AUTHORIZING THE PLACEMENT OF TWO HUNDRED AND
FOUR (204) BANNERS FOR ART MIAMI INTERNATIONAL, TO
BE HELD AT THE MIAMI BEACH CONVENTION CENTER FROM
JANUARY 7, 1999, TO JANUARY 12, 1999, AS REQUESTED BY
THE APPLICANT AT THE FOLWWING LOCATIONS: 1.95

THAT THESE BANNERS BE INSTALLED NO EARLIER THAN
DECEMBER 27, 1998, AND REMOVED BY JANUARY 14, 1999.
WHEREAS, Art Miami International (applicant) will be holding a convention at the
Miami Beach Convention Center from January 7, 1999, through January 12,1999; and
WHEREAS, in order to publicize the event, and draw attention of the media and the
public at large, the applicant has requested light pole banners, measuring 3 feet by 7 feet, to be
placed at 1-95 (MacArthur Causeway), starting at the Miami Beach City Limits to Alton Road;
5th Street, from Alton Road to Ocean Drive; AlA (Collins Avenue), from 5th Street to 41st
Street; Harding Avenue, from 71st Street to 87th Street; AlA (Collins Avenue), from 71st Street
to 87th Street; 17th Street, from Meridian Avenue to Washington Avenue; Washington Avenue,
from 17th Street to Dade Boulevard; 41st Street, from Alton Road to Collins Avenue; and
Convention Center Drive, from 17th Street to Dade Boulevard; and
WHEREAS, said banners will be installed no earlier than December 27, 1998, and
removed by January 14, 1999; and
WHEREAS, the applicant has requested approval and authorization for the placement of
a total of two hundred and four (204) banners; and
WHEREAS, the applicant will post a performance bond to ensure the removal of the
banners by January 14, 1999, and will ensure that any damage to light poles will be repaired at
its expense, and will meet all other applicable City requirements; and
WHEREAS, Section 9-3.CA of the City's Zoning Ordinance (Ordinance No.89-2665),
as amended, requires that the Mayor and City Commission approve the installation of temporary
banners.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission herein approve and authorize the placement of two hundred and four (204) banners
for Art Miami International, to be held at the Miami Beach Convention Center from January 7,
1999, through January 12, 1999, as requested by the applicant at the following locations: 1-95
(MacArthur Causeway), starting at the Miami Beach City Limits to Alton Road; 5th Street, from
Alton Road to Ocean Drive; AlA (Collins Avenue), from 5th Street to 41st Street; Harding
Avenue, from 71st Street to 87th Street; AlA (Collins Avenue), from 71st Street to 87th Street;
17th Street, from Meridian Avenue to Washington Avenue; Washington Avenue, from 17th Street
to Dade Boulevard; 41st Street, from Alton Road to Collins Avenue; and Convention Center
Drive, from 17th Street to Dade Boulevard; said banners to be affixed to light poles in the public
right-of-way, measure 3' x 7' and have copy and design as shown on the attached drawings, the
banners be installed no earlier than December 27, 1998, and removed by January 14, 1999.

Pursuant to Section 9-3-C.4 - Light Pole Banners: The following information
is provided for the Light Pole Banners for Art Miami January 7-12 1999 at
the Miami Beach Convention
The light pole banners for Art Miami 99 are 3ft. in width and 7ft. in length double faced
and is made of vinyl. It will be a four color screen printed process. The text of the light
pole banner is the name of the event which constitutes the overall image of the pole
banner.

Description of Event: The ninth annual Art Miami presents modem and contemporary paintings,
sculpture, ceramics, and installations.
Date! Time: January 7110 - January 12110 1999, 11 :00 a.m, to 7:00 daily.
Location: Miami Beach Convention Center, 1901 Convention Center Drive, Miami Beach, Florida.
Gala Preview: January 6th from 6:00 p.m. until 10:00 p.m. Anticipated attendance is 9,000.
Size: The Fair occupies a total of 125,000 feet, with approximately 65,000 square feet allotted for booth
space.
Participants: Approximately 100 respected dealers from England, France, Gennany, Austria, Argentina,
Italy, Mexico, Columbia, Spain, Venezuela, Canada, and the United States will participate in the Fair.
Attendees: Approximately 30,000 curators, collectors, and interior designers from throughout the world,
as well as local residents will attend the six day Fair,
Target Audience: Approximately 50% of attendees are between the ages of twenty-five and fifty-five,
and year-round or part-time residents of the South Florida/Metro-Dade area, The typical visitor has an
average annual income of$100,000+, and a net worth exceeding $1,000,000.

Business News, Arte Al Dia, Art Focus, Art Focus, Art in America, The Art Newspaper, ARTNews, Art

TelevisionlRadio- Promotional spots are run continuously prior to and during the event, on eight cable
television stations and two network stations, through the four major broadcasting companies in the South
Florida area. Coverage reaches Palm Beach, Martin, Broward, Brevard and Dade counties. Radio
promotions reach target audiences in the key areas of Palm Beach, Martin, Dade, and Broward counties.
Exposition Catalogues- Art Miami is advertised in other fair publications such as Arte BA, Art Vancouver,
Artissima, MIART, Euroart, Fia, and the Olympia Art Fair catalogue.
Newspapers- The Miami Herald, The Miami Herald Satellite Edition, The Palm Beach Post, The Palm
Beach Daily News, the Fort Lauderdale Sun-Sentinel, the Boca Raton News, The Vero Beach Press
Journal, The Stuart News, and The Jupiter Courier receive intensive advertising placement
Direct Mail: Twenty thousand direct mail pieces are distributed four months prior to the event, advising
the public of opening night infonnation, location, and participating galleries. Four weeks prior to the
opening, 70,000 brochures are mailed to members of the target audience. Participating galleries are
provided with unlimited invitations to send directly to client lists and potential customers.
Critical Review: El Nuevo Herald, Notigramas, The Miami Herald International Satellite Edition, The
Miami Herald Florida Edition, Ibero Americana, Art Auction, Entertainment News & Views, The Longboat
Observer, El Periodico Del Arte, Diario Las Americas, Florida Today, The Art Newspaper, The Sun Post,

Fair Publication: Art Miami produces a four color, 288 page hardbound catalogue featuring the work

BACKGROUND
The Zoning Ordinance requires that the City Commission approve the installation of temporary
banners, pursuant to Section 9-3.C.4 which reads, in part:
Light Pole Banners affixed to light poles or other similar structures on the public right-of-way
shall be subject to the following regulations:

a. The right to install, as well as the number, location and method of installation
of banners shall be subject to the Design Review process and approved by the City
Commission and the Public Works Department.
e. Banners announcing special events, either to be held in Miami Beach or to be
associated in some manner with Miami Beach, as determined by the City
Commission, may be erected up to thirty days prior to the event being announced
and must be removed within seven days after said event.
f. A performance bond shall be required to ensure the removal of the banners in case
of advanced deterioration of the banners, or if a dangerous condition presents itself,
the City may at its sole discretion direct the banners to be removed at any time.
ANALYSIS
Art Miami International has been held at the Miami Beach Convention Center for the past 8 years,
and is recognized as one of the leading art expositions in the country. One hundred dealers
including established galleries and young, emerging dealers representing over eighteen countries
are expected to exhibit in the five day event. The purpose of the banners is to welcome and
promote the event. The presence of these banners will also do much to publicize the City's
importance in the international art world, drawing attention of the media and the public at large.
If approval is granted, the proposed temporary banners are recommended to be installed no earlier
than December 27, 1998 and removed no later than January 14, 1999.

Miami International.
