2009-27252 ResoRESOLUTION NO. 2009-27252 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO SUBMIT THE FOLLOWING GRANT APPLICATIONS: 1) EMERGENCY FOOD AND SHELTER PROGRAM FOR FUNDING IN AN AMOUNT NOT TO EXCEED $40,000 FOR THE CITY'S RENT ASSISTANCE PROGRAM; 2) HAZARD MITIGATION GRANT PROGRAM FOR FUNDING, IN AN AMOUNT NOT TO EXCEED $1,000,000 FOR HURRICANE PROTECTION FOR CITY FACILITIES; 3) FLORIDA DEPARTMENT OF STATE, DIVISION OF HISTORICAL RESOURCES, SMALL MATCHING GRANT PROGRAM, FOR FUNDS IN AN AMOUNT NOT TO EXCEED $10,000 FOR A COMMUNITY EDUCATION PROGRAM ON THE NORTH BEACH MIMO DISTRICT; 4) FLORIDA DEPARTMENT OF STATE, DIVISION OF HISTORICAL RESOURCES, SMALL MATCHING GRANT PROGRAM, FOR FUNDING IN AN AMOUNT NOT TO EXCEED $50,000 FOR THE 28T" STREET OBELISK STABILIZATION; AND, RETROACTIVELY TO: 5) MIAMI-DADE COUNTY DIVISION OF EMERGENCY MEDICAL SERVICES IN AN AMOUNT NOT TO EXCEED $16,000 FOR THE CITY'S FIRE RESCUE OBJECTIVES; 6) RETROACTIVELY TO THE MIAMI BEACH VISITOR AND CONVENTION AUTHORITY FOR FUNDING IN AN AMOUNT NOT TO EXCEED $30,000 FOR THE BASS MUSEUM'S EGYPTIAN GALLERY; AND, 7) THE STATE OF FLORIDA CULTURE BUILDS FLORIDA PROGRAM, IN AN AMOUNT NOT TO EXCEED $25,000, FOR SLEEPLESS NIGHT 2010; APPROPRIATING THE ABOVE FUNDS, IF APPROVED AND ACCEPTED BY THE CITY, AND AUTHORIZING THE EXECUTION OF ALL NECESSARY DOCUMENTS RELATED TO THESE APPLICATIONS. WHEREAS, the Emergency Food and Shelter Program (EFSP) was established in 1983 to supplement the work of local social service agencies in assisting people in need of emergency assistance, rent/mortgage assistance, and food to provide funding for emergency assistance that is primarily economic in nature, as opposed to disaster- related; and WHEREAS, EFSP is governed by a National Board that selects jurisdictions for funding and local boards are convened in the qualifying jurisdictions to determine the highest need and best use of funds and to select Local Recipient Organizations to receive funding and provide emergency food and shelter services; and WHEREAS, the program's funding priority is to provide rent/mortgage assistance and food to those in need and the City proposes to submit an application for funds for the following assistance: 1) provision of rent/mortgage assistance to individuals and families at-risk of homelessness; 2) provision of hotel/motel placements to homeless individuals and families, when conventional emergency shelter beds are unsuitable; 3) provision of food vouchers; and 4) utilities assistance; and WHEREAS, matching funds are not required for this grant and this project supports the key intended outcome: reduce the number of homeless; and WHEREAS, approval is requested to submit a grant application to the Emergency Food and Shelter Program in an amount not to exceed $40,000 for the City's Rent Assistance Program; and WHEREAS, funding for the Hazard Mitigation Grant Program (HMGP) is provided through the Federal Emergency Management Agency (FEMA) to assist state and local governments in implementing cost-effective hazard mitigation activities that complement comprehensive mitigation programs, reduce injuries, reduce loss of life, and reduce damage and destruction of property; and WHEREAS, as required, the City has aFEMA-approved mitigation plan and is eligible to receive project grant funding under these programs; and WHEREAS, the Administration previously submitted an application for these funds under Resolution No. 2008-26928; and WHEREAS, this request was for hurricane shutters and impact glass; and WHEREAS, the Administration is resubmitting the application for HMGP funds to install protective glass only at the following proposed locations: the 21St Street Community Center, the 555 17th Street building and the 1701 Meridian Avenue building (aka 777 building), the buildings listed above require protection for windows during a significant weather event; and WHEREAS, a 25% match is required of this grant and the City will utilize matching funds in an amount not to exceed $250,000; the source of the match is to be determined upon award of the grant; and WHEREAS, this project supports the Key Intended Outcome: ensure value and timely delivery of quality capital projects; and WHEREAS, approval is requested to submit a grant application to the Hazard Mitigation Grant Program (HMGP) for funding in an amount not to exceed $1,000,000 for protective glass at buildings throughout the City; and WHEREAS, the State of Florida Division of Historical Resources is the State agency responsible