2009-27276 ResoRESOLUTION NO. 2009-27276 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, RATIFYING THE ACCEPTANCE OF ONE HUNDRED FIFTY SEVEN THOUSAND FIVE HUNDRED DOLLARS ($157,500) IN CASH DONATIONS (INCLUDING SPONSORSHIPS) MADE TO THE CITY FOR SLEEPLESS NIGHT 2009, A FREE CITYWIDE ARTS AND CULTURAL EVENT; AND FURTHER APPROPRIATING SAID FUNDS FOR SLEEPLESS NIGHT. WHEREAS, in 2007, the City produced the first Sleepless Night, an all-night, free, citywide celebration of the arts, presented by the City of Miami Beach Tourism and Cultural Development (TCD) Department and Cultural Arts Council (CAC); and WHEREAS, "Sleepless Night" is a collaboration of all of the City's major cultural institutions, theaters, galleries and arts organizations, along with hotels, shops, clubs, restaurants, and individual artists and presenters; and WHEREAS, the event included indoor and outdoor art exhibits, installations, performances, fashion shows, tours, dance, theater, music, film and other cultural offerings, all presented without admission charge; and WHEREAS, in furtherance of Sleepless Night 2009, at the September 9, 2009 City Commission Meeting, the City accepted donations/sponsorships from Audi of America, Catalina Hotel and Beach Club (Host Hotel), Ocean Drive Association and Classical 89.: and WHEREAS, the following entities have made Donations to the City and were recognized as sponsors of "Sleepless Night" 2009 since the September Commission Meeting: o Red Bull o Greater Miami Convention and Visitors Bureau o Cafe Bustelo; and WHEREAS, it is hereby recommended that the Mayor and City Commission ratify the aforestated donations on behalf of the. City for Sleepless Night 2009; and WHEREAS, it is further recommended that the Mayor and City Commission hereby authorize the City Manager or his designee to make any necessary reimbursements and/or expenditures of the aforestated donations, in furtherance of and consistent with the aforestated "Sleepless Night" 2009 event. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby ratify the acceptance of one hundred fifty-seven thousand and five thousand dollars ($157,500) in cash donations (including sponsorships) made to the City for Sleepless Night 2009, a free citywide arts and cultural event; and further 2009-27276 appropriating said funds for Sleepless Night; and authorizing the City Manager or his designee to make such expenditures and/or reimbursements from the aforestated donations, in furtherance of and consistent with the aforestated event. 'Supporting Data (Surveys, Environmental Scan, etc.): The 2009 Community Satisfaction Survey reported more than one-fifth of all resident respondents feel there are "too few" family friendly activities (24.6%) and cultural activities (24.1 %}. Item Summa /Recommendation: This year's event took place on November 7, 2009 and, once again, exceeded our expectations. Approximately 130,000 residents and visitors of all ages and backgrounds - 30,000 more than we had in 2007, according to our estimates, enjoyed 150 free cultural offerings and reveled in the unique sense of community created by sharing live experience of the arts. The event's marketing and public relations plan generated over 1 billion media impressions. Once again, all of the city's major cultural institutions, theaters, galleries and arts organizations, along with many hotels, shops, clubs, restaurants, and individual artists and presenters participated, as well as national and international artists. The event included indoor and outdoor art exhibits, instaAations, performances, fashion shows, tours, dance, theater, music, film and other cultural offerings, all presented without admission charge. Free public transportation connected the four major zones of activity: North Beach, Collins Park, Lincoln Road and Ocean Drive. At the September 9, 2009 City Commission Meeting, the City accepted donations/sponsorships from Audi of America, Catalina Hotel and Beach Club (Host Hotel), Ocean Drive Association and Classical 89.7 for the event. Since the September Commission meeting, the City secured an additional $157,500 from the following companies: • Red Bull • Greater Miami Convention and Visitors Bureau • Cafe Bustelo The City also was awarded a $50,000 grant from the Miami Beach Visitor and Convention Authority and $7,500 from the Miami-Dade County Tourist Development Council. As you may also recall, the City was previously awarded a $150,000 grant from Knight Foundation and a $25,000 grant from the National Endowment for the Arts (NEA). ANALYSIS In 2007, The City produced the first Sleepless Night, an all-night, FREE, citywide celebration of the arts, presented by the City of Miami Beach Tourism and Cultural Development (TCD) Department and Cultural Arts