98-22967 RESO RESOLUTION NO. 98-22967 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE AWARD OF A GRANT, IN THE AMOUNT OF $344,549.00, FOR THE PERIOD OF FEBRUARY 1, 1999, TO JANUARY 31, 2000, FROM THE UNITED STATES DEPARTMENT OF JUSTICE, HIGH INTENSITY DRUG TRAFFICKING PROGRAM (HIDT A), FOR THE ADMINISTRATION AND OPERATION OF A NEW MONEY LAUNDERING TASK FORCE; FURTHER AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE ALL APPROPRIATE CONTRACTS AND AUTHORIZING THE BUDGETING AND EXPENDITURE OF GRANT FUNDS. WHEREAS, the City of Miami Beach Police Department has been awarded a grant, in the amount of $349,549.00, from the United States Department of Justice, High Intensity Drug Trafficking Area (HIDT A) Program; and WHEREAS, the grant funds will be used to fund the administration and operations of a new Task Force that will be targeting money laundering, and will be composed of personnel from the Miami Beach Police Department, Internal Revenue Service, the Florida Department of Law Enforcement, and the City of Miami and City of North Miami Beach Police Departments; and WHEREAS, the grant funds will be used for office rent and renovation, office expenses (utilities, computers, telephones, furniture, etc.), the salary and benefits of one full-time office manager, overtime and vehicle rental, and operating costs; and WHEREAS, the grant is for the period of February 1, 1999, to January 31, 2000, with no matching funds required by the City. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission herein accept the award of a grant, in the amount of $344,549.00, for the period of February 1, 1999, to January 31,2000, from the United States Department of Justice, High Intensity Drug Trafficking Program (HIDT A), for the administration and operation of a new money laundering task force, and authorizing the Mayor and City Clerk to execute all appropriate contracts, as well as the budgeting and expenditure of grant funds. ADMINISTRATION RECOMMENDATION Adopt the Resolution. BACKGROUND The Miami Beach Police Department has been awarded a grant by the United States Department of Justice, High Intensity Trafficking Area (HITDA) Program to administer and operate a new Money Laundering Task Force. The Task Force will be composed of personnel from the Miami Beach Police Department, the Internal Revenue Service, the Florida Department of Law Enforcement, the City of Miami Police Department, and the North Miami Beach Police Department. The grant award is $344,549.00 for the period of February 1, 1999 to January 31, 2000. The grant will fund the administration and operation of this new task force which will specifically target money laundering. The Task Force will be located in the City of Miami Beach. The grant will fund one full time office manager (all salary and fringe benefits), all of the office expenses such as rent, office renovations, utilities, computers, furniture, telephone system, overtime, automobile rental, and automobile operating costs. There are no matching funds required from the City. AGENDA ITEM C/c t \-\ g-9~ DATE ANALYSIS Money laundering is a serious crime in our community. Recognizing this, HIDTA is funding this new Task Force that will specialize in these long, complicated and protracted investigations. The use of this Task Force will likely result in an increased amount of money forfeited to the agencies involved.