for promoting the historical, archaeological and folk culture resources in Florida, and the agency is currently soliciting applications for the Small Matching Grant Program; and WHEREAS, the Administration proposes submitting an application to the State for funding under the community education category for the design of a website and/or printing of brochures to educate the community about the North Beach MiMo district; and WHEREAS, the program requires matching funds, of which 25% of the total project cost must include a cash match; a cash match in the amount of $5,000 is available form the Planning Department budget and in-kind/donated services will account for the remaining 25% match; and NOW THEREFORE, BE IT DULY RESOLVED THAT THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, hereby retroactively approve and authorize the City Manager or his designee to submit the following grant applications: 1) Emergency Food and Shelter Program for funding in an amount not to exceed $40,000 for the City's rent assistance program; 2) Hazard Mitigation Grant Program for funding, in an amount not to exceed $1,000,000 for hurricane protection for city facilities; 3) Florida Department of State, Division of Historical Resources, Small Matching Grant Program, for funds in an amount not to exceed $10,000 for a community education program on the North Beach Mimo District; Kev Intended Outcome Supported: 1) Reduce the number of homeless; 2) Ensure value and timely delivery of quality capital projects; 3) Protect historic building stock and enhance external and internal communications from and within the city; 4) Protect historic building stock; 5) Increase community satisfaction with City government; 6) and 7) Increase satisfaction with family recreational activities and maximize Miami Beach as a destination brand; Improve Convention Center facilit ; Diversif business base in Miami Beach Supporting Data: 1) "The City's efforts to address homelessness" was a key driver for resident respondents in how they view the city as a place to live, view city government on meeting expectations and if they would or would not recommend the city as a place to live; `A lot of homeless' was rated amongst the top five things that have a negative impact on the quality of life on Miami Beach; 2) 87.2% of residents and 85% of businesses stated that the appearance and maintenance of the city's buildings was either `excellent' or `good' 3) and 4) 15.4% of respondents stated that they felt the effort put forth by the City on historic preservation was 'too little'; 77.1 % felt it was `about the right amount'; 5) W hen questioned regarding Safety Services, 96.8% of residents and 94.5% of businesses rated Fire as either `Excellent' or `Good'; 6) and 7) 24.1 % of residents and 53.6% of businesses rated the availability of cultural activities as `too few' and 24.6% of residents and 40.3% of businesses rated the availability of `family friendly' events as too few; 69% of resident believe that the tourism industry contributes `about the right amount' to their quality of life, 24% of residents rated Arts and Culture as one of the services the Cit should strive not to reduce; Issue: Shall the City support the following funding requests and execute the related agreements? Approval to submit a grant application to the State of Florida Division of Historical Resources for funding in an amount not to exceed $10 000 for a community education program The State of Florida Division of Historical Resources is within the Department of State, and is the state agency responsible for promoting the historical, archaeological and folk culture resources in Florida. The Director of the Division of Historical Resources serves as Florida's State Historic Preservation Officer (SHPO), providing a liaison with the national historic preservation program conducted by the National Park Service. The Department of State is currently soliciting applications for the Small Matching Grant Program. One of the five general funding priorities for this program is for community education and community relations projects promoting the preservation of historical and architecturally significant properties. Another of the five general funding priorities for Small Matching Grant Program (mentioned above in #3) is for acquisition and development priorities. The category includes assistance for stabilization or other appropriate preservation treatments for properties which are in imminent danger of being lost due to physical deterioration or planned development. The Administration intends to apply for funding for the design portion of the 28th Street obelisk. Matching funds in the amount of $50,000 are available in the capital budget for the 28th Street Obelisk stabilization project. This project supports the key intended outcome: ensure value and timely delivery of quality capital projects. 