Council (CAC). As you may recall, TCD staff identified SLEEPLESS NIGHT as a unique cultural event that fits perfectly with the City's cultural identity. SLEEPLESS NIGHT is an all-night, FREE, citywide celebration of the arts, presented by the City of Miami Beach Tourism and Cultural Development (TCD) Department and Cultural Arts Council (CAC). The event was created as a result of the response from the community in the 2005 and 2007 Community Satisfaction Surveys where residents identified a desire for more cultural activities. SLEEPLESS NIGHT was also developed as a result of the Cultural Arts Council's desire to create a signature, annual cultural event to celebrate Miami Beach's commitment to the arts. This innovative citywide showcase of culture first began internationally when Paris hosted the first "Nuit Blanche" event in 2002. The success of the event in Paris has made it an annual city celebration and has become an international trend, spreading to cities such as Rome, Madrid, Brussels and Toronto. Sleepless Night is a collaboration of all the city's major cultural institutions, theaters, galleries and arts organizations, along with hotels, shops, nightclubs, restaurants, and international artists and presenters. Sleepless Night was first held on Miami Beach November 3, 2007 with more than 100,000 people of all ages enjoying 130 free arts and entertainment events scattered amongst 80 venues during the thirteen hour event. The City was able to obtain over 35 million media impressions for Sleepless Night in 2007. SLEEPLESS NIGHT 2009 This year's event took place on November 7, 2009 and, once again, exceeded our expectations. Sleepless Night has the transformative power to create community through the shared experience of wildly diverse audiences enjoying the arts in all their various forms. It successfully addresses the ultimate issue facing the arts today, audience-building, by surprising the public with the entire range of cultural product through presentations woven into the fabric of a social event. The excitement of a free, all-night and all-ages parry promising hundreds of cultural diversions creates a unique opportunity to unify all segments of our society into a single community of arts lovers. The approach is multi-faceted: first, free admission provides opportunities to try something new or previously inaccessible. Second, provocative juxtapositions of offerings expose spillover audiences to unexpected pleasures. Third, presenting the arts in unexpected locations engages participants and spectators in a new way, enabling fresh points of view and bringing the arts to the audiences rather than the other way around. Sleepless Night is transformative for artists as well, providing paid performance and exhibition opportunities with virtually guaranteed attendance, increasing exposure and strengthening artists' opportunities for future fundraising efforts; encouraging unusual and sometimes amazing collaborations, many of them commissioned by the Gity; and opening the eyes of local artists to new possibilities through premiere presentations of new work and new artists. The programming of Sleepless Night is designed to appeal to every audience, from preschoolers to seniors, because it covers the entire spectrum of arts and entertainment; it appeals to all ages, ethnicities, and socioeconomic and education levels. The first Sleepless Night (November 3, 2007) clearly demonstrated our ability to obtain our objectives: increased hotel room occupancy (16.9% over same date in previous year,) increased sales at participating businesses (over 100% increase over same date previous year), and increased audiences for cultural events and institutions (record-setting attendance, to date.) The second Sleepless Night (November 7, 2009) enjoyed a 30% increase in total audience, nearly a billion media impressions, employment for 400 artists and technicians, and record-setting sales figures for many Miami Beach businesses. The Third Edition of Sleepless Night is scheduled for November 6, 2010 and the Touris and Cultural Development Department has already begun working on the programming. In fact, in light of their experience this year, the Catalina Hotel and Beach Club has already verbally agreed to be the Host Hotel again in 2010. The objective is for Sleepless Night to become the kick-off for amonth-long series of cultural events Qust as Montreal's Nuit Blanche is the final night of the month-long Festival of Lights), which would culminate in Art Basel Miami Beach the first weekend of December. SPONSORSHIPS At the September 9, 2009 City Commission Meeting, the City accepted donations/sponsorships from Audi of America, Catalina Hotel and Beach Club (Host Hotel), Ocean Drive Association and Classical 89.7.
