuanl to Section 4.02 of the City of Miami Beach Charter, as well as
Section 2-3 of the City Code, the City Manager has power to appoint directors of City departments
with the consent and confirmance of the Mayor and the City Commission; and,
WHEREAS, the Mayor and the Cily Commission wish to consent 10 and confirm the
appointment of Donald De Lucca as Chief of Police of the City of Miami Beach Police Departmenl.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, thallhe Mayor and Ihe City
Commission have consented to and confirmed the appointment of Donald De Lucca as the Chief of
Police of the Cily of Miami Beach.

APPOINTMENT OF DONALD DE LUCCA AS CHIEF OF POLICE FOR THE
CITY OF MIAMI BEACH.

ADMINISTRATION RECOMMENDATION
Pursuant to the requirements of Article IV, Section 4.02 of the City Charter it is
recommended that the Mayor and the City Commission Adopt the attached Resolution
consenting and confirming Donald De Lucca as Chief of Police for the City of Miami Beach.
ANAL VSIS
Donald De Lucca has been with the City of Miami Beach Police Department since 1981
when he began as a Police Officer serving in the Uniform Patrol Division, Marine Patrol
Unit and as a Motorcycle Patrol Officer. In subsequent years, Don served as a Sergeant
and Lieutenant. In 1994, Don ranked first in the Promotional Assessment Center Exam
and was assigned as Captain of the Strategic Investigations Unit, overseeing the major
narcotics investigations, street narcotics, organized crime and special investigations.
During this time, he also served as the dayshift commander for the Patrol Division with
oversight responsibility for 75 Police Officers. In 1996, he became Major of the Patrol
Division where he developed and instituted the first change to the Department's
deployment program in over 25 years, implementing a "Community Policing" initiative
focused on problem solving and partnerships that would empower community groups and
the Police force to foster positive police/community relations. Don has been serving as the
Assistant Chief of Police since 1999 where his responsibilities have included command of
the Police Department's four divisions: Patrol, Criminal, Support, and Technical. In this
position, he has served as the second in command of the Police Department, overseeing
381 sworn officers and 164 civilian employees.
CONCLUSION
While in most Council/Manager governments, City Managers are typically granted broad
authority to select key department heads, a provision of the City of Miami Beach charter
requires consent by the City Commission.

As our new Chief of Police, Don De Lucca will be carrying out the mission of the Police
Department to provide and enhance quality police services to our community by promoting
a safe environment through police and citizen interactions with an emphasis on integrity,
fairness, and professionalism.
