SUBJECT: SPEED HUMPS ON PRAIRIE AVENUE ~'-
The Transportation and Parking Committee (TPC) discussed the issue of speed humps at
their September 14, 2009 meeting and have forwarded the attached correspondence for
your consideration which essentially communicates the TPC's unanimous resolution to have
the speed humps removed.
STAFF RECOMMENDATION
Generally, the traffic calming device (speed cushions) installed along Prairie Avenue, 34th
Street, and Lower North Bay Road is accomplishing the goal of reducing the traveling speed.
Speed cushions are devices that assist in reducing speed as opposed to traffic volume. By
comparing the 85th percentile speeds before and after the application of speed cushions, a
reduction of approximately six (6) miles per hour (MPH) has been documented through
measurements taken by City staff in the months of April, June, July, August, and September
of 2009. This reduction is considered acceptable for the type of speed cushions installed.
Additionally, Police and Fire have tested the installed speed cushions and are satisfied. The
Public Works Department received a single complaint about the speed cushions along
Prairie Avenue. The caller indicated that others in the neighborhood were also unhappywith
speed cushions; however staff requests for written documentation of these complaints have
remained unanswered.
In fact, the Public Works Department has received more requests for the installation of
speed cushions in other neighborhoods in the Ciry after residents have experienced them
from driving along the streets designated as part of the Traffic Calming Pilot Program. The
Administration deems that the Traffic Calming Pilot Program has accomplished the desired
results of reduced travel speeds.
