OF MIAMI BEACH, FLORIDA, RETROACTIVELY APPROVING AND
AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO SUBMIT THE
FOLLOWING GRANT APPLICATION AND GRANT RENEWALS: 1)
CHILDREN'S TRUST FOR PROMOTION AND PREVENTION PROGRAM
FUNDING IN THE AMOUNT OF $180,667 FOR THE CITY'S YOUTH
EMPOWERMENT NETWORK; 2) CHILDREN'S TRUST FOR SERVICE
PARTNERSHIP PROGRAM FUNDING IN THE AMOUNT OF $400,000 FOR
THE CITY'S SUCCESS UNIVERSITY PROGRAM; 3) CHILDREN'S TRUST
FOR OUT-OF-SCHOOLS PROGRAM FUNDING IN THE AMOUNT OF
$357,878 FOR THE CITY'S SUMMER AND AFTER SCHOOL PROGRAMS;

IF APPROVED AND ACCEPTED BY THE CITY, AND AUTHORIZING THE
EXECUTION OF ALL NECESSARY DOCUMENTS AND CONTRACTS
RELATED TO THESE APPLICATIONS, INCLUDING THE FOLLOWING
PROFESSIONAL SERVICES AGREEMENTS FOR YOUTH SERVICES
RELATED TO THE CITY'S SERVICE PARTNERSHIP INITIATIVE BETWEEN
THE CITY AND: 1) AYUDA, INC. IN THE AMOUNT OF $21,000; 2) CHOICES
ET AL, INC. IN THE AMOUNT OF $43,750; 3) SOUTH FLORIDA CENTER
FOR FAMILY COUNSELING IN THE AMOUNT OF $35,000; 4) UNIDAD OF
MIAMI BEACH, INC. IN THE AMOUNT OF $49,000; 5) TEEN JOB CORPS,
INC. IN THE AMOUNT OF $25,333.20; 6) AFTER-SCHOOL TUTORING IN
THE AMOUNT OF $14,858; AND, 7) COMMUNITY INVOLVEMENT
SPECIALISTS IN THE AMOUNT OF $28,000.
WHEREAS, in August 2002 Miami-Dade voters approved to re-authorize an
independent special district, a dedicated funding source for children entitled "The
Children's Trust," to address the needs of children in Miami-Dade County in perpetuity;
and
WHEREAS, The Children's Trust has a strong emphasis on active
collaboration for improving services and access for children and families in Miami-Dade
County; and
WHEREAS, during Fiscal Year 2008/09, The Children's Trust, like many
organizations, experienced significant reduction in revenues, leading to budget and
program cuts throughout; however, the City of Miami Beach was one of the
organizations that maintained funding for all programs, despite the substantial funding
cuts made by The Trust to many programs and organizations; and
WHEREAS, the City's Youth Empowerment Network (YEN) is funded through
the Promotion and Prevention Program, and seeks to service youth at-risk of academic
failure and their families; YEN targets youth in the third, fourth and fifth grades at
Fienberg Fisher K-8 Center and Biscayne Elementary who have five or more unexcused
absences and/or less than a 2.5 grade point average; and
WHEREAS, The Children's Trust has funded the City's Youth Empowerment
Network since Fiscal Year 2005/06 and the program has been running successfully, and
during the last program year, the program scored a 97% rating in the Trust's Program
Evaluation; and
WHEREAS, this agreement, for FY 2009/10 provides funding in the amount of
$180,667 for the following client services: after-school tutoring, personal and
interpersonal skill development, care coordination, family assessments and field trips;
and
WHEREAS, this grant does not require matching funds and the project
supports the key intended outcome: enhance learning opportunities for youth; and
WHEREAS, retroactive approval is requested to accept an agreement renewal
from The Children's Trust for the Promotion and Prevention Program, for funding in the
amount of $180,667 for the City's Youth Empowerment Network; and
WHEREAS, The Children's Trust Service Partnership Program provides
funding to address targeted geographic areas and to reach at-risk populations in Miami-
Dade County and the purpose of the program is to target resources to meet the more
complex needs of the vulnerable children and families in the area; and
WHEREAS, Success University is an integrated service program that partners
with community agencies to provide Miami Beach youth at risk for truancy with personal
and academic supports, while providing their families with holistic, comprehensive
services to ensure family stability and youth success; and
WHEREAS, service components include: tutoring, family assessments, care
plan coordination, Family Group Conferencing, and referrals to community-based
services, and participants are aged 13 to 18 and predominantly have indicators showing
them to be at-risk as demonstrated by school absences, family stability, and
economic/social attachment to the community; and
WHEREAS, the City will contract with the following providers for services under
Success University:
Avuda, Inc. - $21,000
Provision of initial home visits and completion of intake documents for 150
families/sessions;
