2009-28228 ResoRESOLUTION NO. ..2009-27228 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER AND CITY CLERK TO EXECUTE A MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF MIAMI BEACH, ON BEHALF OF THE MIAMI BEACH POLICE DEPARTMENT AND THE MIAMI-DADE POLICE DEPARTMENT FOR THE MIAMI BEACH POLICE DEPARTMENT TO ACCESS THE MIAMI-DADE POLICE DEPARTMENT'S PHOTO IMAGING SYSTEM. WHEREAS, the Miami-Dade Police Department has initiated a new program to provide local police agencies access to their computerized Photo Imaging System; and WHEREAS, the Photo Imaging System is a database that contains Miami-Dade County adult and juvenile arrest records, gang, burglary and auto theft information, and Miami-Dade Police Department forensic drawings, which include age progression, re-constructive face and post-mortem imaging; and WHEREAS, the images and data stored in the Miami-Dade Police Department's Photo Imaging server database will allow sworn Miami Beach Police Department employees to perform investigative searches, create photo line-ups, and search electronic mug shot books; and WHEREAS, the computerized Photo Imaging System can be accessed via a web based application transmitted through the City's current high speed network connection; and WHEREAS, sworn Miami Beach Police Department employees will be able to access this system, at no cost or charge to the City. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City Manager and City Clerk are authorized to execute the attached Memorandum of Understanding between the City of Miami Beach on behalf of Miami Beach Police Department and the Miami-Dade Police Department for the Miami Beach Police Department to access the Miami-Dade Police Department's Photo Imaging System. Item Summary/Recommendation: The Miami -Dade Police Department has initiated a new program to provide local police agencies access to their computerized Photo Imaging System. The Photo Imaging System is a data base that contains Miami-Dade County adult and juvenile arrest records, Miami-Dade Police Department forensic drawing to include composite age progression, re-constructive face and post-mortem images. This data base also includes gang, burglary and auto theft information. The Photo Imaging System can be accessed by a computer via a web based application transmitted through a current high speed network connection. The images and data are stored in the Miami-Dade Police Department Photo Imaging server data base and will allow law enforcement personnel to perform investigative searches, create photo line-ups, and search electronic mug books. Arrangements can be made to allow for every sworn Miami Beach Police Department employee access to this system, which will provide for an excellent investigative tool. The Photo Imaging System has the support of the City's Information Technology Department. To participate in this system there are no costs or charges to the City.
