2009-27255 ResoRESOLUTION NO. 2009-27255 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE MAYOR AND THE CITY CLERK TO EXECUTE AMENDMENT NO. 8 TO THE EXISTING PROFESSIONAL SERVICES AGREEMENT WITH STA ARCHITECTURAL GROUP, INC., FOR ADDITIONAL DESIGN, BID, AND CONSTRUCTION ADMINISTRATION SERVICES FOR THE REHABILITATION OF THE HISTORIC BUILDING, HOSE TOWER, AND NEW CONSTRUCTION ON THE FIRE STATION NO. 2, BUILDING A AND HOSE TOWER PROJECT, FORA NOT TO EXCEED AMOUNT OF $183,000; WITH FUNDING FROM THE FIRE STATION NO. 2 PORTION OF THE PROJECT, IN THE AMOUNT OF $57,618 FROM THE PAY-AS-YOU-GO (FUND 302), $6,447 FROM THE CAPITAL RESERVE -CONTINGENCY (FUND 304), AND $76,935 FROM THE CAPITAL RESERVE -DESIGN (FUND 304), AND WITH FUNDING FROM THE HOSE TOWER REFURBISHMENT PORTION OF THE PROJECT, IN THE AMOUNTS OF $12,000 FROM THE PAY- AS-YOU-GO (FUND 302), AND $30,000 FROM THE CAPITAL RESERVE -DESIGN (FUND 304). WHEREAS, pursuant to Request for Letters of Interest No. 133-94/95, the Mayor and City Commission adopted Resolution No. 96-22068 on July 17, 1996, approving and authorizing the Mayor and City Clerk to execute an Agreement with STA Architectural Group, Inc. for Professional Services for the Renovation and Expansion of Fire Station No. 2 and a Master Plan for the Site at 451 Dade Boulevard (Project); and WHEREAS, on June 28, 2000, the Mayor and City Commission adopted Resolution No. 2000-23975, approving Amendment No. 1 to the Agreement, for schematic design, design development, construction documents, permitting & bidding, and construction administration services, for the rehabilitation of the historic structure and the new construction of a dormitory and apparatus structure improvements within the Project, for anot-to-exceed amount of $318,020; and WHEREAS, on October 17, 2001, the Mayor and City Commission adopted Resolution No. 2001-24624, approving Amendment No. 2 to the Agreement for the design of an Emergency Operations Center, a site drainage system, and a dedicated driveway serving the Public Works Yard, for anot-to-exceed amount of $117,000; and 'WHEREAS, on December 10, 2003, the Mayor and City Commission adopted Resolution No. 2003-25439, approving Amendment No. 3 to the Agreement for construction administrative services for the Project, for anot-to-exceed amount of $192,000; and WHEREAS, on March 15, 2007, Amendment No. 4 to the Agreement was executed, approving additional construction administration services for the Project, for a not-to-exceed amount of $24,500; and WHEREAS, on October 27, 2007, Amendment No. 5 to the Agreement was executed, approving additional construction administration services for the Project, to be rendered on a monthly basis, for anot-to-exceed amount of $24,500; and WHEREAS, on June 20, 2008, Amendment No. 6 to the Agreement was executed, approving additional construction administration services for the Project, to be rendered on a monthly basis, for anot-to-exceed amount of $24,447; and WHEREAS, on July 10, 2008, Amendment No. 7 to the Agreement was executed, approving additional design and construction administration services for the Project, to be rendered on a monthly basis, for anot-to-exceed amount of $40,000; and WHEREAS, the first phase of the Project, the construction of Building B and its Emergency Operations Center, is substantially complete, and the Fire Department has moved into the building and put it into service; and WHEREAS, Building A has now been more thoroughly inspected and several additional items have been identified that require modifications to the construction documents; and WHEREAS, the Hose Tower was also evaluated and, despite recent repairs, structural deficiencies were found; as a result, the Hose Tower, which had not been a part of the original scope of work, will now be included as part of the Project; and WHEREAS, staff has negotiated a fee of $183,000 with STA for an in-depth preconstruction review, HPB presentation, re-drawing and development of construction documents (per current codes), and bid and construction administration services for the rehabilitation of the historic building, Hose Tower, and new addition two-story connectors. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City Commission hereby approve and authorize the Mayor and the City Clerk to execute Amendment No. 8 to the existing Professional Services Agreement with STA Architectural Group, Inc., for additional design, bid, and construction administration services for the rehabilitation of the historic building, Hose Tower, and new construction on the Fire Station No. 2 Building A and Hose Tower Project; for a not to exceed amount of $183,000; with funding for the Fire Station No. 2 portion of the Project, in the amounts of $57,618 from the Pay-As-You-Go (Fund 302), $6,447 from the Capital Reserve -Contingency (Fund 304), and $76,935 from the Capital Reserve -Design 2009-27255 (Fund 304); and with funding for the Hose Tower Refurbishment portion of the Project, in the amounts of $12,000 from the Pay-As-You-Go (Fund 302), and $30,000 from the Capital Reserve -Design (Fund 304). Item Summary/Recommendation: The proposed amendment to STA provides for design services on the Hose Tower, design revisions to the historic structure, bidding assistance, and construction administration services at Fire Station No. 2. It was anticipated that the consultant would undertake a more thorough examination of the historic structure after the Fire Department vacated it and relocated to the new building and that this would result in plan revisions. The