Choices Et AI. Inc - $43,750
Provision of Family Group Conferencing facilitation and completed family
contracts for 250 families/sessions;
South Florida Center for Family Counseling - $35,000
Provision of initial home visits and completion of intake documents for 250
families/sessions;
Unidad of Miami Beach - $49,000
Provision of initial home visits and completion of intake documents for 100
families/sessions; provision of Family Group Conferencing facilitation can
completed family contracts for 150 families/sessions; and, provision of job
placement services for up to 50 eligible youth clients;
Teen Job Corps - $25,333.20
Supervision and wages for 25 youth clients;
Florida's Comprehensive Assessment Testing (FCAT)/Afterschool Tutoring-
services $14,858
FCAT preparation and general studies tutoring by certified Instructors (2 teachers
for 115 days);
Community Involvement Specialists - $28,000
Two contracted Community Involvement Specialists to serve as school
representatives at all designated meetings - 700 meetings; and
WHEREAS, this program supports the key intended outcome: enhance learning
opportunities for youth and does not require matching funds; and
WHEREAS, retroactive approval is requested to accept an agreement renewal
from The Children's Trust for the Service Partnership Program for funding in the amount
of $400,000 for the City's Success University Program; and
WHEREAS, The Children's Trust Out-of-School Program provides funding for
summer camps and after-school programs that stimulate academic, athletic, cultural and
social learning in a nurturing and supervised environment while parents are working and
during times of day when adolescents are most prone to at-risk behavior; and
WHEREAS, The City's Out-of-School program provides after school services to
250 children ages 5-12 years old residing primarily in the City of Miami Beach and the
City's Summer Camp Program services 270 children ages 5-12 years old residing
primarily in the City of Miami Beach; the programs offers activities including: physical
fitness, nutrition education, homework and literacy support and the program goals are to
improve academic skills and literacy and improve physical health and fitness; and
WHEREAS, This program supports the key intended outcome: increase
satisfaction with family recreational activities and this grant does not require matching
funds; and
WHEREAS, retroactive approval is requested to accept an agreement renewal
from The Children's Trust for the Out-of-School Program for funding in the amount of
$357,878 for the City's Afterschool and Summer Programs; and
WHEREAS, funded by Miami-Dade County, the Community Grants Program
funds projects with community involvement and a strong community outreach
component, particularly cultural neighborhood activities encouraging the preservation of
heritage, traditions and culture; and
WHEREAS, the Miami Beach Festival of the Arts is free to the public, and this
two-day event will be held on Ocean Terrace in North Beach on January 30-31, 2010;
and
WHEREAS, the Festival has been a consistent visitor attraction for the past 35
years and North Beach hotels offer attractive packages to the artists who participate in
the festival; the Festival is an important annual tourist and community event in North
Beach, and attendance is estimated to be in the range of 40,000-50,000; and
WHEREAS, matching funds are required for this grant and are available from
corporate support donated to the program and the program supports the key intended
outcome: Increase satisfaction with family recreational activities; and
WHEREAS, retroactive approval is requested to submit a grant application to
Miami-Dade County Department of Cultural Affairs for the FY 2009/10 Community
Grants Program for funding in an amount not to exceed $10,000 for the Miami Beach
Festival of the Arts, 2010, and
WHEREAS, the Urban Area Security Initiative (UASI) is funded through the
Department of Homeland Security (DHS), under the Homeland Security Grant Program
with the core missions of enhancing the ability of state and local government to prevent,
protect against, respond to and recover from terrorist attacks and other disasters; and
WHEREAS, the federal government allocates funding to the different Urban Area
groups based on a risk-based methodology, and the City of Miami Beach receives UASI
funding as part of the allocation for the Miami Urban Area; the City will be utilizing grant
funds for to further homeland security needs citywide; and