5. exceed $16,000 for the Citv's fire rescue objectives The Florida Department of Health is authorized by chapter 401, Part II, Florida Statutes to provide grants to Boards of County Commissioners for the purpose of improving and expanding pre-hospital emergency medical services. These grants are awarded only to Boards of County Commissioners, but may subsequently be distributed to municipalities and other agencies involved in the provision of EMS pre-hospital care. Miami-Dade County makes these funds available to cities within the County. The funds are derived by the state from surcharges on various traffic violations. The City has submitted an application for funding in an amount not to exceed $16,000. Funding will be used for educational materials; equipment, materials, supplies and services; conferences, seminars and training sessions. This grant does not require matching funds. This project supports the key intended outcome: Increase community satisfaction with City government. Commission Memorandum Page 4 6. Retroactive approval to submit a grant application to the Miami Beach Visitor and Convention Authority (VCA) in an amount not to exceed $30,000 for the Bass Museum's Egyptian Exhibit The VCA provides funding for special events, promotions, activities and festivals which will stimulate tourism for Miami Beach. The Administration, on behalf of the Bass Museum, has submitted a grant proposal to the VCA for funds in the amount of $30,000 to assist with regional marketing efforts to attract out of state and international tourists to the opening of the new Egyptian Gallery at the Bass Museum of Art. Once the Egyptian Gallery opens on April 30, 2010, The Bass Museum will have the only mummy on permanent display in the state of Florida. Additionally, this project will provide the Bass Museum with a widely sought Antiquity offering which will complement the Renaissance, Baroque, and 18th Century objects already on permanent display from the collection. The permanent exhibition of the Museum's prized Egyptian Painted Sycamore Fig wood Sarcophagus and mummy in a dedicated gallery will afford regional residents and visitors alike an unrivaled opportunity to learn about Ancient Egypt from its surviving objects. This grant requires a $1:$1 match, which will be funded through private contributions and other grants obtained for this project. This project supports the key intended outcome: Maximize Miami Beach as a destination brand; Improve Convention Centerfacility; Diversify business base in Miami Beach. 7. Retroactive approval to submit an a Sleepless Night 2010 Event The Culture Builds Florida program is geared towards projects in one of the four areas of the Division's strategic plan. The four key areas are: learning and wellness; strengthening the economy; design and development and leadership. The maximum award is $25,000. The goals of Sleepless Night 2010 are to strengthen South Florida's reputation as a top cultural tourism destination by becoming a major annual signature event, on par with Art Basel Miami Beach and the South Beach Wine and Food Festival; to build arts audiences, increase public awareness of the arts and educate the local arts practitioners; to create community through the shared experience of diverse audiences; to forge dynamic partnerships of artists, arts organizations and public and private industry; and to enliven both culturally and economically the previously depressed final month of hurricane season. Sleepless Night 2010 will present free arts and entertainment experiences at different locations concentrated in four zones within the city. Included in the event are free museum admissions, indoor and outdoor art installations and performances, architectural tours, dance and dancing, theater, music, slam poetry, film, fashion, acrobatics, comedy and other cultural offerings. The Culture Builds Florida program requires a $1:$1 match which will be funded through corporate and foundation support for the event. This project supports the key intended outcome: Maximize Miami Beach as a destination brand; Improve Convention Centerfacility; Diversify business base in Miami Beach.
