A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, APPROVING THE PROJECT DESIGN CONCEPT
FOR THE SOUTH POINTE PARK PIER.
WHEREAS, on January 12, 2005, the City Commission authorized the execution of an
Agreement between the City and Hargreaves Associates, Inc. (Hargreaves or Consultant) for
the planning of the South Pointe Park improvements; and
WHEREAS, on July 27, 2005, the South Pointe Park Basis of Design Report (BODR)
was approved by the City Commission; and
WHEREAS, although the improvements to the existing South Pointe Park Pier were not
originally included as part of the South Pointe Park funding or scope of work, Hargreaves was
asked to provide an opinion as to its integration into the overall South Pointe Park design; and
WHEREAS, Hargreaves' preliminary conceptual design recommendations for the pier
were included in the approved South Pointe Park BODR; and
WHEREAS, on October 11, 2006, Hargreaves' contact with the City was amended to
develop a design criteria package relative to the renovation of the South Pointe Park Pier
(pursuant to Resolution No. 2006-26364); and
WHEREAS, Hargreaves presented options for consideration by the Finance and
Citywide Projects Committee (FCWPC at its October 25, 2009 meeting); and
WHEREAS, the FCWPC's preferred option was Alternate 2; Rebuild Pier within Existing
Footprint; and
WHEREAS, at its May 29, 2008 meeting, the FCWPC recommended to modify the
design concept to include an all new structure to extend the life of the pier, to include some
shade structures, and to increase the width as much as possible; and
WHEREAS, at its July 10, 2008 meeting, the FCWPC directed Hargreaves to further
modify the design to accommodate a construction cost within $4 Million; and
WHEREAS, on November 5, 2008, pursuant to Resolution No. 2008-26929, Hargreaves'
contact with the City was further amended to include professional services relative to the
completion of the pier project as a conventional design-bid-build approach; and
WHEREAS, the modified concept was presented by Hargreaves and approved by the
FCWPC at its May 5, 2009 meeting; and
WHEREAS, the FCWPC recommended that a neighborhood meeting be scheduled to
provide an overview of the progress to date, followed by a presentation to the City Commission
for final approval; and
WHEREAS, a neighborhood meeting was held on June 18, 2009 at the South Pointe
Park Pavilion; and
and
WHEREAS, the residents in attendance were overall supportive of the proposed design;
WHEREAS, meeting consensus was to proceed with the pier project as presented,
inclusive of not prohibiting fishing activities.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission, hereby approve the design concept for the South Pointe Park Pier Project.

Item Summary/Recommendation:
The South Pointe Park Basis of Design Report (BODR) prepared by Hargreaves Associates, Inc.
(Hargreaves) was approved by the City Commission on July 27, 2005. Although the improvements to the
existing pier were not originally included as part of the South Pointe Park funding or scope of work,
Hargreaves was asked to review the pier's condition and to provide an opinion as to its integration into the
overall South Pointe Park design. Hargreaves' preliminary conceptual design recommendations for the
Project were included in the approved South Pointe Park BODR. On October 11, 2006, Hargreaves'
Agreement was amended to develop a design criteria package relative to the renovation of the Project.
Following the amendment, Hargreaves proceeded to further evaluate the preliminary conceptual design
recommendations and presented further options to the Finance and Citywide Projects Committee
(FCWPC). At the October 25, 2007 FCWPC meeting, Hargreaves presented (5) design options. The
FCWPC's preferred option was Alternate Two: Rebuild Pier Within Existing Footprint. After further
refinement, Hargreaves presented further design options for the FCWPC's consideration on May 29, 2008
and July 10, 2008. At the May 29th meeting, the FCWPC recommended to modify the design to include an
all new structure. At the July 10th meeting, the FCWPC directed Hargreaves to modify the design to
accommodate a construction cost within $4 Million. On November 5, 2008, Hargreaves' Agreement was
further amended to include professional services relative to the completion of the Project as a conventional
design-bid-build approach. As directed by the FCWPC, Hargreaves presented a modified design concept
to the FCWPC on May 5, 2009. The FCWPC approved the design and recommended that: (1) a
neighborhood meeting be scheduled to provide an overview of the Project's progress to date, and (2) that
the recommended design concept be presented to the City Commission for final approval. On June 18,

ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
FUNDING
Funding for the Project, inclusive of hard, soft, and contingency costs, has been previously
appropriated in FY 2008-2009 Capital Budget; specifically Funds No. 303 (matching grant
from the Florida Inland Navigation District ), 388 and 389.
ANALYSIS:
Neighborhood
The Project is located within the South Pointe Neighborhood, at the southern tip of Miami
Beach. The pier is located south of and adjacent to the existing jetty along Government Cut.
Pedestrians access the pier from the beach and through South Pointe Park via the
Beachwalk and Baywalk / Cutwalk.
Project Description
The existing pier is in poor structural condition and is currently closed to the public. The
proposed improvements and amenities include the following:
• Demolition of existing structure
• Construction of a new structure
• Connection to South Pointe Park
• Railings
• Benches
• Fishing amenities
• Shade shelters (as allowable by the regulatory agencies)
• Lighting (as allowable by the regulatory agencies)
BACKGROUND:
On January 12, 2005, the City Commission authorized the execution of an Agreement
between the City of Miami Beach and Hargreaves Associates, Inc. (Hargreaves) for the
planning of the South Pointe Park improvements.
On July 27, 2005, the South Pointe Park Basis of Design Report (BODR) prepared by
Hargreaves was approved by the City Commission. Although the improvements to the
existing pier were not originally included as part of the South Pointe Park funding or scope of
work, Hargreaves was asked to review the pier's condition and to provide an opinion as to its
integration into the overall South Pointe Park design. Hargreaves' preliminary conceptual
design recommendations for the Project were included in the approved South Pointe Park
BODR.

On October 11, 2006, Hargreaves' Agreement was amended to develop a design criteria
package relative to the renovation of the Project pursuant to Resolution No. 2006-26364.
Following the amendment, Hargreaves proceeded to further evaluate the preliminary
conceptual design recommendations, included in the approved South Pointe Park BODR,
and presented other options for consideration by the Finance and Citywide Projects
Committee (FCWPC).
Pursuant to Resolution No. 2008-26929, on November 5, 2008, Hargreaves' Agreement
was further amended to include professional services relative to the completion of the
Project as a conventional design-bid-build approach, which would allow Hargreaves to
proceed with the permitting process and finalize construction documents.
At the October 25, 2007 FCWPC meeting, Hargreaves presented (5) conceptual design
options to the FCWPC. The FCWPC's preferred option was Alternate Two: Rebuild Pier
Within Existing Footprint. After further refinement, Hargreaves developed and presented
further conceptual design options for the FCW PC's consideration on May 29, 2008, and on
July 10, 2008. At the May 29th meeting, the FCWPC recommended to modify the design
concept to include an all new structure to extend the life of the Project, to include some
shade structures, and to increase the width as much as possible to facilitate multiple uses.
At the July 10th meeting, the FCWPC directed Hargreaves to modify the design to
accommodate a construction cost within $4 Million.
As directed by the FCWPC, Hargreaves modified the design, and following a presentation by
Hargreaves, the modified concept, the "Telescope" (see Exhibit A), was approved by the
FCWPC at its May 5, 2009 meeting. The FCWPC recommended that: (1) a neighborhood
meeting be scheduled to provide an overview of the Project's progress to date, including a
presentation of the approved concept; and (2) that the recommended design concept be
presented to the City Commission for final approval, following the neighborhood meeting.
A neighborhood meeting was held on June 18, 2009 at the South Pointe Park Pavilion.
Hargreaves discussed the following:
• Context and current condition
Project background and previous concepts
Precedents -images of similar piers in South Florida
Current concept
Following the presentation, a question and answer session with the residents was held. The
following design elements were of general interest and were further discussed:
• Railing design options
• Decking and material finishes
• Lighting
• Fishing related amenities
The residents in attendance were overall supportive of the proposed design and consensus
was to proceed with the Project as presented, inclusive of not prohibiting fishing activities.
CONCLUSION
The Administration recommends that the Mayor and City Commission adopt the Resolution
approving and officially adopting the design concept for the Project.

SUBJECT: UPDATE ON THE SOUTH POINTE PIER
BACKGROUND
On July 10, 2008, a discussion on the South Pointe Pier (Pier) was presented to the Finance and Citywide
Projects Committee (Committee). At the meeting, the Committee directed Hargreaves Associates
(Hargreaves), the designer for the Pier Project, to come back to the Committee with a modified design to
reduce the total construction cost to $4 Million. Hargreaves has modified the conceptual plan as shown in
Attachment No. 1.
COST /BUDGET INFORMATION
Hargreaves' 2009 estimated construction cost for the revised conceptual plan total $3,730,000. Using a
2% escalation factor, the construction costs will increase annually as shown in the table below:

The above estimates are consistent in keeping with the Committee's direction. Additionally, City staff, in
anticipation to Hargreaves' revised design and in response to the Committee's July 10th direction, has
appropriated additional funds that include not only construction, but associated soft and contingency costs
related to this project. The additional costs for Art in Public Places (AiPP), construction management,
contingency, and equipment are customarily added to Capital Improvement Projects budgets based on
the estimated construction costs. Furthermore, the City has received approval for a matching grant from
the Florida Inland Navigation District (FIND), in a not to exceed amount of $323,075, to offset some of the
professional design fees and is in the process of applying for an additional grant, also through FIND, in an
effort to offset some of the associated construction costs.
RECOMMENDATION
The Administration is presenting this revised conceptual plan to the Committee as per the Committee's
request. The concept will be further developed by Hargreaves as the design process continues.
