A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, AUTHORIZING THE ACCEPTANCE OF ONE
HUNDRED AND FIVE THOUSAND DOLLARS ($105,000) IN CASH AND IN-
KIND DONATIONS (INCLUDING SPONSORSHIPS) MADE TO THE CITY
FOR SLEEPLESS NIGHT 2009, A FREE CITYWIDE ARTS AND CULTURAL
EVENT; AND FURTHER APPROPRIATING SAID FUNDS FOR SLEEPLESS
NIGHT; AND ACCEPTING AND APPROPRIATING FUTURE DONATIONS
FOR THIS PURPOSE, SUBJECT TO RATIFICATION BY THE MAYOR AND
CITY COMMISSION; AND AUTHORIZING THE CITY MANAGER OR HIS
DESIGNEE TO MAKE SUCH EXPENDITURES AND/OR
REIMBURSEMENTS FROM THE AFORESTATED DONATIONS, IN
FURTHERANCE OF AND CONSISTENT WITH THE AFORESTATED
EVENT.
WHEREAS, in 2007, the City produced the first Sleepless Night, an all-night, free,
citywide celebration of the arts, presented by the City of Miami Beach Tourism and Cultural
Development (TCD) Department and Cultural Arts Council (CAC); and
WHEREAS, "Sleepless Night" is a collaboration of all of the City's major cultural
institutions, theaters, galleries and arts organizations, along with hotels, shops, clubs,
restaurants, and individual artists and presenters; and
WHEREAS, the event includes indoor and outdoor art exhibits, installations,
performances, fashion shows, tours, dance, theater, music, film and other cultural offerings, all
presented without admission charge; and
WHEREAS, in furtherance of Sleepless Night 2009, to be held on November 7, 2009,
the following entities have made Donations to the City and shall be recognized as sponsors of
"Sleepless Night" 2009:
o Audi of America;
o Catalina Hotel and Beach Club (Host Hotel);
o Ocean Drive Association; and
o Classical 89.7; and
WHEREAS, it is hereby recommended that the Mayor and City Commission accept the
aforestated donations on behalf of the City for Sleepless Night 2009, and further authorize the
City Manager to accept future sponsorships on behalf of the City (which may be made following
the effective date of this Resolution) in furtherance of "Sleepless Night" 2009, subject to
ratification of same by the City Commission at its December meeting; and
WHEREAS, it is further recommended that the Mayor and City Commission hereby
authorize the City Manager or his designee to make any necessary reimbursements and/or
expenditures of the aforestated donations, as well as future donations, in furtherance of and
consistent with the aforestated "Sleepless Night" 2009 event.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby authorizes the acceptance of one hundred and five thousand dollars
($105,000) in cash and in-kind donations (including sponsorships) made to the City for
2009-27179
Sleepless Night 2009, a free citywide arts and cultural event; and further appropriating said
funds for Sleepless Night; and accepting and appropriating future donations for this purpose,
subject to ratification by the Mayor and City Commission; and authorizing the City Manager or
his designee to make such expenditures and/or reimbursements from the aforestated donations,
in furtherance of and consistent with the aforestated event.

Council (CAC). This innovative citywide showcase of culture first began internationally when Paris hosted the
first"Nuit Blanche" event in 2002.
This year's event will take place on November 7, 2009. Once again, all of the city's major cultural institutions,
theaters, galleries and arts organizations, along with hotels, shops, clubs, restaurants, and individual artists and
presenters, will participate. The event also features national and international artists. It will include indoor and
outdoor art exhibits, installations, performances, fashion shows, tours, dance, theater, music, film and other
cultural offerings, all presented without admission charge. Free public transportation will connect the four major
zones of activity: North Beach, Collins Park, Lincoln Road and Ocean Drive. To date, the City has secured the
following sponsors for the event:
o Audi of America
o Catalina Hotel and Beach Club (Host Hotel)
o Ocean Drive Association
o Classical 89.7
These sponsors are providing a total of $105,000 in funding for Sleepless Night. You may also recall the City
was awarded a $150,000 grant from Knight Foundation for "Sleepless Night" and a $25,000 grant from the
National Endowment for the Arts (NEA). The City also submitted a number of other grants for the event and is

ANALYSIS
In 2007, The City produced the first Sleepless Night, anall-night, FREE, citywide celebration
of the arts, presented by the City of Miami Beach Tourism and Cultural Development (TCD)
Department and Cultural Arts Council (CAC). As you may recall, TCD staff identified
SLEEPLESS NIGHT as a unique cultural event that fits perfectly with the City's cultural
identity. SLEEPLESS NIGHT is an all-night, FREE, citywide celebration of the arts,
presented by the City of Miami Beach Tourism and Cultural Development (TCD) Department
and Cultural Arts Council (CAC). The event was created as a result of the response from
the community in the 2005 and 2007 Community Satisfaction Surveys where residents
identified a desire for more cultural activities. SLEEPLESS NIGHT was also developed as a
result of the Cultural Arts Council's desire to create a signature, annual cultural event to
celebrate Miami Beach's commitment to the arts.
This innovative citywide showcase of culture first began internationally when Paris hosted
the first"Nuit Blanche" event in 2002. The success of the event in Paris has made it an
annual city celebration and has become an international trend, spreading to cities such as
Rome, Madrid, Brussels and Toronto. Sleepless Night is a collaboration of all the city's
major cultural institutions, theaters, galleries and arts organizations, along with hotels,
shops, nightclubs, restaurants, and international artists and presenters. Sleepless Night was
first held on Miami Beach November 3, 2007 with more than 100,000 people of all ages
enjoying 130 free arts and entertainment events scattered amongst 80 venues during the
thirteen hour event. The City was able to obtain over 35 million media impressions for
Sleepless Night. Furthermore, hotel occupancy for Friday, November 2, 2007, and Saturday,