WHEREAS, the City anticipates submitting an application for UASI funding in an
amount not to exceed $400,000 and no matching funds are required; this project
supports the key intended outcome: increase visibility of Police; maintain crime rates at
or below national trends;
WHEREAS, approval is requested to submit the following grant applications to
the Urban Areas Security Initiative (UASI) program in an amount not to exceed $400,000
for FY 2010 funding; and
WHEREAS, Miami-Dade County is a recipient of federal funding under Title IV of
the Stewart McKinney Homeless Assistance Act through the U.S. Department of
Housing and Urban Development, and the City has applied to the County Homeless
Trust for funding, in an amount not to exceed $64,000, to provide supportive services,
including homes outreach and shelter placement; and
WHEREAS, the City will use the funds for the following homeless activities: 1)
outreach and to inform persons about the program; 2) assess and confront problems;
and, 3) for shelter placements; and
WHEREAS, A match of at least 25% is required, matching funds in the amount of
$16,000 are available form the Real Estate, Housing and Community Development
Department, Homeless Division operating budget and this project supports the key
intended outcome: reduce the number of homeless; and
WHEREAS, approval is requested to submit a grant application to Miami-Dade
County Homeless Trust, for funding, in an amount not to exceed $64,000 for the City's
Supportive Housing Grant program.
NOW THEREFORE, BE IT DULY RESOLVED THAT THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, hereby retroactively
approve and authorize the City Manager or his designee to submit the following grant
application and grant renewals: 1) The Children's Trust for Promotion and Prevention
Program funding in the amount of $180,667 for the City's Youth Empowerment Network;
2) The Children's Trust for Service Partnership Program funding in the amount of
$400,000 for the City's Success University Program; 3) The Children's Trust for Out-Of-
Schools Program funding in the amount of $357,878 for the City's Summer and After
School Programs; 4) Miami-Dade County, Community Grant Program for funding in an
amount not to exceed $50,000 for the City's Festival Of The Arts 2010 Event; and that
the Mayor and City Commission approve and authorize the City Manager or his

nearly two-fifths of all residential respondents surveyed, 37.3%, feel the "18 years of age and under"
demographic should benefit most from limited resources during tough economic times; 85% of residents
rated recreation programs as either `excellent' or `good', 18% of residents rated recreation programs as one
the services the City should strive not to reduce; 4) 24.1 % of residents and 53.6% of businesses rated the
availability of cultural activities as `too few' and 24.6% of residents and 40.3% of businesses rated the
availability of `family friendly' events as too few; 69% of resident believe that the tourism industry contributes
`about the right amount' to their quality of life, 24% of residents rated Arts and Culture as one of the services
the City should strive not to reduce; 6) "The City's efforts to address homelessness" was a key driver for
resident respondents in how they view the city as a place to live, view city government on meeting
expectations and if they would or would not recommend the city as a place to live; 'A lot of homeless' was

ANALYSIS
1. Retroactive approval to accept an agreement renewal from the Children's Trust
for the Promotion and Prevention Program, for funding in the amount of $180,667
for the City's Youth Empowerment Network
In September 2002 Miami-Dade voters approved an independent special district, a
dedicated funding source for children entitled "The Children's Trust" to address the needs of
children in Miami-Dade County. A "sunset provision" required that the initiative be returned
within five years for voter approval. That vote took place Aug. 26, 2008. Miami-Dade voters
decided in overwhelming numbers - 86 percent - to reauthorize The Children's Trust, this
time in perpetuity. The Children's Trust has a strong emphasis on active collaboration for
improving services and access for children and families in Miami-Dade County and
encourages creative approaches to coordinating, integrating and funding services across
and within the areas of health, safety, development and to promote increased parental and
community involvement.
