2009-27211 ResoRESOLUTION NO. 2009-27211 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AMENDING RESOLUTION 2008- 26909, SUBJECT TO AND EFFECTIVE UPON APPROVAL BY MIAMI- DADE COUNTY, INCREASING THE PRESENT FIRE RESCUE TRANSPORT FEES FROM $330 TO $358.67 FOR BASIC LIFE SUPPORT, FROM $380 TO $425.93 FOR ADVANCED LIFE SUPPORT 1, AND FROM $490 TO $616.47 FOR ADVANCED LIFE SUPPORT 2, AND MAINTAINING THE CURRENT FEES FOR ALL EXPENDABLE MEDICAL SUPPLIES, WITH SERVICES NOT TO BE WITHHELD DUE TO A PERSON'S INABILITY TO PAY. WHEREAS, the City of Miami Beach Fire Department serves as the provider of fire rescue transport services, and in order to comply with the provisions of the Code of Miami- Dade County, Florida, Chapters 4-7 Ambulance and Medical Transportation- Rates, proposed emergency transport fees are subject to and effective upon approval by Miami-Dade County; and WHEREAS, it is necessary to raise the established Fire Rescue Transport Fees for Basic Life Support and Advanced Life Support 1, and Advanced Life Support 2, due to increased operation expenses and to become uniform with Miami-Dade County Fire Rescue Services; and WHEREAS, all fees for expendable medical supplies shall remain the same; and WHEREAS, the current fees for transport services are as follows: Basic Life Support $330.00 Advanced Life Support 1 $380.00 Advanced Life Support 2 $490.00 Mileage Charge/per Mile $ 7.50 Cardiac Monitoring $ 25.00 I.V. / I.O. $ 25.00 Intubation $ 25.00 Oxygen $ 30.00 Spinal Immobilization $ 25.00 WHEREAS, notwithstanding the above fees, no individuals shall be deprived of Fire Rescue Transport Services due to the inability to pay for such services. BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that, subject to and effective upon approval by Miami-Dade County, resolution 2008-26909, is herein amended, increasing the present fire rescue transport fees, maintaining the current fees for all expendable medical supplies, with services not to be withheld due to a person's inability to pay. Supporting Data (Surveys, Environmental Scan, etc.): According to the 2009 Community Survey 96.8% of residents rated the overall quality of City Fire as excellent or good; and according to the Environmental Scan, in 2008 the Fire Department received 22,640 calls and 16,599 of them were rescue related. The proposed schedule balances consumer and industry needs and "enhanced efforts to collect" will have minimal impact on consumers due to the fact that ambulance transports are typically paid for by Medicare, Medicaid and private insurance. As for uninsured and underinsured patients who are unable to pay, it remains the policy of the City of Miami Beach not to pursue payment, and their outstanding balances are not collected. By amending Resolution 2008-26909 the proposed fee schedule, which is subject to and effective upon approval by Miami-Dade County and any subsequent ammendments that the County shall make to the fee shedule, the City of Miami Beach enhances the ability of the Rescue Division to provide the best possible service to the stakeholders of the City of Miami Beach. ADMINISTRATION RECOMMENDATION Adopt the Resolution. ANALYSIS The Miami Beach Fire Rescue Department transport fees provide needed revenue to offset budgetary costs. The proposed annual budget for the Rescue Division for Fiscal Year (FY) 2009/10 is $14,057,582. Revenue for Rescue Transports is projected to be $1,300,000 at the current fees as set by the City Commission. By amending Resolution 2008-26909 which is subject to and effective upon approval by Miami Dade County and the increases that may be amended from time to time by the County, the City will be able to further offset the operating costs of the Rescue Division. At the July Finance Committee Meeting the Fire Department was directed to work with the billing agency (ADPI) todetermine ifnon-residents could be sent to collections for non-payment. The Department and ADPI will be enhancing our collection efforts to increase our success rate, particularly with regard to non-resident transports as ADPI can separate incidents involving residents from non-residents. CONCLUSION The Administration recommends that the Mayor and City Commission adopt the attached resolution approving and authorizing the transport fees as set by the County and future amendments to the rates as set by the County.
