A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA APPROVING PURSUANT TO SECTION 2-367 (d) OF THE MIAMI BEACH CITY CODE,
THE SOLE SOURCE PURCHASE OF 24X7 SOFTWARE AND HARDWARE MAINTENANCE OF
THE IMPRIVATA ONESIGN SINGLE SIGN-0N SOFTWARE AND HARDWARE FROM IMPRIVATA
IN THE ESTIMATED AMOUNT OF $33,630.
WHEREAS, pursuant to Section 2-367 (d) of the Miami Beach City Code, the City may enter
into contracts for goods and/or services where only one source for the product or service is evident;
and
WHEREAS, the Imprivata®OneSignT"" solution is an enterprise class SSO (Single Sign-On)
appliance that will assist the City to effectively solve both secure password management and user
access issues; and
WHEREAS, it is necessary for the OneSign SSO solution to be equipped with the same
OneSign SSO maintenance package that provides the City with telephone, a-mail, and technical
web support; and
WHEREAS, using proprietary technology, OneSign will enable the City to have a more
secure, seamless SSO to all applications, eliminating the need for customized scripting or
integration; and
WHEREAS, Imprivata Premium Maintenance empowers the City to balance the need for
stronger security with improved employee work flows and productivity while also reducing the time
and complexity of complying with regulated access control requirements ;and
WHEREAS, the maintenance period covered is twelve months from8101/09 thru 7/31/10 for
enterprise maintenance and authorizes subsequent years as provided in the annual budget; and
WHEREAS, the Procurement Director has determined that Imprivata is the owner of this
copyrighted software and would therefore be "sole source".
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City Commission hereby approve
and authorize the Mayor and City Clerk to execute the purchase and maintenance of the Onesign
SSO/APG device from Imprivata, in the estimated amount of $33,630.

The Imprivata®OneSignT"" solution is the enterprise version single sign-on network authentication security
hardware and software that has been in use at the City since 2006. This system has been instrumental in
effectively providing secure password management and resolving user access issues. The solution also
allows for all City network users to sign onto all network applications without the need to remember
numerous passwords; it also allows users to reset their own passwords using a secure web pagewith no IT
intervention. The self service password reset feature has been particularly useful forthose Citydepartmer>ts
that operate beyond normal business hours. The OneSign, password policy implementation is fully
automated, which simplifies security compliance requirements and provides built in monitoring and reporting
for all user application access activities.

ANALYSIS
The Imprivata® OneSignT"" solution is the enterprise version single sign-on network
authentication security hardware and software that has been in use at the City since 2006.
This system has been instrumental in effectively providing secure password management
and resolving user access issues. The solution also allows for all City network users to sign
onto all network applications without the need to remember numerous passwords; it also
allows users to reset their own passwords using a secure web page with no IT intervention.
The self service password reset feature has been particularly useful for those City
departments that operate beyond normal business hours. The OneSign, password policy
implementation is fully automated, which simplifies security compliance requirements and
provides built in monitoring and reporting for all user application access activities.
Additionally, the OneSign solution is being used to provide stronger network authentication
through the integration of biometric readers which validate users identities through a
combination of network sign-on and fingerprints. This solution meets new stringent
requirements by Florida Department of Law Enforcement for identity validation of users
through the use of multiple factors.
Thetwenty-four hour by seven days a week maintenance plan is for customers who have
more time sensitive and complex operations that require a elevated level of technical
support as well as providing customers with telephone, email and web support.
Imprivata hardware and software maintenance empowers the City to balance the need for
stronger security with improved employee work flows and productivity-while also reducing
the time and complexity of complying with regulated access control requirements, and
password management without intervention of IT help desk resources.
CONCLUSION
The Administration recommends that the Mayor and City Commission adopt the attached
resolution, approving the sole source purchase in the estimated amount of $33,630 of the
required hardware and software maintenance for the existing hardware and software. The
maintenance period covered is twelve months from 8/1/09 thru 7/31/10 for enterprise
maintenance and authorizes subsequent years as provided in the annual budget
recommended by the City Manager and adopted by the City Commission.
