A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING
THE MAYOR AND CITY CLERK TO EXECUTE A FIRST AMENDMENT
IN THE AMOUNT OF $9,800 TO THE AGREEMENT WITH CARR SMITH
CORRADINO, FOR THE DEVELOPMENT OF A MUNICIPAL MOBILITY
PLAN FOR MIAMI BEACH; SAID AMENDMENT BEING MADE TO
COMPENSATE THE CONSULTANT FOR EIGHTEEN ADDITIONAL
MEETINGS HELD; TO PRINT A GREATER THAN ANTICIPATED
NUMBER OF COPIES OF THE PLAN; AND TO REFLECT AN EXTENDED
PLAN DEVELOPMENT TIMELINE, AS REQUESTED BY THE CITY,
ABOVE AND BEYOND THE ORIGINALLY NEGOTIATED CONTRACT
COST; SAID AMENDMENT FUNDED BY THE PROFESSIONAL
SERVICES CATEGORY OF THE FISCAL YEAR 1998-99 ECONOMIC
DEVELOPMENT BUDGET.
WHEREAS, on April 16, 1997, the Mayor and City Commission approved Resolution No.
97-22354, authorizing the Mayor and City Clerk to execute an Agreement between the City of
Miami Beach and Carr Smith Corradino (Consultant), providing for professional services for the
development of a Municipal Mobility Plan (MMP) for Miami Beach, in the amount of $150,000.00;
and
WHEREAS, the Scope of Services for the MMP required (he Consultant to hold
approximately fifteen (15) meetings and/or workshops throughout a twelve (12)-month plan
development process, from July 1997 through June 1998; and
WHEREAS, due to the number and variety of transportation issues brought up by the
various Miami Beach neighborhoods, and the interest generated by the MMP itself, eighteen (18)
additional meetings were held, the plan development timeline was extended by five (5) months, and
additional copies of the plan had to be printed; and
WHEREAS, the Consultant needs to be compensated for all services performed above and
beyond the originally contracted services; and
WHEREAS, funds are available in the Professional Services category of the 1998-99
Economic Development Budget to cover the $9,800 expense.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission approve and authorize the Mayor and City Clerk to execute a First Amendment in the
amount of $9,800 to the Agreement with Carr Smith Corradino, for the development of a Municipal
Mobility Plan for Miami Beach; said Amendment being made to compensate the Consultant for
eighteen additional meetings held; to print a greater than anticipated number of copies of the plan;
and to reflect an extended plan development timeline, above and beyond the originally negotiated
contract cost; said amendment funded by the Professional Services category of the 1998-99
Economic Development Budget.

ADMINISTRA TION RECOMMENDATION
Adopt the Resolution.
BACKGROUND
On April 16, 1997, the City Commission approved a professional services agreement with Carr
Smith Corradino for the development of a Mtlllicipal Mobility Plan (MMP) for Miami Beach. The
inception date for the original 12-month study was July 1, 1997. The MMP is the City's very first
attempt at dealing with mobility issues on a comprehensive and citywide basis. The Plan was fimded
at $150,000, as follows:
$ 78,500 in Metropolitan Planning Organization grant fimds
$ 36,500 in Miami Beach Parking Enterprise funds, and
$ 35,000 in Miami Beach Redevelopment Agency fimds.
Due to the circumstances explained in the Analysis section of this Agenda item, additional services,
above and beyond those contracted for, were required from the Consultant by the Administration,
the Transportation and Parking Committee, and the Miami Beach community. A larger than
anticipated amount of input has been received and incorporated in the MMP.

The original MMP Agreement was approved last year at $150,000. Its proposed $9,800 amendment
will bring the total contract cost to $159,800. Approximately 95% of the services covered by this
proposed amendment have already been delivered by the Consultants. The reasons for the increased
contract cost follow:

~ A much larger than predicted number of MMP books and Executive Summary brochures will
have to be printed, both including color graphics and maps. Due to the unprecedented interest
generated by the MMP in the Miami Beach community, requests for copies of the plan are
received daily from individuals, civic groups, and community organizations. The exact number
of additional copies is to be determined by the City's project manager.
~ Reflect a City-requested five-month extension to the plan development schedule, from July
to November, 1998.
The Amended Scope of Services is herein attached as Exhibit "A-I" to the proposed First
Amendment to this Agreement.
Funds to cover the $9,800 expenditure are available in the Professional Services category of the FY
1998-99 Economic Development Budget. A lump-sum payment is recommended at work
completion.
CONCLUSION
Carr Smith Corradino, Consultants, have shown commitment to and enthusiasm for the MMP,
have been attentive to the City's requests, translated the residents' desire for community
sustainability through projects which enhance the character of our unique City, and have not missed
an opportunity to improve, reshape, or clarify the plan further. The Administration is confident that
the Consultants have earned the additional compensation, which is herein recommended for
approval.

SMITH CORRADINO (CONSULTANT) TO COMPENSATE CONSULTANT
FOR ADDITIONAL MEETINGS HELD; FOR AN EXTENDED PROJECT
DEVELOPMENT TIMELINE; AND FOR PRINTING ADDITIONAL
COPIES OF THE PLAN, ABOVE AND BEYOND THE ORIGINAL
CONTRACT COST, AT THE CITY'S REQUEST.
This First Amendment to Agreement made this lilt day of Nuvl.>>t(~t::'fL,.. , 1998 by
and between the CITY OF MIAMI BEACH, FLORIDA, hereinafter called the "City," which term
shall include its officials, successors, legal representatives, and assigns, and CARR SMITH
CORRADINO, hereinafter called the "Consultant."
WITNESSETH:
WHEREAS, on April 16, 1997, the Mayor and City Commission approved Resolution No.
97-22354, authorizing the Mayor and City Clerk to execute a Professional Services Agreement
between the City and Consultant to develop a Municipal Mobility Plan (MMP) for Miami Beach
(Agreement); and
WHEREAS, pursuant to the Agreement, the Consultant was paid a fixed fee of$150,000 for
the Scope of Work and Services required pursuant to Exhibit "A" of the Agreement; and
WHEREAS, the parties now wish to amend the Agreement, specifically with regard to the
Scope of Work and Services in Exhibit "A," to reflect an increased number of required meetings
and workshops (33 instead of the 15 agreed upon), the printing of a larger than expected number
of plan copies, which include expensive color graphics, and an extended plan development timeline;
and
WHEREAS, the Amendment would increase the fixed fee paid to Consultant under the
Agreement by $9,800.00.
NOW THEREFORE, the Agreement is hereby amended as follows:
1. Exhibit "A", entitled "Scope of Services," is amended to include the additional Scope of
Work required by the City from Consultant regarding the MMP and attached hereto as
Exhibit "A-I."
2. Schedule "A" of the Agreement, entitled "Professional Services Fees and Reimbursable
Allowance," shall be amended to include the additional fee payable to Consultant, in the
amount of $9,800.00, as required for completion of the additional work set forth in Exhibit
"A-I."
3. The professional services contracted by this Amendment, and set forth in Exhibit "A-I,"
shall be completed by November, 1998.
4. All other terms and conditions of the Agreement between the City and Consultant shall
remain the same in full force and effect.
IN WITNESS WHEREOF, the parties hereto have caused this First Amendment to the
Agreement to be executed by their duly authorized officials on the day first above indicated.
