A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF M1AM1 BEACH, FLORIDA, AUTHORIZING THE
CITY MANAGER AND CITY CLERK TO EXECUTE A
MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY
OF MIAMI BEACH, ON BEHALF OF THE MIAMI BEACH POLICE
DEPARTMENT, AND THE FEDERAL BUREAU OF
INVESTIGATION, SOUTH AMERICAN THEFT GROUP SAFE
STREETS TASK FORCE, FOR THE PURPOSE OF
IDENTIFYING, APPREHENDING AND PROSECUTING
INDIVIDUALS INVOLVED IN INTER-STATE TRANSPORTATION
OF STOLEN PROPERTY, THEFT FROM INTER-STATE
SHIPMENTS, HOBBS ACT VIOLATIONS, RACKETEERING
INFLUENCED CORRUPT ORGANIZATIONS, AND OTHER
FEDERAL, STATE AND LOCAL VIOLATIONS.
WHEREAS, the Miami Division of the Federal Bureau of Investigation (FBI) has
established the South American Theft Group Safe Streets Task Force (the "Task
Force") to identify, apprehend and prosecute individuals involved in inter-state
transportation of stolen property, theft from inter-state shipments, Hobbs Act Violations,
racketeering influenced corrupt organizations, and other Federal, State and local
violations; and
WHEREAS, the Task Force is comprised of Federal, State and local law
enforcement personnel; and
WHEREAS, the Task Force enhances the effectiveness of Federal, State and
local enforcement resources through a well coordinated initiative seeking the most
effective investigative/prosecutive avenues by which to convict and incarcerate
dangerous offenders; and
WHEREAS, a detective from the Miami Beach Police Department will be assigned
to the Task Force, to work in conjunction with Federal, State and local law enforcement
personnel in identifying, locating and apprehending individuals who commit these
crimes in the City of Miami Beach and South Florida; and
WHEREAS, it is a great benefit to the City of Miami Beach and the Miami Beach
Police Department to participate in this Task Force because of the increased
investigative resources and capability; and
WHEREAS, the FBI will reimburse the City of Miami Beach and the Miami Beach
Police Department for overtime compensation and investigative expenses in connection
with participating in the Task Force; and
WHEREAS, the City of Miami Beach, on behalf of the Miami Beach Police
Department, and the Federal Bureau of Investigation, wishes to execute a
Memorandum of Understanding, commencing upon all signatories and may withdraw
participation after providing thirty (30) days advance written notice to the Federal
Bureau of Investigation's Safe Streets Task Force Supervisory Special Agent.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City Manager and
City Clerk are hereby authorized to execute the attached Memorandum of
Understanding with the Federal Bureau of Investigation, Miami Division, South
American Theft Group Safe Streets Task Force, for the purpose of locating,
apprehending and prosecuting individuals involved in inter-state transportation of stolen
property, theft from interstate shipments, Hobbs Act violations, racketeering influenced
corrupt organizations, and other Federal, State and local violations.

The Miami Division of the Federal Bureau of Investigation (FBI) has established a South American

Force is comprised of local, state and federal law enforcement personnel and has been active and an
effective investigative entity to combat these types of crimes that have been occurring in the City of
Miami Beach and South Florida. As a result, it is in the best interest of the City of Miami Beach and

ANALYSIS

American Safe Streets Task Force to identify, locate and apprehend individuals involved in
inter-state transportation of stolen property, theft from inter-state shipments and Hobbs Act
violations. This Task Force is comprised of Federal, State, and local law enforcement
personnel and has been active and an effective investigative entity to combat these types of
crimes that have been occurring in the City of Miami Beach and South Florida. As a result, it is
