Subject: Job Order Contracting -Right-Of-Way Improvements for Neighborhood No. 6 -
Oceanfront
Pursuant to the City Commission's direction during its July 15, 2009, meeting, the Mayor and
City Commission must be notified of all Job Order Contract (JOC) project awards with a
projected construction cost over $1 million.
JOC Project No. 272.OO.CIP.23-08109, for the Right-Of-Way (ROW) improvements for
Neighborhood No. 6 -Oceanfront is currently set for approval on November 30, 2009, based on
a Guarantee Maximum Price (GMP) cost proposal submitted by Ric-Man International, Inc. for
$1,911,570.72.
It is important to complete the Collins Avenue portion of this project before April 2010 since
FDOT is scheduled to begin a project on Collins Avenue and intends to impose a moratorium on
construction within its ROW.
Scoff of Work
The general location of the work area defined as Neighborhood No.6: Oceanfront -City-owned
ROWS is between the south boundary of 26th Street, the North boundary of 43rd Street, West
boundary at Indian Creek Drive and East boundary at Collins Avenue.
The work will consist of the installation of a new water main line at all side streets between
Collins Avenue and Indian Creek Drive with connections at both major arterials, installation of a
new electrical backbone system with new light fixtures and connection to existing FPL vaults, in
addition to, the installation of a new drainage system, bump outs, irrigation system to feed to
each bump out, landscape and ground covers for the bump outs, replacement of the entire
length of sidewalk and concrete curbs between Collins Avenue and Indian Creek Drive, milling
and resurfacing with an additional one (1) inch of asphalt to extend the life of the roadway
surface, roadway striping and removal and replacement of all signal loops damaged during
construction.
The work must be in accordance to drawings and as-bid technical specifications dated
September 15, 2006, with new limits of construction as indicated in the scope of work to match
the FDOT Indian Creek Drive Improvement Project and the City of Miami Beach Water Main
and Sanitary Sewer Line Improvement Project on the west and the FDOT Collins Avenue
Repair, Rehabilitation and Resurface Project on the east side. The Contractor will be
responsible for any redesign, permits, construction submittals, construction inspection, public
information services, and certifications signed and sealed of all work with accompany as-built
and final surveys.
JOC Procurement Process
The Procurement Division issued a request of cost proposals from the following three (3) City
Commission-approved Horizontal-ROW JOC Contractors on July 31, 2009, with a Guarantee
Maximum Price (GMP) cost proposal deadline of August 5, 2009:
H.A. Contracting Corp.
• Ric-Man International, Inc.
• Unitech Builders Corp.
Ric-Man Intemational, Inc. and Unitech Builders Corp submitted a Guarantee Maximum Price
(GMP) cost proposals, however, H.A. Contracting Corp. failed to submit a cost proposal by the
proposal deadline.
The following table provides the initial proposed GMP costs and add alternates:

The CIP Office was able to value engineer and revise the GMP cost proposal provided by Ric-
Man International to a final cost of $1,911,570.72 including all add alternates. Special Assistant
to the City Manager, Emanuel Mayer has reviewed the JOC Proposal submitted by Rio-Man
International, Inc. and has determined that the submitted tasks are consistent with the minimum
CTC (Construction Task Catalog) for requirements to properly complete this project. Finally, in
his opinion, the value engineered final cost proposal represents a fair and reasonable amount
for this project. The Notice to Proceed and Purchase Order issuance is currently set for
approval on November 30, 2009.
