'009-27279 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA AUTHORIZING THE ADMINISTRATION TO ISSUE A PURCHASE ORDER TO PHYSIO CONTROL, INC IN THE AMOUNT OF $193,461.09, AS THE SOLE SOURCE PROVIDER OF THE LIFEPAK 15 MONITORlDEFIBRILLATOR FOR EIGHT (8) LIFEPAK 15 MONITORIDEFIBRILLATORS TO BE PLACED ON EIGHT FIRE DEPARTMENT ADVANCED LIFE SUPPORT RESPONSE UNITS THAT ARE CURRENTLY USING AN OLDER LIFEPAK 12 MODEL WHEREAS, the Fire Department currently utilizes the Physio Control Lifepak 12 Defibrillator/Monitor for cardiac monitoring, defibrillation, cardioversion, external cardiac pacing, and other Advanced Life Support functions; and WHEREAS, The Miami Beach Fire Rescue Department continually researches advanced technologies in order to provide innovative medical treatment to the citizens and visitors of the City of Miami Beach, particularly those regarding the latest breakthroughs in advanced cardiac diagnosis and treatment; and WHEREAS, The state of the art Lifepak 15 monitor-defibrillatoroffers the latest advances in continuous, non-invasive monitoring of carbon monoxide and Oxygen saturation, and enhances the treatment of life-threatening heart attacks by automatic, continuous monitoring of all twelve (12) cardiac leads in the background and immediately alerting the paramedics to changes via the St- Segment Trending feature; and Physio-Control offers in the field service and repairs by authorized Physio-Control technicians, and WHEREAS, These new features integrated within the device strongly benefit the Rescue Division and, by extension, the critically ill patients being treated for cardiac insufficiency by combining multiple functions into one machine, making it easier and more effective for personnel to monitor the various data feeds for patients and requiring fewer devices to be in an already tight operating environment, saving precious time and space, freeing personnel to perform other critical tasks, and that all of these features, including the ability to internally archive up to two hundred (200) waveform cardiac events for later retrieval for QualityAssurance/Quality Control purposes are exclusive features of the Physio-Control Product; and WHEREAS, the fact that all other existing Fire Department monitoring equipment, including Rescue Division and Ocean Rescue Division Automatic External Defibrillators (AED's) are Physio- Controlproducts provides compatibility and eliminates the need for multiple service, supply, and repair contracts; and Physio-Control is the only Monitor/Defibrillator manufacturer that offers service and repairs in the field by in-house authorized Physio-Control technicians, and WHEREAS, Physio-Control, a division of Medtronic, Inc., is the only source from which to obtain the LIFEPAK® defibrillator/monitor family of products, including specifically, accessories (including batteries and electrodes), repair parts & upgrades, remanufactured devices, and services in Florida. Physio-Control does not utilize the services of any authorized dealers ordistributors in the sale of its products in this market, and, WHEREAS, the funding needed to purchase these devices is available in the Adopted FY 2009110 Capital Budget LP 15-Cardiac Monitor/Defibrillator Replacement {egcardiac) Fund 375, and the Florida Department of Health-Bureau of EMS County Grant 193-6040 Project #MB.03.01 EMS Equipment, Materials. Supplies, and Services; and WHEREAS, as provided pursuant to Section 2-367 (d) of the Miami Beach City Code, the Administration has determined that Physio Control. Inc. meets the requirements for sole source provider of the Lifepak 15 Defibrillator/Monitor, and would therefore recommend that a purchase order be issued to Physio Control. Inc. in the amount of $193.461.09 NOW, THEREFORE BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH FLORIDA, that the Mayor and the City Commission hereby approve and authorize the Administration to issue a Purchase Order to Physio Control. Inc.. as the sole source provider of the Lifepak 15 Defibrillator/Monitor in the amount of 5193,461,09 with the funding available from the Capital Improvement project egcardiac, Program LP 15 Cardiac Monitor/Defibrillator, and from the Florida Department of Health-Bureau of EMS County Grant Project #M6.03.01 EMS Equipment.