During Fiscal Year 2008/09, The Children's Trust, like many organizations, experienced
significant reduction in revenues, leading to budget and program cuts throughout. The City
of Miami Beach was one of the organizations that maintained funding for all programs,
despite the substantial funding cuts made by The Trust to many programs and
organizations. As such, the City has funding in FY 2009/10 for all three programs (Promotion
and Prevention, Service Partnership and Out-of-Schools), as discussed in this agenda item.
The Promotion and Prevention Program provides services that promote early learning,
literacy, improve academic performance, youth development, parenting skills, involvement in
the arts, awareness of health and safety issues and education regarding the needs of
children with disabilities. Program goals are to prevent violence, child abuse and neglect,
reduce school truancy, school dropout, and substance abuse.
The City's Youth Empowerment Network (YEN) funded through the Promotion and
Prevention Program, successfully since 2005/06, seeks to service youth at-risk of academic
failure and theirfamilies. YEN targets youth in the third, fourth and fifth grades at Fienberg
Fisher K-8 Center and Biscayne Elementary who have five or more unexcused absences
and/or less than a 2.5 grade point average.
During the last program year, the program scored 97% rating in The Trust's Program
Evaluation. 67% of youth improved school grades, and 61 % of youths improved school
attendance. This agreement, for FY 2009/10 provides $180,667 in funding for the following
services for clients: after-school tutoring, personal and interpersonal skill development, care
coordination, family assessments and field trips. The grant funds salaries, tutoring, travel,
meals, supplies and field trips. This grant does not require matching funds, and the project
supports the key intended outcome: enhance learning opportunities for youth.

Afterschool and Summer Programs
The Children's Trust Out-of-School Program provides funding for summer camps and after-
school programs that stimulate academic, athletic, cultural and social learning in a nurturing
and supervised environment while parents are working and during times of day when
adolescents are most prone to at-risk behavior.
The City's Out-of-School program provides after school services to 250 children ages 5-12
years old residing primarily in the City of Miami Beach. The City's Summer Camp Program
services 270 children ages 5-12 years old residing primarily in the City of Miami Beach. The
program offers activities to the children including physical fitness, nutrition education and
homework and literacy support. Program goals are to improve academic skills and literacy
and improve physical health and fitness. The program received a rating of 75% last year by
the Children's Trust. The grant funds will be expended on salaries, travel and field trips.
This program supports the key intended outcome: enhance learning opportunities foryouth.
This grant does not require matching funds.
4. Retroactive approval to submit a grant application to Miami-Dade County
Department of Cultural Affairs for the FY 2009/10 Community Grants Program for
funding in an amount not to exceed $10,000 for the Miami Beach Festival of the Arts,

Funded by Miami-Dade County, the Community Grants Program funds projects with
community involvement and a strong community outreach component, particularly cultural
neighborhood activities encouraging the preservation of heritage, traditions and culture.
The Miami Beach Festival of the Arts will be celebrating its 36th year in 2010. Free to the
public, thistwo-day event will be held on Ocean Terrace in North Beach. The Festival will be
held January 30-31, 2010. Approximately 150 artists are selected to participate by the
selection committee, which reviews slides from hundreds of artists from the U.S., Canada,
and Europe. In addition, a special section will showcase approximately 10 local art
organziation. The Festival provides artists with the opportunity to display and sell theirwork,
and features international food vendors and interactive arts activities for young people.