historic structure has now been more thoroughly inspected by CIP Office staff and a structural engineering firm. Several additional items have been identified that require modifications to the existing construction documents for the historic structure. The hose tower was also evaluated and, despite recent repairs, structural deficiencies were found. As a result, the hose tower, which had not been a part of the original scope of work, will now be included in the renovation project. The projected construction duration is anticipated to be 14 months. After many months of meetings between the Special Assistant to the City Manager, CIP Staff and STA , the initially submitted proposal was heavily negotiated and reduced from the initial proposal of $265,640 to a final negotiated fee of $183,000 (see ,Attachment #1 ). These savings were also achieved by matching the current negotiated rates from other city projects to further reduce the final fee. This reflects a savings of approximately 31.1 % ($82,640 in fees). These hourly rates are comparable to those approved by the City for the 10~' Street Auditorium Project where STA is also the consultant. ANALYSIS On July 17, 1996, the Mayor and City Commission adopted Resolution No. 96-22068 authorizing an Agreement with STA Architectural Group (STA) for Professional Services for the Renovation and Expansion of Fire Station No. 2 and a Master Plan for the Site at 451 Dade Boulevard. The Agreement provided for the detailed planning, design, bidding and construction administration services. At that time, planning services were authorized in snot-to-exceed amount of $78,000. Fire Station No. 2 -STA Amendment December 09, 2009 Page 2 of 3 On June 28, 2000, the Mayor and City Commission adopted Resolution No. 2000-23975, approving Amendment No. 1 to the Agreement, for schematic design, design development, construction documents, permitting, bidding, and construction administration services for the rehabilitation of the historic structure (Building A) and the construction of a new dormitory and apparatus structure (Building B) in snot-to-exceed amount of $318,020. On October 17, 2001, the Mayor and City Commission adopted Resolution No. 2001-24624, approving Amendment No. 2 to the Agreement for the additional design of an Emergency Operations Center at Building B, a site drainage system, and a dedicated driveway serving the Public Works Yard in snot-to-exceed amount of $117,000. On December 10, 2003, the Mayor and City Commission adopted Resolution No. 2003-25439, approving Amendment No. 3 to the Agreement for construction administrative services for the Project in anot-to-exceed amount of $192,000. This was followed by several more amendments for construction administration services, as the Building B construction was late in completion. The final phase of the Fire Station No. 2 Project is the renovation of Building A, which will be converted into Fire Department headquarters and administrative offices. The Fire Station No. 2 Hose Tower Refurbishment Project will be combined with this phase to complete the balance of remaining facilities at this site. The refurbishment of Building A and the Hose Tower will be divided into two phases. Phase 1 entails the partial interior demolition of Building A. The second phase includes exterior demolition, the historical restoration of the remainder of the building and the hose tower, and construction of new connectors between existing historic buildings. The proposed amendment to STA provides design of the Hose Tower, design revisions to Building A, bidding assistance, and construction administration services. The initial phase of the Fire Station No. 2 Project, the construction of Building B and its Emergency Operations Center, is substantially complete. The Fire Department moved into the building and initiated use in March 2009. Construction documents for Building A were developed simultaneously with the construction documents for Building B. During the original design, the consultant and engineer did as thorough an examination of the structure as was possible. However, it was anticipated that the consultant would undertake a more thorough examination of Building A after the Fire Department vacated it and relocated to Building B. Building A has now been more thoroughly inspected by CIP Office staff and by Douglas Wood and Associates, a structural engineering firm. Several additional items have been identified that require modifications to the construction documents. The hose tower was also evaluated and, despite recent repairs, structural deficiencies were found. As a result, the hose tower, which had not been a part of the original scope of work, will now be included in the renovation project. The City has negotiated a price with a JOC contractor for phase 1, the interior demolition of Building A. Further plan revisions maybe needed upon completion of this work. At that time, the consultant will fully inspect the foundation, flooring systems, walls, piers, columns and beams and the roof system. Any additional work necessary to fully restore the structure will be incorporated into the construction documents and will enable the project to be bid on a comprehensive basis that addresses all known conditions. Phasing of the Building A construction adds some time to the construction phase of the project. However, the CIP Office believes the partial demolition and inspection is the most efficient and financially prudent method of renovation, particularly if significant additional structural issues are discovered.
