A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, APPROVING AND AUTHORIZING THE CITY MANAGER TO
ISSUE A CERTIFICATION OF CONSISTENCY WITH THE CITY'S CONSOLIDATED
PLAN TO THE MIAMI-DADE COUNTY HOMELESS TRUST (TRUST) FOR THEIR
APPLICATION OF FUNDING THROUGH THE U.S. DEPARTMENT OF HOUSING
AND URBAN DEVELOPMENT'S (HUD) SUPER NOTICE OF FUNDING
AVAILABILITY (SUPER-NOFA) TO APPLY FOR RENEWAL FUNDING FOR THE
FOLLOWING: CARRFOUR SUPPORTIVE HOUSING TO CONTINUE PROVIDING
PERMANENT HOUSING AND SUPPORTIVE SERVICES TO 48 FORMERLY
HOMELESS INDIVIDUALS AND TRANSITIONAL HOUSING TO 24 FORMERLY

SUPPORTIVE SERVICES TO HOMELESS PERSONS IN MIAMI BEACH; AND
DOUGLAS GARDENS COMMUNITY MENTAL HEALTH GENTER OF MIAMI BEACH,
INC. TO CONTINUE PROVIDING HOUSING AND SUPPORTIVE SERVICES TO
FORMERLY HOMELESS PERSONS WITH DISABILITIES AT THE MAYFAIR
RESIDENCE AND EXTRA HELP PROGRAMS, SCATTERED SITE HOUSING
THROUGH ANOTHER CHANCE AND MY CHOICE PROGRAMS, AND TO PROVIDE
TRANSITIONAL HOUSING AND CASE MANAGEMENT TO VICTIMS OF DOMESTIC
VIOLENCE THROUGH THEIR SUCCESSFUL INVESTMENTS PROGRAM;
FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE ANY SUBSEQUENT
CERTIFICATIONS OF CONSISTENCY WITH THE CITY'S CONSOLIDATED PLAN
FOR RENEWAL APPLICATIONS OF HUD FUNDING FOR THE AFORESAID
PROJECTS.
WHEREAS, on July 16, 2008, the Mayor and City Commission adopted the City of Miami Beach
Consolidated Plan for Fiscal Years 2008 through 2012 (Consolidated Plan); and
WHEREAS, the Miami-Dade County Homeless Trust (Trust) serves as the lead applicant for
funding via The U.S. Department of Housing and Urban Development's (HUD) Super Notice of Funding
Availability (SuperNOFA) process for housing and service programs that serve homeless and formerly
homeless persons; and
WHEREAS, HUD requires the Trust, as the lead applicant, to submit Certifications of
Consistency with Consolidated Plan letters from each entitlementjurisdictionwith aproject applying for
new or renewal funding, certifying that the program in their jurisdiction is consistent with the
jurisdiction's Consolidated Plan; and
WHEREAS, Carrfour Supportive Housing, Inc.'s Harding Village Apartments Permanent
Housing and Transitional Housing programs for formerly homeless persons; the City of Miami Beach
Office of Real Estate, Housing and Community Development Division/Homeless Services Division'
Homeless Outreach Program; and Douglas Gardens Community Mental Health Center, Inc.'s Mayfair
Residence and Extra Help Apartments, My Choice and Another Chance scattered-site housing
programs, and the Successful Investments program for domestic violence victims, have previously
received funding for homeless housing and/or service programs, such funding which is currently eligible
for renewal; and
WHEREAS, the Certification of Consistency, once issued, will be submitted to the Trust as part
of their funding applications to HUD for renewal of award of funds for these proposed Projects; and

