2009-27254 ResoRESOLUTION NO. 2009-27254 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER PERTAINING TO THE RANKING OF PROPOSALS PURSUANT TO REQUEST FOR PROPOSALS (RFP) NO. 47- 08/09, FOR BUILDING INSPECTION, PLANS REVIEW SERVICES tN VARIOUS DISCIPLINES, AND PERMIT CLERKS TO PROVIDE PROFESSIONAL SERVICES ON AN "AS-NEEDED BASIS" AND ON AN "ON-GOING BASIS" FOR THE BUILDING DEPARTMENT; AUTHORIZING THE ADMINISTRATION TO ENTER INTO NEGOTIATIONS WITH THE TOP-RANKED PROPOSERS (PER DISCIPLINE): M.T. CAUSLEY, INC.; NOVA ENGINEERING AND ENVIRONMENTAL; VERTICAL ASSESSMENT ASSOCIATES; AND CAP GOVERNMENT INC.; AND FURTHER AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AGREEMENTS UPON CONCLUSION OF SUCCESSFUL NEGOTIATIONS BY THE ADMINISTRATION, IN THE ANNUALLY ESTIMATED AMOUNT OF $300,000. WHEREAS, Request for Proposals (RFP) No. 47-08/09 for Building Inspections, Plans Review Services in Various Disciplines and Permit Clerks, was issued on July 16, 2009, with an opening date of September 4, 2009; and WHEREAS, apre-proposal conference to provide information to the proposers was held on July 31, 2009; and WHEREAS, BidNet issued bid notices to 44 prospective proposers, BidSync (formerly known as RFP Depot) issued bid notices to 28 prospective proposers, and 32 proposers were notified via mail, a-mail, and fax circulation, which resulted in the receipt of nine (9) proposals; and WHEREAS, the City Manager, via Letter to Commission (LTC) No. 265-2009, appointed an Evaluation Committee ("the Committee") consisting of the following individuals: • Carmen Olazabal, Acting Assistant Director, Building Department • Dom Corpora, Resident and Leadership Academy Graduate • Jorge Cano, Assistant Director, CIP Department • Charles Urstadt, Resident and Leadership Academy Graduate • Leeor Barhaim, Resident and Leadership Academy Graduate; and WHEREAS, the Committee convened on November 13 and November 16, 2009, respectively; and WHEREAS, Carmen Olazabal, Building Department Acting Assistant Director, addressed the Committee and provided general information on the RFP scope of services; the Committee members were also provided with Performance Evaluation Surveys from all proposers; and WHEREAS, the Committee members discussed their individual perceptions of the proposers' qualifications, experience, price, and competence, and ranked the proposers; and WHEREAS, the Committee recommended awarding contracts to the three (3) top-ranked proposers per discipline; and WHEREAS, the following were the top ranked proposers, (in one or several disciplines): M.T. Causley, Inc.; Nova Engineering and Environmental; CAP Government Inc., and Vertical Assessment Associates, LLC; and WHEREAS, the City Manager concurs with the Committee's rankings and recommendation. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept the recommendation of the City Manager pertaining to the ranking of proposals pursuant to Request for Proposals (RFP) No. 47-08/09, for a Building Inspection, Plans Review Services in Various Professional Disciplines, and Permit Clerks to provide Professional Services on an "As-needed Basis" and an "On-going Basis" for the Building Department; authorizing the Administration to enter into negotiations with the top-ranked proposers (per discipline): M.T. Cey Intended Outcome Supported: Increase Community Satisfaction with City Services; Supporting Data (Surveys, Environmental Scan, etc.): The 2009 Community Satisfaction Survey shows that the 57.1 of the respondents describe their experience with Building Department as "excellent" (22.0%) or "good" (35.1 %). This number is up significantly from 46.0% reporting the same previously in 2007. Item Summa /Recommendation: In order to address the variable demand requirements and reductions in capacity in the Building Department, and to be able to provide customers with dedicated inspectors as requested, the Administration recommended that a Request for Proposals (RFP) for Building inspection, plans review services in various professional disciplines, and permit clerks was issued to provide services on an "as- needed basis" and an "on-going basis" for the Building Department. Existing contracts for Building inspection, plans review services have been in place since December 5, 2005 and will expire on December 5, 2009. The final prices and terms for the contracts will be negotiated after