SUBJECT: Estimated ITB Timeframe for Bond-Funded Projects
The purpose of this Letter to Commission is to provide the anticipated timeframe for the
issuance of Invitations to Bid (ITB) for the construction of various right-of-way (ROW)
neighborhood improvement and water and sewer rehabilitation projects. The projects are
divided into two groups - "First Bond Issues" and "Second Bond Issues", as previously
approved.
The design for the first group of projects has either been completed, or is at an advanced
stage. Two of the first group projects (Engineering Studies), involving sanitary force mains,
require the completion of an engineering study that will define project scope, and the
preparation of construction documents prior to the issuance of ITBs. The first group of
projects and their estimated ITB timeframes includes the following:

The second group of active projects is also at various stages of planning and design, with
design for the North Shore ROW Project nearly completed. Given the current competitive
construction bid environment, it is anticipated that the second water and sewer and storm
water bond issuance amounts may be lower than previously projected.
With the current list of projects moving through the bidding process, the first indication of the
anticipated savings should occur in the early part of 2010, as construction contracts are
awarded. This may present the opportunity for some of the second group projects to achieve
fully funded status sooner. Adjusted project construction funding needs will be reflected in
the mid-year Capital Budget Update. Staff's intent is to continue to advance projects to "bid
ready" status so that, as funding becomes available, the second group of projects can be
advanced to the construction procurement phase. The following table includes the projects
to be included in the second bond issue:
