A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, CONSENTING TO AND
CONFIRMING THE APPOINTMENT OF CARLOS NORIEGA AS CHIEF
OF POLICE FOR THE CITY OF MIAMI BEACH.
WHEREAS, the City Manager has appointed Carlos Noriega as the Chief of
Police for the City of Miami Beach; and
WHEREAS, pursuant to Section 4.02 of the City of Miami Beach Charter, as well
as Section 2-3 of the City Code, the City Manager has the power to appoint directors of
the City departments with the consent and conformance of the Mayor and the City
Commission; and
WHEREAS, the Mayor and the City Commission wish to consent to and confirm
the appointment of Carlos Noriega as the Chief of Police for the City of Miami Beach.
NOW, THEREFORE, BE IT DULY RESOLVED THAT THE MAYOR AND
CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor
and the City Commission have consented to and confirmed the appointment of
Carlos Noriega as the Chief of Police for the City of Miami Beach.
PASSED and ADOPTED this 5th day of September 2007.

SUBJECT: A RESOLUTION OF THE MAYOR AND THE CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, CONSENTING TO THE APPOINTMENT OF
CARLOS NORIEGA AS CHIEF OF POLICE FOR THE CITY OF MIAMI BEACH.
ADMINISTRATION RECOMMENDATION
Pursuant to the requirements of Article IV, Section 4.02 of the City Charter, it is
recommended that the Mayor and the City Commission adopt the attached resolution
consenting and confirming Carlos Noriega as Chief of Police for the City of Miami Beach.
ANALYSIS
Assistant Chief Noriega has been with the Miami Beach Police Department 23 years and
has been serving as the acting Police Chief since April 2, 2007. He started his career as a
Patrol Officer in 1984 rising through the ranks to his current position. Since 2006, he has
served as the Assistant Chief of Police and Commander of the Administrative Bureau where
his responsibilities have included overseeing the Police budget, hiring, accreditation,
training, property and evidence, technology, payroll, off-duty, information resources and
communications. He served as a Major and Division Chief since 2000 overseeing the
Patrol Division and Technical Services Division. Assistant Chief Noriega has a Bachelor of
Arts in Criminal Justice from St. Thomas University and a Master of Science in Criminal
Justice from Florida International University.
CONCLUSION
While in most Council/Manager governments, City Managers are typically granted broad
authority to select key department heads, a provision of the City of Miami Beach charter
requires consent by the City Commission.
As our new Chief of Police, Carlos Noriega will be carrying out the mission of the Police
Department to provide and enhance quality police services to our community by promoting a
safe environment through police and citizen interactions with an emphasis on integrity,
fairness, and professionalism.
