A RESOLUTION OF THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA, AUTHORIZING THE CITY MANAGER AND
CITY CLERK TO EXECUTE A MUTUAL AID
AGREEMENTS WITH THE FOLLOWING
GOVERNMENTAL AGENCIES: 1) THE VILLAGE OF EL
PORTAL; 2) THE CITY OF FLORIDA CITY; 3) THE CITY
OF HIALEAH; 4) THE VILLAGE OF INDIAN CREEK; 5)
THE VILLAGE OF KEY BISCAYNE; 6) MIAMI SHORES
VILLAGE; 7) THE CITY OF NORTH BAY VILLAGE 8) THE
CITY OF NORTH MIAMI; 9) THE CITY OF NORTH MIAMI
BEACH; 10) THE VILLAGE OF PINECREST; 11) THE
CITY OF SOUTH MIAMI; 12) THE CITY OF SUNNY ISLES
BEACH; 13) THE TOWN OF SURFSIDE; 14) THE CITY OF
SWEETWATER; AND 15) THE VILLAGE OF VIRGINIA
GARDENS, FLORIDA, FOR THE PURPOSE OF
COORDINATING LAW ENFORCEMENT PLANNING,
OPERATIONS, AND MUTUAL AID BENEFIT BETWEEN
THE CITY OF MIAMI BEACH AND THE VILLAGE OF EL
PORTAL, THE CITY OF FLORIDA CITY, THE CITY OF
HIALEAH, THE VILLAGE OF INDIAN CREEK, THE
VILLAGE OF KEY BISCAYNE, MIAMI SHORES VILLAGE,
THE CITY OF NORTH BAY .VILLAGE, THE CITY OF
NORTH MIAMI, THE CITY OF NORTH MIAMI BEACH, THE
VILLAGE OF PINECREST, THE CITY OF SOUTH MIAMI,
THE CITY OF SUNNY ISLES BEACH, THE TOWN OF
SURFSIDE, THE CITY OF SWEETWATER, AND THE
VILLAGE OF VIRGINIA GARDENS, FLORIDA.
WHEREAS, it is the responsibility of the respective governments of the
Village of EI Portal, the City of Florida City, the City of Hialeah, the Village of
Indian Creek, the Village of Key Biscayne, Miami Shores Village, the City of
North Bay Village, the City of North Miami, the City of North Miami Beach, the
Village of Pinecrest, the City of South Miami, the City of Sunny Isles Beach, the
Town of Surfside, the City of Sweetwater, and the Village of Virginia Gardens,
Florida, to ensure the public safety of their citizens by providing adequate levels
of police service to address any foreseeable routine or emergency situation; and
WHEREAS, there is an existing and continuing possibility of the
occurrence of law enforcement problems and other natural and man-made
conditions which are, or are likely to be, beyond the control of services,
personnel, equipment, or facilities of the City of Miami Beach Police Department
and the other governmental agencies mentioned above; and
WHEREAS, it is necessary to ensure that these law enforcement
agencies will be adequate to address any and all of these conditions, to protect
the public peace and safety, and to preserve the lives and property of the people
of the City of Miami Beach and the Village of EI Portal, the City of Florida City,
the City of Hialeah, the Village of Indian Creek, the Village of Key Biscayne,
Miami Shores Village, the City of North Bay Village, the City of North Miami, the
City of North Miami Beach, the Village of Pinecrest, the City of South Miami, the
City of Sunny Isles Beach, the Town of Surfside, the City of Sweetwater, and the
Village of Virginia Gardens, Florida; and
WHEREAS, the City of Miami Beach and the Village of EI Portal, the City
of Florida City, the City of Hialeah, the Village of Indian Creek, the Village of Key
Biscayne, Miami Shores Village, the City of North Bay Village, the City of North
Miami, the City of North. Miami Beach, the Village of Pinecrest, the City of South
Miami, the City of Sunny Isles Beach, the Town of Surfside, the City of
Sweetwater, and the Village of Virginia Gardens, Florida, have the authority
under Chapter 23, Florida Statutes, "Florida Mutual Aid Act," to enter into the
attached Mutual Aid Agreement.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND
CITY COMMISSION OF THE CITY OF, MIAMI BEACH, FLORIDA, that the City
Manager and City Clerk are authorized to execute the attached Voluntary
Cooperation and Operational Assistance Mutual Aid Agreements with the
following governmental agencies; 1) the Village of EI Portal; 2) the City of Florida
City; 3) the City of Hialeah; 4) the Village of Indian Creek; 5) the Village of Key
Biscayne; 6) Miami Shores Village; 7) the City of North Bay Village 8) the City of
North Miami; 9) the City of North Miami Beach; 10) the Village of Pinecrest; 11)
the City of South Miami; 12) the City of Sunny Isles Beach; 13) the Town of
Surfside; 14) the City of Sweetwater; and 15) the City of Virginia Gardens,
Florida, for the purpose of coordinating law enforcement planning, operations,
and mutual aid benefits between the the Village of EI Portal, the City of Florida
City, the City of Hialeah, the Village of Indian Creek, the Village of Key Biscayne,
Miami Shores Village, the City of North Bay Village, the City of North Miami, the
City of North Miami Beach, the Village of Pinecrest, the City of South Miami, the
City of Sunny Isles Beach, the Town of Surfside, the City of Sweetwater, and the
Village of Virginia Gardens, Florida.

The City of Miami Beach and the 1) Village of EI Portal, 2) Florida City, 3) City of Hialeah, 4) Indian Creek
Village, 5) Village of Key Biscayne, 6) Miami Shores Village, 7) City of North Bay Village, 8) City of North
Miami, 9) City of North Miami Beach, 10) Village of Pinecrest, 11) City of South Miami, 12) City of Sunny
Isles, 13) Town of Surfside, 14) City of Sweetwater, 15) Village of Virginia Gardens, Florida because of the
existing and continuing possibility of the occurrence of law enforcement problems and other natural and

the Miami Beach Police Department or the above listed municipalities believe that it is beneficial for each to
participate in a Mutual Aid Agreement as authorized by Chapter 23, Florida Status.
The Mutual Aid Agreements will allow for the sharing of law enforcement resources and the rendering of
assistance both during routine and intensive law enforcement situations.
These Agreements will take effect when it is signed and will expire on December 31, 2015.

ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
ANALYSIS
The City of Miami Beach and the 1) The Village of EI Portal, 2) The City of Florida City, 3)
The City of Hialeah, 4) The Village of Indian Creek, 5) The Village of Key Biscayne, 6) Miami
Shores Village, 7) City of North Bay Village, 8) City of North Miami, 9) City of North Miami
Beach, 10)The Village of Pinecrest,11) The City of South Miami, 12)The City of Sunny Isles
Beach, 13)The Town of Surfside, 14) The City of Sweetwater, 15) The Village of Virginia

CONCLUSION
It is recommended that the Mayor and City Commission adopt this Resolution and authorize
the signing of the Mutual Aid Agreements that will allow for the sharing of law enforcement