The Festival has been a consistent visitor attraction for the past 35 years. It is the premier
tourist event in North Beach. North Beach hotels offer attractive packages to the artists who
participate in the festival. The Festival is an important annual tourist and community event
and attendance is estimated to be in the range of 40,000-50,000. Matching funds are
required for this grant and are available from corporate support donated to the program.
This program supports the key intended outcome: increase satisfaction with famly
recreational activities.
5. Approval to submit the following grant applications to the Urban Areas Security
Initiative (UASI) program in an amount not to exceed $400 000 for FY 2010 funding
The Urban Area Security Initiative (UASI) is funded through the Department of Homeland
Security (DHS), under the Homeland Security Grant Program. One of the core missions of
the DHS is to enhance the ability of state and local government to prevent, protect against,
respond to and recover from terrorist attacks and other disasters.

The federal government allocates funding to the different Urban Area groups based on a
risk-based methodology. The program focuses on planning, equipment, training and
exercise needs of high threat, high density urban areas.
The City of Miami Beach receives UASI funding as part of the allocation for the Miami Urban
Area. The City will be utilizing grant funds to further homeland security needs citywide. The
City anticipates submitting an application for UASI funding an amount not to exceed
$400,000. No matching funds are required and this project supports the key intended
outcome: Increase visibility of Police; maintain crime rates at or below national trends.
6. Approval to submit a grant application to Miami-Dade County Homeless Trust, for
funding, in an amount not to exceed $64,000 forthe City's Supportive Housing Grant
program
Miami-Dade County is a recipient of federal funding under Title IV of the Stewart McKinney
Homeless Assistance Act through the U.S. Department of Housing and Urban Development.
The City has applied for funding, in an amount not to exceed $64,000, from Miami-Dade
County Homeless Trust to provide supportive services, including homes outreach and
shelter placement. The City will use the funds for the following homeless activities: 1)
outreach and to inform persons about the program; 2) assess and confront problems; and,
3) for shelter placements.
A match of at least 25% is required. Matching funds are available form the Real Estate,
Housing and Community Development Department, Homeless Division operating budget.
This project supports the key intended outcome: reduce the number of homeless.
Conclusion
The Administration requests approval to authorize the City Manager or his designee
retroactive approval to submit the following grant application and grant renewals: 1)
Children's Trust for Promotion and Prevention Program funding in the amount of $180,667
for the City's Youth Empowerment Network; 2) Children's Trust for Service Partnership
Program funding in the amount of $400,000 for the City's Success University Program; 3)
Children's Trust for Out-of-Schools Program funding in the amount of $357,878 for the City's
Summer And After School Programs; 4) Miami-Dade County, Community Grant Program for
funding in an amount not to exceed $50,000 for the City's Festival Of The Arts 2010 Event;
and approving and authorizing the City Manager or his designee to submit the following
grant applications: 5) Urban Area Security Initiative (UASI) funding in an amount not to
exceed $400,000 for the City's Homeland Security needs; and, 6) Miami-Dade County for
funding in an amount not to exceed $64,000 for the City's Homeless Outreach Program;
further appropriating the above funds, if approved and accepted by the City, and authorizing
the execution of all necessary documents and contracts related to these applications,
including the following Professional Services Agreements for Youth Services related to the
City's Service Partnership Initiative between the City and: 1) Ayuda, Inc. in the amount of
$21,000; 2) Choices Et AI, Inc. in the amount of $43,750; 3) South Florida Center for Family
Counseling in the amount of $35,000; 4) Unidad Of Miami Beach, Inc. in the amount of
$49,000; 5) Teen Job Corps, Inc. in the amount of $25,333.20; 6)After-school tutoring in the
amount of $14,858; and, 7) Community Involvement Specialists in the amount of $28,000.
