2001-24618 RESO RESOLUTION NO. 2001-24618 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING THE MIAMI BEACH CULTURAL ARTS COUNCIL'S FISCAL YEAR 2001/2002 BUDGET, IN THE AMOUNT OF $1,497,200. WHEREAS, the Miami Beach Cultural Arts Council (Council) was established by the Mayor and City Commission on March 5, 1997; and WHEREAS, the mission of the Council is to develop, coordinate, and promote the visual and performing arts in the City of Miami Beach for the enjoyment, education, cultural enrichment and benefit of the residents oJ: and visitors to, Miami Beach; and WHEREAS, the Mayor and City Commission adopted the Cultural Arts Master Plan on June 3, 1998, identiJYing the following program areas for the Council: cultural arts grants; marketing; facilities; advocacy and planning; and revenue development; and WHEREAS, pursuant to its enabling legislation, the Council's budget for each fiscal year shall be approved by the Mayor and City Commission; and WHEREAS, accordingly, the Council recommends a $1,497,200 budget allocation for the Fiscal Year 2001/2002 to continue implementation of its programs. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission approve the Miami Beach Cultural Arts Council's Fiscal Year 2001/2002 budget, in the amount of$1,497,200. ADMINISTRATION REeOMMENDA TION Adopt the Resolution. ANALYSIS The Cultural Arts Council's (the "Council") mission is to develop, coordinate, and promote the visual and performing arts in Miami Beach for the enjoyment, education, cultural enrichment, and benefit of residents and visitors. In 1997, the nine-member volunteer board conducted town meetings with arts groups to evaluate their needs. It then developed a cultural arts master plan identifying programs to assist local arts groups: grants, marketing, facilities, revenue development, and advocacy/planning. The Mayor and City Commission adopted the master plan on June 3, 1998. Since that time, the Council has awarded over $2 million in cultural arts grants, supporting thousands of performances, exhibits, and other cultural activities in Miami Beach. The Council continually evaluates its programs and effectiveness based on comments from its constituent arts groups, advisers, grants panelists, community groups, elected officials, City administrators, and others. The positive economic impact of the Council's work is evident throughout the community, as is its effect on our quality of life. The proposed budget for the Council for FY 01/02 is $1,497,200. This budget includes funding for cultural arts grants, marketing the endowment, Administration, and a prior year's carry forward. AGENDA ITEM DATE R'l E (f-'J../-O I eultural arts grants The Council is recommending grants to 71 not-for-profit organizations for cultural events in Miami Beach between October 1, 2001 and September 30, 2002. The grants range from, $3,000 to $31,000. The Council strongly encourages community involvement and collaborations, particularly through the City's free monthly arts night, ArlsBeach 2nd Thursdays. Forty-five citizen volunteers were selected last March to review grant applications and make funding recommendations at public meetings in July. The panelists collectively volunteered thousands of hours of their time reviewing the proposals and materials, working with the Council's staff and, where possible, attending events. The panelists were informed, diverse, and dedicated. All panels were co-chaired by members of the Cultural Arts Council. Grants represent 41%, or $617,000, of the Council's annual budget. This includes a $55,000 matching grant to the VCA for cultural tourism grants that support cultural events with documented tourism benefits. A total of $1 ,357,440 was requested by grant applicants this year, under the guidelines of capped requests. Funding available for these grants was 49.5% of the requested amount. Marketing Marketing represents 13% or $198,000, of the Council's annual budget. The Council promotes the City worldwide as the region's preeminent cultural destination and helps market the programs of its 71 constituent arts groups and maintains two websites, ArtsBeach.com and 2ndThursdays.com, that have global reach and response. The sites are being upgraded to better handle the high volume of information and allow on-line purchases of tickets. With more than 50,000 hits this season, they are valuable tools for the Council's mission of promoting the local arts industry and our City as a cultural center of the Americas. The City's website is now using ArtsBeach.com for its on-line calendar of events. The City's free monthly arts night series, ArlsBeach 2"d Thursdays, was launched by the Council last October as a way to market collectively the arts organizations supported by the City's cultural arts grants. It has had tremendous success, expanding to include all sectors of the City and all grantees. Thousands of participants are now involved in this ongoing community festival. The series has generated positive media exposure for the City every month since its inception. As the series continues to expand, the Council will be seeking private support to augment funding provided by the City for ArlsBeach 2ndThursdays. Other initiatives include media purchases and the marketing of ArlsBeach Festival 2001 during Art Basel Miami Beach in December. The ArlsBeach Festival is to promote all of the City's performing and visual arts groups during Art Basel Miami Beach and generate new funding for the Council's programs through private sponsorships and fundraising events. These include: ArlsBeach Super 2nd Thursday, Thursday, December 13, 6-10PM Free exhibits, performances, and other creative events throughout the City in four compact hours: music, theater, art exhibits, readings, lectures, dancelmovement, films, children's activities, heritage, guided tours, and more. ArtsBeach Benefit Concert at the Lincoln Theatre, Friday, December 14, 8:30-11PM Concert by the New World Symphony, followed by an outdoor reception on Lincoln Road. ArtsBeach Latin Gala Benefit "Necklaces of Paradise" Saturday, December 15, 10PM-2AM, Paris Theatre Legendary Latin musicians, dancers, and an installation by artist Jean-Michel Othoniel. Endowment Each year, the Council allocates $200,000, 13% of its annual budget, towards establishment of an endowment. Administration Administrative costs represent 12%, or $174,681, of the Council's annual budget. These expenses includes salaries and benefits for two full-time employees, professional services, operating accounts supporting the Council's programs, capital, and City internal service charges. Prior Year's earry Forward A prior year's carry forward of 19%, or $282,200, of the Council's annual budget, is reflected in the to FY 01/02 Budget. These funds are committed as follows: $180,000 for Colony Theater renovations; $52,200 for ArlsBeach Festival events during Art Basel Miami Beach; and $50,000 for the advancement grants program with the Miami-Dade County Cultural Affairs Department.