November 3, 2007, were at 78.9% and 85.3% respectively. November 3~d hotel occupancy
represented a 12.4% increase from the same Saturday in 2006. By comparison, the rest of
Miami-Dade County had no change or a decrease in their occupancy when compared to
2006. Average Daily Rate and Revenue Per Available Room (RevPAR) also had marked
improvement over 2006 with 4% and 16.9% increases respectively for November 3`d
This year's event will take place on November 7, 2009. Once again, all of the city's major
cultural institutions, theaters, galleries and arts organizations, along with hotels, shops,
clubs, restaurants, and individual artists and presenters will participate, as well as national
and international artists. It will include indoor and outdoor art exhibits, installations,
performances, fashion shows, tours, dance, theater, music, film and other cultural offerings,
all presented without admission charge. Free public transportation will connect the four
major zones of activity: North Beach, Collins Park, Lincoln Road and Ocean Drive.
Event attendees will have access to more than 50 indoor and outdoor venues throughout the
City of Miami Beach within four major zones of activity: North Beach, Collins Park, Lincoln
Road and Ocean Drive. The sundown to sunrise event will begin at 6:00 p.m. and run until

CONCLUSION
Staff has worked diligently to identify funding sources to off-set the costs of producing this
event that provides a spectacular cultural experience for our residents, and promotes the
City as a cultural destination. Their efforts have resulted in grand appropriations, as well as
sponsorship commitments. The Administration recommends the adoption of the attached
Resolution authorizing the acceptance of these donations, their appropriation to cover costs
of Sleepless Night, as well as the acceptance and appropriation of future donations, subject
to ratification.

Miami Lyric Opera brings the opera to the public with their production of the Giuseppe Verdi

Internationally-known Haitian artist Eduoard Duval Carrie promises to create quite a show with
the performance he is calling "Under the Congo Moon." Duval Carrie explores the theme of
migration in his artwork; for Sleepless Night, he will create several large sculptures of voodoo
gods and have them "migrate" down the streets of Miami Beach in an exciting parade with
music from a live band. The motorized parade begins with a preview at Ocean Terrace and
proceeds to Ocean Drive.

Grupo Embalo

The Grupo Embalo Brazilian Samba Band and Dancers started out as a group of friends who
liked to play at parties for fun. Since they went professional in 2000, they've become one of
South Florida's most exciting samba bands.
Jacob Jeffries Band

The nineteen-year-old leader of the Jacob Jeffries Band has already been compared to such
artists as Ben Folds, Billy Joel, and John Lennon. His band has recently played at the Sundance

Animate Objects Physical Theater's new show "Bounce Theory" combines aerial dance and

electronic music from Phoenicia, dancers hang from bungee cords forty feet above the sands of
South Beach for a truly mesmerizing spectacle. Animate Objects Physical Theater stopped

concert that combines music with dance and video-sculptures. The premier of this performance

Surface is Pulido's way of understanding the beauty and simplicity of the ocean in news ways,

New York-based performance artist Toni Dove will intrigue audiences with her production of
"Spectropia." It's an interactive experiment in film and performance that combines the feature
film experience with VJ mashing. Dove plays with film as her instrument, and allows her
audience to do the same through video-game like interaction with characters in the film.

Music has always been an integral part of classic cartoons and the SoBe Institute of the Arts
wants to experiment with that. They'll end the night of excitement with a morning of cartoons -

MASS Ensemble is known for the Earth Harp, the largest stringed instrument in the world. They
construct their own instruments from the architecture around them. At Sleepless Night, they'll
construct a version of this giant harp by running long strings from the stage to the top of Park
Central Hotel across the street. It's a show you really have to see to believe.

The Dream Engine "Heliosphere"
The trapeze artists from England's The Dream Engine trade in their swings for something a bit
more airborne. Artists float underneath a giant, color-changing, helium-filled balloon in a show
they call "Heliosphere." They bring a bit of whimsy with audience interaction, swooping down

Edouard Duval Carrie's "Under the Congo Moon" moving sculptures and Ra Ra Parade
Midnight - 3 a.m.
Local Haitian artist, Eduoard Duval Carrie also promises to create quite a show with the
performance he is calling "Under the Congo Moon." Duval Carrie explores the theme of
migration in his artwork; for Sleepless Night, he will create several large sculptures of voodoo
gods and have them "migrate" down the streets of Miami Beach in an exciting parade with
music from a live band. The parade ends on Ocean Drive, where Duval Carrie, the band, and
the voodoo gods stop to interact with people on the street.
Studio Vollaerszwart "Dark Side of the Moon"
Studio Vollaerszwart from the Netherlands brings the celestial beauty of the night sky a bit
closer to the Earth with a project they call "Dark Side of the Moon." They print images of the
moon's surface on helium balloons and light them from inside with LED lights. Volunteers will