WHEREAS, all of the projects remain consistent with the City's Consolidated Plan and are
eligible for renewal funding; and
WHEREAS, the City Commission has approved Certifications of Consistency for all of these
programs previously for purposes of applying for prior cycles of renewal funding; and
WHEREAS, as the renewal funding provides only for the continuation of the program as
currently provided, and the current programs described above have been and continue to be consistent
with the City's Consolidated Plan, it is recommended that the Manager be authorized to execute any
future Certifications of Consistency for renewal,funding for these specific projects.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, that the City Manager is authorized to issue the Certification
of Consistency with the City's Consolidated Plan to the Miami-Dade County Homeless Trust for their
application to the U.S. Department of Housing and Urban Development's (HUD) Super Notice of
Funding Availability for renewal funding for the following projects: Carrfour Supportive Housing's
Harding Village Permanent Housing and Transitional Housing programs; City of Miami Beach Office of
Real Estate Housing and Community Development/Homeless Service Division's Homeless Outreach
Program; and Douglas Gardens Community Mental Health Center, Inc.'s Mayfair Residence and Extra
Help Apartments, My Choice and Another Chance scattered-site housing programs, and the Successful
Investments program for domestic violence victims; and further authorizing the City Manager to execute
any subsequent Certificates of Consistencies with the City's Consolidated Plan for renewal applications
of HUD funding for the aforesaid projects.

the Super Notice of Funding Availability from U.S. HUD, through the Miami-Dade County Homeless Trust, in order to
continue rovidin services to homeless and former) homeless ersons on Miami Beach?
Item Summa /Recommendation:
U.S. HUD requires all entitlement jurisdictions Qurisdictions that receive HUD funds for housing and community
development, such as Miami Beach) to prepare and submit a "Consolidated Plan" that provides the community's goals,
objectives and priorities relating to housing and community development efforts. On July 16, 2008, the City Commission
approved the City's Five-Year Consolidated Plan; it was subsequently submitted and approved by US HUD. The current plan
expires in 2012. All applications for funding, including renewal funding, from US HUD for housing and community
development programs they administer must include a certification ("Certification of Consistency') that the proposed program
is consistent with the jurisdiction's approved Consolidated Plan. On October 1~, 2009, the Miami-Dade County Homeless
Trust (Trust), as the lead applicant for homeless funding via The U.S. Department of Housing and Urban Development's
(HUD) Super Notice of Funding Availability (SuperNOFA) process, requested a Certification of Consistency with the City's
Consolidated Plan in order to apply for renewal funding on behalf of Carrtour Supportive Housing, Inc.'s Harding Village
Apartments; the City of Miami Beach Office of Real Estate Housing and Community Development/Homeless Services
Division's Homeless Outreach Program; and Douglas Gardens Community Mental Health Center of Miami Beach, Inc.'s
Mayfair Residences, Extra Help, My Choice, Another Chance and Successful Investment programs. These programs
currently provide a variety of homeless services, including housing, treatment, employment placement, and outreach. The
housing and services they provide have previously been funded and received Certifications of Consistency with the City's
Consolidated Plan; as these are renewal funding requests for the same project, they remain consistent with the City's
Consolidated Plan and, as such, it is recommended that the City Commission approve and authorize the City Manager to
issue a Certification of Consistency for these previously noted renewal projects; and further authorize the City Manager to
issue an subse uent Certifications of Consistencefor renewal funding from US HUD for these particular proiects.

ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
ANALYSIS
The U.S. Department of Housing and Urban Development (HUD) requires that applicants for funding
obtain and submit a Certification of Consistency with the Consolidated Plan from the entitlement
jurisdiction where the activity is to be located for each application. The Plan is a five (5) year planning
document required by HUD, whereby an entitlement community, through a collaborative process,
establishes a unified vision for community development and housing activities. It offers local jurisdictions
the opportunity to shape the various housing and community development programs into effective,
coordinated neighborhood and community development strategies. The Plan is also the means to meet
the application requirements for HUD's CDBG, HOME and Homeless programs. The City of Miami
Beach Commission adopted our Consolidated Plan (Plan) on July 16, 2008; this Plan is in effect through
September 30, 2012.