City Commission authorizes negotiations with the approved proposers. Each proposed contract shall be for a two (2) year term, with two (2) one-year renewal options at the City's option. Causley has included on its team two professionals from Pistorino & Alam for provide Structural Plans Examiner services. Additionally, M.T. Causley, Inc. has provided services to the City for last four (4) years under contract RFQ# 22-04-05. Mike Causley, President is the primary contract for this proposal and has over 25 years of experience working with municipal building departments. The staff allocated to provide services to the City has a total of more than 250 years of combined experience and at least five (5) years of experience in their designated professional building trade specialization. Nova Engineering and Environmental Nova Engineering and Environmental ("NOVA") is a Florida company that has been in business for thirteen (13) years that recently merged with CAPRI Engineering. NOVA has provided professional municipal support services including building code administration, plan review and inspection services to over 35 municipalities. Currently employs over 250 personnel, including register engineers, inspectors, plans examiners, building officials, and specialty consultants and support personnel. Additionally, Nova Engineering and Environmental. has provided services to the City for last four (4) years under contract RFQ# 22-04-05. NOVA has assembled the proposed team of technical personal in collaboration with Calvin, Giordano & Associates, Inc (CGA). NOVA is proposing its Senior Engineer Bryan J. Morrison to manage the Administration section of the services and Wayne Webb, an engineer with 24 years of experience to manage the technical section of the services. NOVA has also under its staff 20 inspectors and 20 plan examiners in the various disciplines with more than five (5) yeas of experience in their designated professional building trade specialization. CAP Government Inc CAP Government ("CAP") is a Florida company that has been in business for seventeen (17) years and has provided services to over 20 municipalities and educational institutions. CAP is proposing Mr. Raul Rodriguez as the Project Manager and primary point of contact for the City. In addition, CAP is proposing Carlos Penin, P.E with 30 years of experience, as the principal in charge and Andrew Pierce P.E. as the Quality Assurance Control personnel. CAP also counts with over 40 local employees in the various disciplines with more than five (5) yeas of experience in their designated professional building trade specialization. Vertical Assessment Associates. LLC Vertical Assessment Associates, LLC is a Florida company that has been in business for eight (8) years. Vertical Assessment Associates, LLC currently employs twenty seven Certified Elevator Inspectors and two project managers which have served clients such us Lockheed Martin, Florida State University, Shands Jacksonville Medical Center, University of South Commission Memorandum - RFP#47-08-09 For Building Inspection, Plans Review, and Permit Clerk December 9, 2009 Page 6 Florida, Florida Community College Jacksonville, Patrick Air Force Base, Tyndall Air Force Base, City of Tampa, Citrus County Schools, or Seminole Community College. Vertical Assessment Associates, LLC meets the minimum requirement set forth in the RFP and has submitted proof of the applicable Certified Elevator Inspector Licenses required. Additionally, Vertical Assessment Associates, LLC was awarded a contract for elevator inspection services on as per inspection basis under ITB# 13-08-09. However, said contract did not include hourly rates, which has been included in this RFP for flexibility purposes. CONCLUSION The Administration recommends that the attached Resolution be passed and adopted by the Mayor and City Commission of the City of Miami Beach, Florida, accepting the recommendation of the City Manager pertaining to the ranking of proposals pursuant to Request for Proposals (RFP) No. 47-08/09, for a building inspection, plans review services in various professional disciplines, and permit clerks to provide professional services on an "as- needed basis" and an "on-going basis" for the Building Department; Authorizing the Administration to enter into negotiations with the top-ranked proposers (per discipline): M.T.