Certification of Consistency Memo
A jurisdiction's certification that an application is consistent with its Consolidated Plan means that the
proposed activities are consistent with the jurisdiction's Plan, and the location of the proposed
activity(ies) is consistent with the geographic areas specified in the Plan. The jurisdiction must provide
the reasons for any denial when it fails to provide a Certification of Consistency.
On October 1, 2009, the Miami-Dade County Homeless Trust (Trust), as the lead applicant for homeless
funding via The U.S. Department of Housing and Urban Development's (HUD) Super Notice of Funding
Availability (SuperNQFA) process, requested a Certification of Consistency with the City's Consolidated
Plan in order to apply for renewal of funding of several projects currently funded by HUD, through the
Homeless Trust, that provide housing and/or services to homeless or formerly homeless persons.
These projects eligible for renewal funding are:
Carrfour Supportive Housing, Inc. to continue providing permanent and transitional housing and
supportive services at the Harding Village apartments, located at 8540 Harding Avenue, Miami
Beach. The program provides 48 units of permanent housing and supportive services to formerly
homeless and disabled residents (of these 48 units, eight are reserved for those living with
HIV/AIDS), and 24 units of transitional housing and supportive services to formerly homeless
persons. Twenty units provide housing and services for formerly homeless veterans.
City of Miami Beach Office of Real Estate Housing and Community Development/Homeless
Services Division to continue providing outreach and supportive services to homeless persons in
Miami Beach through their Homeless Outreach Program. The Program provides street outreach
targeting homeless individuals within the City to engage clients in accepting shelter and related
supportive services to enable them to transition from homelessness to appropriate housing. The
goal of the program is to eliminate homelessness by providing outreach services as a bridge
between homeless individuals/families in Miami Beach and available community resources
(including emergency shelter, housing, employment, entitlements, counseling, medical services,
etc.).
Douglas Gardens Community Mental Health Center of Miami Beach, Inc. (Douglas Gardens) to
continue providing housing and supportive services to formerly homeless persons with
disabilities at the Mayfair Residence and Extra Help programs, through the My Choice and
Another Chance scattered site housing programs, and to the Successful Investments Supported
Housing Program (SHP), to provide rental assistance and case management to victims of
domestic violence who have become homeless.
These projects include initiatives and efforts, such as preventing homelessness, outreach/assessment,
emergency services, transitional housing, and helping homeless persons (especially any persons that
are chronically homeless) make the transition to permanent housing and independent living.
All of the projects remain consistent with the City's Consolidated Plan and are eligible for renewal
funding. The City Commission has approved Certifications of Consistency for all of these programs
previously for purposes of applying for prior cycles of renewal funding. As the renewal funding provides
only for the continuation of the program as currently provided, and the current programs described
above have been and continue to be consistent with the City's Consolidated Plan, it is recommended
that the Manager be authorized to execute any future Certifications of Consistency for renewal funding
for these specific projects.
CONCLUSION
The projects described above have been and continue to be consistent with the City's Consolidated
Plan, and are eligible for renewal funding from HUD. The Administration recommends that the Mayor
and the City Commission approve and authorize the City Manager to issue a Certification of Consistency

As you may be aware the Miami-Dade County Homeless Trust serves as the lead applicant for Homeless
funding via the United States Department of Housing and Urban Development's (HUD) Super Notice of
Funding Availability process; otherwise known as the SuperNOFA.
This is the second year that HUD has modified it's application process from that of a paper application to
electronic submission. Under this new system, the lead applicant obtains the Certification of Consistency
with Consolidated Plan letters (CoC Letters) from each entitlement jurisdiction. HUD has also requested
that one master letter, with an accompanying list of projects be requested and submitted.
In previous years each funded provider agency has approached your entitlement jurisdiction and
requested individual letters. We believe this process will be easier for your staff and our providers in that
only one form is required.
This new process only applies to projects being renewed (which are the majority of our programs) and
your office may still be contacted on a case by case basis by a handful of agencies requesting their own
CoC letters.
Please review the attached documents and obtain the appropriate signatures. We would request that you
or the appropriate staff execute the CoC sign and return it to my attention in the self addressed envelope
